On February 7th, at the National Conference on studying, understanding, and implementing the Resolution of the 14th National Congress of the Party, Prime Minister Pham Minh Chinh delivered a presentation on the main contents of the Action Program for implementing the Resolution of the 14th National Congress.
The Prime Minister stated that the 14th National Congress of the Party was a great success, embodying the spirit of: "Transforming will into action, transforming decisions into concrete results; saying is doing, doing immediately, doing correctly, doing decisively, doing to the end, and doing effectively," as General Secretary To Lam affirmed at the closing session of the 14th Party Congress.
For the first time in history, the 14th National Congress issued an Action Program – a breakthrough aimed at effectively implementing the Congress Resolution with the goal of maintaining a peaceful and stable environment, achieving rapid and sustainable national development, and firmly protecting the socialist Vietnamese Fatherland. The program strives for double-digit economic growth; continuously improves and comprehensively enhances the material and spiritual lives of the people, aiming to successfully achieve the two centenary strategic goals; and leads the country into a new era of prosperous, thriving, civilized, and happy development, steadily advancing towards socialism.

At the Conference, Prime Minister Pham Minh Chinh reported on the main contents of the Action Program to implement Resolution XIV of the Party Congress, including 3 parts: (1) The significance of the Action Program; (2) The core contents of the Action Program; (3) How to realize the Action Program into specific, quantifiable products and results.
So that the people can quickly enjoy the fruits of the 14th National Congress.
The Prime Minister stated that the Action Program is of great importance, representing an innovative approach that is both strategic and comprehensive, yet specific and practical, time-saving, feasible, and contributes to bringing the Resolution of the Congress into practice early, maximizing its effectiveness in all fields so that the people can quickly enjoy the achievements of the 14th Congress.
The action program has quantified, concretized, and vividly and clearly demonstrated the Resolution of the 14th Party Congress with specific tasks, plans, and projects; including 12 main task groups, 6 key tasks, and 3 strategic breakthroughs. Particularly noteworthy are the 3 appendices, which clearly show the main indicators for the whole country (30 indicators), sectors, fields, and localities (38 indicators), and 272 important strategic tasks, plans, projects, and works for the 2026-2030 period, with the potential to "turn the tide and transform the state" (such as the North-South high-speed railway project, urban railways, nuclear power plants, airports, major seaports, national databases, chip manufacturing plants, cultural and social infrastructure, etc.).
The action program reflects innovation in thinking, approach, and methods; placing the people at the center and as the subject, with all activities directed towards the people; especially emphasizing the requirement of "choosing correctly - implementing quickly - doing it thoroughly - measuring by concrete results"; using the effectiveness of implementation and the level of satisfaction of the people and businesses as the measure. The motto for carrying out tasks and work is to shift strongly from "talking" to "doing," from "awareness" to "action," thoroughly overcoming the situation of "talking a lot, doing little," "talking well, doing poorly," and "talking without doing"; contributing to gradually ending bureaucratic, formalistic, and people- and reality-detached work habits.

The action program emphasizes breakthroughs in implementation linked to decentralization, delegation of authority, assignment of responsibilities, allocation of resources, and a system for measuring and evaluating results. Through clearly defining priorities and specific tasks, in the spirit of "six clear points: clear person, clear task, clear time, clear responsibility, clear authority, clear result," it requires all levels, sectors, localities, and relevant agencies to focus on implementing each task, ensuring specific timelines and results. It must closely follow the practical situation, creatively apply Party resolutions and State laws in implementation; and simultaneously build a system for monitoring, supervising, and evaluating the implementation situation and results, ensuring real-time digitalization.
12 CORE ELEMENTS OF THE ACTION PROGRAM

Firstly, we must continue to build and comprehensively improve the institutional framework for rapid and sustainable national development. This institutional framework is clearly defined as a "breakthrough of breakthroughs," leading the way, paving the way, and transforming the state from centralized management to development-oriented, service-oriented, and truly becoming a national competitive advantage. Improving the institutional framework is linked to strengthening decentralization and delegation of power, coupled with resource allocation, improved enforcement capacity, and enhanced inspection and supervision. We must shift strongly from pre-approval to post-approval; reducing the time and costs of compliance for citizens and businesses. We must build a legal framework to promote the development of the digital economy, green economy, financial technology, cryptocurrencies, artificial intelligence, e-commerce, and new technologies… Eighteen laws will be completed in 2026, and many other important tasks are being urgently implemented.
Secondly, we must establish a new growth model, restructure the economy, and accelerate industrialization and modernization. Science, technology, innovation, and digital transformation will be the main driving forces. We must focus on improving the productivity, quality, efficiency, and competitiveness of the economy. We must promote double-digit growth while ensuring macroeconomic stability. We must build an independent and self-reliant economy, coupled with proactive and effective international integration. We must promote the development of the digital economy, green economy, circular economy, sharing economy, and knowledge economy. We must enhance the production capacity of foundational and strategic industries (electronics, mechanical engineering, new materials, nuclear energy, railways, etc.). We must strongly develop emerging industries and sectors (semiconductor chips, artificial intelligence, renewable energy, etc.) and service sectors with competitive advantages (tourism, finance, banking, healthcare, logistics, etc.). Developing and operating new economic models (international financial centers, free trade zones, cross-border economic zones, low-level spatial economy, data economy, etc.).
Thirdly, vigorously and comprehensively develop Vietnamese culture and people. Focus on developing an advanced Vietnamese culture rich in national identity; promote cultural and spiritual values according to national, scientific, and popular principles, making them the foundation and intrinsic strength to promote rapid and sustainable development. Effectively implement the National Value System, the Cultural Value System, the Family Value System, and the standards of Vietnamese people, as well as the National Target Program on cultural development. Strongly develop the cultural and entertainment industries. Promote grassroots cultural movements and activities, with the people as the main subjects and centers; build a number of cultural and sports facilities of international stature…

Fourth, build a modern national education system on par with the region and the world. Focus on building a national education system in the direction of "standardization, modernization, democratization, socialization, and international integration." All citizens must have equal access to modern education. Comprehensively improve the quality of education and training at all levels, contributing to increased labor productivity. Strengthen foreign language teaching and learning, making English the second language in schools. Promote integrated education methods (STEM, STEAM), scientific research, digital skills development, artificial intelligence (AI) capabilities, and global citizen training. Develop breakthrough mechanisms and policies and invest in the development of a number of higher education institutions on par with advanced countries. Promote the training of high-quality human resources in strategic and key sectors...
Fifth, breakthroughs in science and technology development, innovation, digital transformation, and green transformation are objective requirements, strategic choices, and top priorities for increasing labor productivity and sustainable development. Focus on implementing Plan 01 of the Central Steering Committee for the implementation of Resolution 57 of the Politburo and Resolution 71 of the Government, with a focus on enhancing the national science and technology potential. Concentrate on developing 11 strategic technology groups. Promote innovation and digital transformation at all levels and in all sectors. Increase investment in infrastructure for national science, technology, innovation, and digital transformation; promote the development of the digital economy, digital society, digital citizens, and the development of a national innovative startup ecosystem nationwide.

Sixth, manage sustainable social development; ensure social progress and equity, and care for the people's lives. Resolutely "not sacrificing social progress, equity, social security, and environmental protection for the sake of purely economic growth," and "leaving no one behind." Develop mechanisms and policies for equitable access to healthcare and education, especially for people in remote areas, border regions, islands, and ethnic minority areas. Focus on improving the quality of healthcare for the people based on real-time digital data and building electronic health records. Develop labor and employment policies to adapt to the rapid aging of the population. Effectively implement national target programs on health, education and training, culture, new rural development, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas…
Seventh, effectively manage and utilize resources, protect the environment, and adapt to climate change based on the application of science and technology and digital transformation. Focus on preventing environmental pollution; fundamentally address air pollution in major cities and surrounding areas. Proactively prevent and mitigate natural disasters and adapt to climate change, especially drought, saltwater intrusion, riverbank and coastal erosion in the Mekong Delta, and storms, floods, and landslides in Central Vietnam and the northern mountainous and midland regions. Promote green transformation, reduce greenhouse gas emissions, aiming for net emissions of "zero" by 2050…
Eighth, strengthen national defense and security; build a revolutionary, regular, elite, and modern People's Army and People's Public Security Force. This is a pillar and foundation for rapid and sustainable national development. Focus on building and consolidating the national defense system, the all-people national defense posture, and the people's security system and security posture, linked with building a solid foundation of public support; avoid being passive or surprised in any situation. Invest adequately and have appropriate mechanisms to mobilize all legitimate resources for national defense and security. Develop the defense and security industry in a proactive, self-reliant, self-sufficient, dual-use, and modern direction, and develop defense trade. Tenth, strongly promote the leading role of the people, socialist democracy, and the strength of national unity. Correctly implement the viewpoint that "the people are the foundation," "strength comes from the people," with the people as the subject, the center, the goal, the driving force, and the resource for development, national construction, and defense. Focus on building and perfecting mechanisms and policies to effectively implement the motto "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit." Promote the people's right to self-governance; strengthen grassroots democracy; and effectively implement policies on ethnicity, religion, beliefs, and Vietnamese people abroad…
Eleven, continue to vigorously promote the building and perfecting of the socialist rule of law state of Vietnam, of the people, by the people, for the people, led by the Communist Party of Vietnam. Focus on building a democratic, rule-of-law, professional state administration that serves the people, linked with building a modern and efficient national governance system. Pay attention to mechanisms for attracting, recruiting, valuing, and rewarding talent. Resolutely prevent and combat corruption, waste, and negative practices. Manage and utilize public assets and national assets effectively…
Twelve, continue to vigorously promote the building and rectification of a clean, strong, and comprehensive Party; enhance the Party's leadership capacity, governance, and fighting strength. Improve the effectiveness and efficiency of the Party's leadership, governance, and fighting strength, and uphold the Party's inherent nature as ethical and civilized. Strengthen Party building in terms of politics, ideology, ethics, organization, and personnel; improve the effectiveness of mass mobilization work; consolidate and build grassroots Party organizations and improve the quality of Party members, paying special attention to the grassroots; strengthen Party inspection, supervision, and discipline. Along with the 12 main task groups mentioned above, the Action Program identifies 6 key tasks and 3 strategic breakthroughs. With the spirit of "open institutions, seamless infrastructure, and intelligent people," the focus is on building and implementing a strategy to perfect the legal system in the new era; building an open, transparent, and public legal foundation; continuing to improve the three-tiered government model; building a synchronous, modern infrastructure system that connects domestically and internationally; and training high-quality human resources to meet the requirements of breakthrough development in strategic and foundational sectors and contribute to increasing social labor productivity.

Firstly, the proactive, positive, and flexible approach of all levels, sectors, and localities is crucial. All levels, sectors, localities, and agencies within the political system, from the central to local levels, are required to proactively and urgently develop specific action programs and implementation plans based on their functions, duties, and powers. This should be done with high determination, great effort, and decisive action, clearly defining priorities and key areas, ensuring each task is completed thoroughly, and assigning responsibilities in accordance with the "six clear principles." Difficulties and obstacles should be addressed promptly; at the same time, strict reporting and specific proposals and recommendations should be submitted to competent authorities regarding newly arising issues beyond their jurisdiction.
Secondly, regarding institutional reform. To promptly implement the Resolution of the 14th National Congress of the Party into social life, all levels, sectors, and localities are required to focus on reviewing and perfecting the system of legal regulations in all fields. They must fully and promptly institutionalize the Resolution of the 14th National Congress of the Party and the Politburo's strategic thematic resolutions, remove bottlenecks, and reduce compliance costs for citizens and businesses. It is crucial to prevent institutional and legal difficulties and obstacles from hindering development and affecting the achievement of set goals and tasks. The guiding principle is that "wherever an obstacle arises, that level should proactively and effectively amend it" within its authority; if it exceeds its authority, it should promptly report and issue pilot mechanisms and policies for newly arising issues that lack regulations, or where existing regulations have exceeded those regulations in practice.
Thirdly, regarding resource mobilization. To achieve double-digit growth and rapid, sustainable development, ministries, sectors, and localities need to focus on implementing comprehensive, decisive, and effective solutions; building breakthrough mechanisms and policies to unlock, allocate, and effectively utilize all resources through diverse forms, in line with the spirit of harmonious benefits and shared risks. Focus on increasing revenue and saving on expenditures; increase the proportion of state budget spending on development investment; issue bonds to invest in strategic infrastructure projects. Further promote the role of "seed capital" from the state budget to attract private and foreign investment. Encourage public-private partnerships, especially "public leadership - private management," "public investment - private management," and "private investment - public use"...

Fourth, regarding human resource development. Focus on training and developing a high-quality workforce for the state administrative system and the private sector. Review and implement policies to attract and utilize talent, especially in key sectors of the economy. The Prime Minister emphasized that the synchronized, decisive, and effective implementation of the Action Program is of particular importance, contributing to the early realization of the Party's 14th National Congress Resolution in social life.
With the spirit of "resources stem from thinking and vision; motivation stems from innovation and creativity; strength comes from the people and businesses," and "saving time, valuing intellect and making timely decisions," the Prime Minister requested Party committees, governments, localities, and agencies within the political system to seriously and decisively implement the Action Program with the motto: "1 objective," "2 guarantees," "3 yes's," "4 no's," "5 transformations," and "6 clear points."
"One overarching goal" is independence, freedom, prosperity, and happiness.
"Two guarantees" are: guaranteeing development for stability, stability to promote development, and guaranteeing security, safety, and well-being for the people.
"Three essentials" in resource contribution: contributions from the State, businesses, and the people.
"Four don'ts" to combat time waste: don't waste a day; don't delay a week; don't miss opportunities a month; and don't be passive for an entire year.
"Five transformations" for development: greening; digitalization; resource optimization; smart governance; and harmonization of interests among stakeholders.
"Six clear points" in task assignment: clear person, clear task, clear time, clear responsibility, clear authority, and clear results.
With the principle of "The Party has led, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, and international friends provide assistance, we will only discuss action, not retreat," and "not saying no, not saying it's difficult, not saying yes without doing it," we will certainly successfully implement the Resolution of the 14th Party Congress, leading the country to steadily advance into a new era of strong, prosperous, civilized, and happy development, and firmly progressing towards socialism.
