Realizing the goal of becoming a developed industrial province, Vinh Phuc has issued many open mechanisms and policies, creating favorable conditions to attract investment and develop industry. Speeding up the construction and development of industrial zones and clusters, the province pays special attention to the construction and development of green and smart infrastructure, creating clean land to welcome the investment wave.
With advantages in industrial development, up to now, Binh Xuyen district has planned 8 industrial parks (IPs) and 4 industrial clusters; 5/8 IPs have been put into operation, the occupancy rate is about 82.5% with a total of 335 projects, of which, 299 are FDI projects and 36 are DDI projects.
The main production sector of enterprises in industrial parks is assembling electronic components, auto parts, motorbikes, garments, etc., contributing to creating jobs for tens of thousands of workers.
Thang Long Vinh Phuc Industrial Park (Binh Xuyen) has modern, synchronous infrastructure and landscape, creating attraction for investors.
The infrastructure of industrial parks in Binh Xuyen district is built relatively synchronously, typically Thang Long Vinh Phuc Industrial Park with a total area of 213 hectares, the investor has built synchronous and modern technical infrastructure, power supply system, internal traffic infrastructure, fire prevention and fighting system, security management...; green infrastructure, grass, water surface are scientifically planned to create a friendly space, contributing to environmental protection.
After 7 years of operation, Thang Long Vinh Phuc Industrial Park has attracted 47 secondary investors with a total investment capital of more than 1.7 billion USD, of which 29 investors have come into operation, with an occupancy rate of more than 92%.
Along with the industrial parks that have come into operation, Binh Xuyen district is coordinating with departments and branches to carry out promotion work, attracting investors with capacity and experience in developing industrial infrastructure; continuing to promote site clearance (GPMB) for planned industrial parks and clusters to ensure the progress of land handover to investors for industrial infrastructure construction.
Typically, the Son Loi Industrial Park project has a total planned area of over 276 hectares, of which the industrial park land is over 257 hectares. Up to now, Binh Xuyen district has recovered, compensated, and cleared over 117 hectares. For the remaining area that needs to be recovered and compensated, the district continues to review, count, complete the clearance work and calculate the resettlement needs for households with residential land located in the industrial park planning.
Attention to developing industrial park infrastructure has contributed to increasing the advantages in industrial development for Binh Xuyen district. In the 2020 - 2025 term, the proportion of the district's industry - construction sector increased the highest compared to other sectors and fields with an estimated growth rate of 18.47%.
In order to create a shift in economic structure, Yen Lac district has prioritized land funds for industrial and trade-service development, attracting investment in infrastructure development of 3 industrial parks with a total area of 473 hectares and 10 industrial clusters with a total area of 332.8 hectares.
Along with planning work, the district focuses on leading and directing the implementation of urgent investment and construction solutions, effectively using resources to build infrastructure for industrial parks and clusters; prioritizing the development of clean industrial production types applying advanced technology.
At the same time, plan and develop transport infrastructure to serve the development of industry - trade - services, promote site clearance to facilitate project implementation; simplify administrative procedures to attract investors.
With synchronous and effective solutions in infrastructure development and investment attraction, from 2021 to October 2024, the province has approved the investment policy to establish 8 new industrial parks with a total planning area of over 1,300 hectares, bringing the total number of industrial parks to 17; the total newly registered investment capital is over 9,400 billion VND and 129.4 million USD.
Registered investment capital of industrial park infrastructure projects in the 2021 - 2025 period increased 2.14 times compared to the 2016 - 2020 period. The province currently has 9/17 industrial parks in operation.
According to the assessment of the Provincial Industrial Park Management Board, the industrial parks built in the period of 2021 - 2025 have created clean land funds, with relatively synchronous technical infrastructure and auxiliary works, and welfare works, meeting basic requirements to attract investment.
Many industrial parks have focused on building technical infrastructure combined with green infrastructure and wastewater and exhaust gas treatment systems using advanced technology. Large-scale infrastructure investment has helped industrial parks attract many projects, produce key industrial products, create jobs for more than 140,000 workers, contribute to increasing budget revenue, and make positive contributions to the socio-economic development of the province.
Promoting in-depth industrial development, creating breakthroughs to improve productivity and quality associated with increasing investment in construction and developing industrial park infrastructure towards green and sustainable growth, in the next phase, the province continues to implement solutions to remove difficulties in compensation, site clearance, and resolve the situation of slow construction progress; improve the quality of detailed planning of industrial parks; increase the attraction of secondary investors, and increase the occupancy rate of industrial parks.
At the same time, priority is given to attracting investors with financial potential and experience in building and developing industrial park infrastructure; implementing investment in developing industrial parks in strict accordance with approved planning.
Developing new industrial parks is associated with environmental protection requirements and social infrastructure works including worker housing, cultural and sports facilities and welfare works serving workers.
