To implement Resolution No. 70 of the Politburo on ensuring national energy security until 2030, with a vision to 2045, the Provincial Party Committee and People's Committee of Khanh Hoa province have quickly concretized it with a drastic action plan. Thereby, the province aims to become a national clean energy and renewable energy center, playing a strategic role in ensuring the supply and development of sustainable energy for the country.

In the plan to implement Resolution No. 70 of the Politburo on ensuring national energy security by 2030, with a vision to 2045 in the province, the Provincial Party Committee sets a goal not only to ensure adequate energy supply for socio-economic development but also to strongly transition energy and reduce greenhouse gas emissions. The province's goal by 2030 is to achieve an average energy sector growth rate of 20% per year in the period 2026 - 2030; the total capacity put into operation strives to reach 14,000 MW; the power source structure is oriented to prioritize clean energy, with the proportion of renewable energy accounting for more than 80% of the province's total power capacity...

According to comrade Nghiem Xuan Thanh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, the Provincial Party Committee Standing Committee has clearly identified energy development as an important and continuous task, from which to lead, direct and organize implementation. The goal is to ensure adequate, stable and high-quality energy supply for socio- economic development, national defense and security; at the same time, it is necessary to strengthen inspection and supervision of implementation to avoid wasting resources, promote socio-economic efficiency for energy projects, and ensure fair competition. This is an important driving force for economic growth, contributing significantly to the provincial budget revenue.

BIM Wind Power Plant Operation.

This viewpoint demonstrates the harmonious combination between the target of economic growth, budget revenue with the requirement of ensuring energy security and sustainable development. The province also aims to reduce greenhouse gas emissions from energy activities compared to the normal development scenario by about 15-35%, demonstrating responsibility for international commitments on the environment. Energy development is seen by the provincial leaders as not only an economic task but also a strategic factor to ensure national defense - security and sustainable development.

Perfecting institutions and mobilizing all resources

To realize the challenging goals, the province has proposed many breakthrough solutions, focusing on creating a favorable investment environment and developing synchronous energy infrastructure. One of the most important solutions is to perfect institutions and policies to become a competitive advantage. The province will review and propose to competent authorities mechanisms to remove bottlenecks in planning, investment, construction, land, and forestry for energy projects; at the same time, propose outstanding specific mechanisms and policies to attract and implement important and urgent national energy projects in the province. Green credit policies and tax policies are also implemented promptly to encourage the production and use of clean energy and new technologies.

Phuoc Minh Solar Power Plant.

Regarding the development of supply sources and infrastructure, the province focuses on diversifying energy types. The province prioritizes the exploitation and effective use of renewable energy sources, new energy, and clean energy. In particular, the province will accelerate the progress of key projects such as Bac Ai Pumped Storage Hydropower Plant and Phuoc Hoa Pumped Storage Hydropower Plant. At the same time, coordinate site clearance to implement the Ninh Thuan 1 and Ninh Thuan 2 Nuclear Power Plant Projects. The development of LNG gas infrastructure in Van Phong, Cam Ranh, and Ca Na connected to the national grid and seaport infrastructure is also considered a strategic step to ensure a stable power source, especially in the context of prioritizing the development of large-capacity, highly efficient power source projects.

Comrade Trinh Minh Hoang - Vice Chairman of the Provincial People's Committee affirmed: "The Provincial People's Committee has concretized the solutions with specific actions. The province will focus on reforming administrative procedures, striving to cut from 30 to 50% of procedures related to business activities, creating a favorable environment for investment, construction and operation of energy projects. In addition, departments, branches and localities need to clearly define responsibilities, actively organize and implement the Provincial People's Committee's plan to ensure substance, effectiveness and suitability with the actual situation in the locality and unit. The province also strengthens the mobilization of all social resources, strongly encourages the private sector to participate in energy development. At the same time, the province will resolutely handle and completely handle long-standing energy development projects and contracts, causing waste of social resources and have strict sanctions for investors who are slow or do not implement projects".

In the period of 2025 - 2030, the province will focus on putting into operation 8,200 MW, including: 2,300 MW of concentrated solar power, 1,800 MW of onshore wind power, 1,500 MW of LNG gas power and 2,400 MW of pumped storage hydropower and other types of electricity. Vision to 2045, put into operation and exploit additional power sources from 8,000 MW to 10,000 MW, including 4,000 MW - 6,400 MW of nuclear power and other types of electricity, to ensure adequate, stable and high-quality energy supply for the province and neighboring areas. In addition, the province will develop a project to establish an inter-regional renewable energy industrial and service center, affirming its position as the country's leading clean energy source.
