Speaking at the opening of the workshop, Deputy Secretary of the Quang Ninh Provincial Party Committee Vu Quyet Tien affirmed that, based on the requirements set forth in the new development period, Quang Ninh hopes that through the workshop, it will clarify fundamental theoretical issues on science , technology, innovation, digital transformation and human development; comprehensively analyze the potential, advantages, limitations and bottlenecks in the development process of Quang Ninh province; at the same time, suggest new directions, new development spaces, strategic visions and breakthroughs that need to be prioritized in the new period.
Speaking at the workshop, comrade Nguyen Xuan Thang emphasized that Quang Ninh does not stop at administrative reform but is also a leading province in e-government, digital government, and smart cities.
The province has built and effectively operated the provincial Intelligent Operation Center (IOC), connecting with information systems and shared databases, promoting the provision of online public services, digitizing internal processes, and gradually forming a data-based governance environment.
Quang Ninh is also emerging as a regional "competitor" in the innovative startup ecosystem, being the pioneer locality to host the National Innovative Startup Forum, launching the Quang Ninh Innovative Startup Campaign to 2030, and at the same time committing to dedicating resources, creating an environment and policy space to nurture and incubate startup ideas and technology businesses.
Accordingly, Quang Ninh has been steadfast in its development philosophy: taking people as the center, the subject, the main resource and the goal of development; taking science, technology, innovation and digital transformation as the key driving force and integrating them, determining this to be the shortest path to convergence, diffusion and breakthrough.
From the policies and resolutions of the Provincial Party Committee to the action programs, Quang Ninh consistently considers the building of Quang Ninh people - digital citizens, tourism citizens, sea citizens, border citizens, as both a condition and a measure of success for all policies according to the motto "locality decides, locality acts, locality takes responsibility".
However, Quang Ninh still has many limitations and shortcomings in terms of science and technology potential, especially at the enterprise level, which is not commensurate with the scale of the economy; the rate of science and technology enterprises, innovative enterprises, and start-up enterprises is still modest; high-quality human resources, especially in the fields of platform technology and core technology such as artificial intelligence, semiconductors, biology, cyber security, etc., are still lacking and uneven; the gap in digital transformation between urban and rural areas, between the marine-tourism economic zone and mountainous, border and island regions is still quite large; the culture of innovation and creativity, the culture of accepting risks to create has not really spread widely throughout society.
Therefore, Quang Ninh needs to thoroughly grasp and creatively apply the Party's guidelines and policies, especially the spirit of Resolution No. 57-NQ/TW of the Politburo; It is necessary to consider the development of science, technology, innovation and digital transformation, and human resource development not only as an economic-social-technical pillar, but also as a strategic breakthrough in institutions, development models, Party building and the political system;
Focus on building and perfecting specific mechanisms and policies on testing new models, on public-private cooperation in developing digital infrastructure, data centers, high-tech zones, and innovation zones, in line with the Central Government's orientation on decentralization, delegation of power, and promoting local initiative and breakthrough creativity; pay special attention to developing high-quality human resources, building socialist Quang Ninh people in the digital age.
This is the key point that determines the success of every strategy for science and technology development, innovation and digital transformation.
At the same time, it is necessary to have a strategy to attract, train, employ and reward talents in the fields of science and technology, digital transformation and modern management. Pay attention to building a team of experts, engineers, programmers, scientists and managers from Quang Ninh who can work in an international environment, leading innovation centers, data centers, laboratories and technology enterprises in the province.
Consider building a team of digital cadres, civil servants and public employees as a key task: each cadre must be a "digital transformation nucleus", have a data mindset, know how to use and exploit digital systems, know how to work in a connected and interconnected environment; resolutely eliminate tenure mindset, local interests, fear of responsibility, fear of innovation, "soft barriers" to science-technology and innovation; strengthen regional connectivity, international cooperation and mobilize the strength of the business community, enterprises and people in developing science-technology, innovation and digital transformation;
Focus on areas with comparative and competitive advantages of Quang Ninh: smart logistics, smart tourism, blue ocean economy, renewable energy, high-tech industry, modern financial and commercial services.
At the workshop, the opinions of scientists and leading experts contributed significantly to helping Quang Ninh complete the province's major orientations for the period 2026-2030; from new growth models; innovative ecosystem; comprehensive digital transformation; to developing high-quality human resources and building a system of human values for Quang Ninh in the new era. Thereby, creating a solid foundation for Quang Ninh to continue to develop rapidly and sustainably; becoming an important growth pole of the country.
