
The business environment is a crucial factor in promoting the development of the private economy .
Yen Lap is a mountainous commune in the province, formed by the reorganization and merger of four commune-level administrative units: Hung Long, Dong Thinh, Dong Lac, and Yen Lap town. Currently, the commune has a total of 108 businesses and 1,329 households engaged in production, business, trade, and services, providing employment for 52% of the total workforce in the area.
In implementing Resolution No. 68-NQ/TW dated May 4, 2025, of the Politburo on the development of the private economy, the Party Committee of Yen Lap commune has focused on implementing a comprehensive set of solutions to create favorable conditions for the private sector to access resources for production and business. Clearly defining goals and tasks in accordance with the local conditions, while clearly assigning responsibilities to each agency, unit, and individual, is crucial, emphasizing the requirements of "clear responsibilities, clear tasks, clear timelines, clear results, clear accountability, and clear coordination mechanisms." Administrative reform and creating a transparent investment environment have been prioritized and promoted by the commune; administrative procedures have been streamlined; land use planning and plans have been reviewed and made public; and administrative procedures related to land have been promptly guided and supported, contributing to helping businesses and households access suitable land. Strengthen coordination with credit institutions to provide information and facilitate access to preferential loan sources for businesses and households, serving investment and production expansion in accordance with local conditions.
Furthermore, the People's Committee of the commune regularly monitors production and business activities, listens to the concerns and aspirations of businesses, entrepreneurs, and production and business establishments in the area, in order to promptly propose solutions to overcome difficulties and obstacles, and encourages the business community to promote innovation and develop production and business. This activity not only demonstrates the government's concern and support but also contributes to spreading the spirit of entrepreneurship, business ethics, and social responsibility within the community.
The promotion of science and technology, digital transformation, and green transformation in the private economy is also a priority for the People's Committee of the commune. Training courses on production skills, financial management, basic business and startup skills, participation in e-commerce platforms and online trading platforms, and the proficient application of software in management and business support have gradually improved the capacity to apply technology, promote digital transformation, improve production and business efficiency, and adapt to new development trends for businesses and households. Ms. Dinh Thi Hoa, owner of an electrical appliance business at Yen Lap market, highly appreciated the favorable conditions created by the local government in providing timely and updated information and guidance on general legal regulations regarding the origin of goods, e-commerce, taxes, and access to capital for businesses, contributing to the stable operation and development of her business.
Comrade Ngo Van Toan – Chairman of the People's Committee of Yen Lap commune – affirmed the determination to build and develop the private economic sector, increasing both the quantity, quality, and efficiency of production and business activities; using small and medium-sized enterprises as a foundation to attract large enterprises to promote and create momentum for rapid growth in agriculture, industry, trade, and services. The goal is to establish an additional 4 enterprises and 30 production, business, trade, and service households each year; and for the percentage of the workforce in the private sector to reach 60% of the total social workforce by 2030.
Based on this, Yen Lap commune continues to strengthen the dissemination and understanding of policies and guidelines on private economic development; focusing on supporting businesses and households to participate in trade promotion, connecting supply and demand, and building and developing product brands. It promotes production linkages along the value chain, accelerates the application of science and technology and digital transformation, promptly addresses difficulties and obstacles, creates a favorable investment and business environment, and contributes to the effective and sustainable development of the private economy in the commune.
