On the morning of February 12, under the chairmanship of comrades: Dang Xuan Phong, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Bui Huy Vinh, Standing Deputy Secretary of the Provincial Party Committee; Tran Duy Dong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Standing Delegation of the Provincial Party Committee had a working session with the Standing Committee of the Tam Dao District Party Committee on the results of the leadership in implementing the Resolution of the 17th Vinh Phuc Provincial Party Congress; Resolution of the 4th Tam Dao District Party Congress, term 2020 - 2025; preparation work for Party congresses at all levels for the term 2025 - 2030; Resolution No. 03 of the District Party Executive Committee on tourism development and difficulties and obstacles in Tam Dao district.

Attending the meeting were members of the Provincial Party Standing Committee: Tran Thanh Hai, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission; Luong Duc Minh, Chairman of the Provincial Party Committee's Inspection Commission; Than Van Hai, Director of the Provincial Police Department; Dang Quoc Dong, Commander of the Provincial Military Command.

After 5 years of implementing the resolutions, the socio -economic situation of Tam Dao district continued to achieve important results; the economic scale of the district was gradually raised; the average economic growth rate over 5 years reached 6.65%.
The economic structure has shifted in a positive direction and in accordance with the set goals and orientations. By 2024, the proportion of the agricultural sector will account for 21.58%, the industrial - construction sector will account for 40.33%, and the service sector will account for 38.09%.

By the end of 2024, the poverty rate in the district will be 0.42%, down 1.82% compared to 2021; the rate of trained workers in the district will reach over 85%, of which 55% will be certified, with more than 2,800 workers finding new jobs every year; the district has completed 18/24 targets set by the Resolution of the District Party Congress.

Regarding the preparation for the Party Congresses at all levels for the 2025-2030 term, up to now, the district has had 57/215 Party cells under the grassroots Party Committees organizing congresses. According to the plan of the Standing Committee of the District Party Committee, the Party cells will complete the congresses before March 2025.
The district has selected two Party organizations to organize model congresses (Bo Ly commune and Tam Dao High School). The units are actively and proactively preparing related contents for the congresses. The expected time for organizing the model congresses is before April 15.

For the branches and affiliated Party Committees; the Party Committees of the remaining communes and towns have developed plans, established subcommittees, edited documents and political reports. Planned and prepared conditions for organizing the congress according to schedule and plan, to be completed in May 2025; organized propaganda and prepared necessary conditions to serve the District Party Congress for the term 2025-2030.

At the meeting, delegates focused on discussing proposals and contributing ideas for Tam Dao district to promote the development of eco-tourism, resorts, and spiritual tourism, including good management of Tam Dao Tourist Area 1, focusing investment resources on Tam Dao Tourist Area 2 as a breakthrough; closely following provincial planning, industry and sector planning to have appropriate development plans.
Develop regional transport infrastructure; elevate Tay Thien festival. Coordinate with provincial departments and branches to develop culture and services, attract large investors to invest in tourism; effectively manage and handle existing land violations; ensure the environment of tourist areas.
Improve the quality of Party organizations and Party members; promote organizational restructuring; implement solutions for double-digit growth in 2025. Focus on preparing and successfully organizing Party congresses at all levels for the 2025-2030 term...

Concluding the meeting, Provincial Party Secretary Dang Xuan Phong emphasized the potential and advantages for Tam Dao to develop rapidly and pointed out the shortcomings and limitations that need to be overcome. At the same time, he noted that Tam Dao must have the determination to change and innovate, setting specific goals to strive to achieve. Overcoming difficulties, turning them into advantages and resources for investment and development.

Provincial Party Secretary Dang Xuan Phong said that the Provincial Party Standing Committee will have a separate resolution to develop Tam Dao to be worthy of being the tourism, service and cultural center of the province.
The Provincial Party Secretary requested the Standing Committee of Tam Dao District Party Committee to issue resolutions that are feasible and strategic, coupled with inspection and supervision of implementation, while taking discipline and order as strength for development.

In addition, Tam Dao district needs to continue to do well in planning management as a premise for development; good traffic connection opens up space for development; do well in site clearance, land management, development of services, tourism, culture, and sports associated with Tam Dao identity.
Turn tourist areas and relics into resources; improve the quality of population, health care for people. Focus on administrative reform, carry out religious work well, complete the construction of commune police headquarters; strive for double-digit growth, contributing to the overall growth of the province in 2025.

Regarding the preparation for the Party Congresses at all levels for the 2025-2030 term, Provincial Party Secretary Dang Xuan Phong requested Tam Dao district to direct the preparation of the congress well, ensuring personnel and document work. Agreeing with the recommendations and proposals of Tam Dao district, he assigned the provincial departments, agencies and branches to study and advise the Provincial Party Standing Committee to direct and resolve.
