At the end of the discussion, Secretary of the Provincial Party Committee - Head of the Ha Tinh National Assembly Delegation Hoang Trung Dung agreed on the necessity of amending the Law on Real Estate Business, and at the same time suggested reviewing and amending the provisions in the draft.

Continuing the program of the 2nd phase of the 5th session, on the afternoon of June 19, National Assembly deputies discussed in groups about the draft Law on Real Estate Business (amended). Comrade Hoang Trung Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Ha Tinh chaired group 16 of discussion, including National Assembly deputies from the provinces of Cao Bang , Dong Nai, and Ha Tinh.

Discussing in groups, the majority of delegates agreed on the need to comprehensively amend the Law on Real Estate Business to fully institutionalize the Party's guidelines and State policies, perfect laws, mechanisms and policies to develop and strictly manage the real estate market; amend and perfect legal provisions on real estate business, overcome limitations and difficulties in practical implementation;

Supplementing regulations to adjust new issues arising from practice; ensuring the synchronization and unity of the legal system, contributing to the development of a stable, transparent, healthy, sustainable real estate market, harmonizing the interests of the State, enterprises and people.

Full-time member of the National Assembly's Economic Committee, delegate of Ha Tinh delegation Bui Thi Quynh Tho : It is necessary to clarify the categories, principles, and requirements for housing business and future construction works; have solutions to determine the purchase, sale, transfer, and rental prices of real estate in accordance with reality in each case; it is necessary to develop regulations to manage real estate brokers...

Commenting on the draft law, delegates discussed the scope of regulation, types of real estate put into business, conditions for real estate business organizations, conditions for existing houses and construction works put into business, business of houses and construction works formed in the future; transfer of real estate projects, real estate business contracts.

Some opinions suggest that it is necessary to clearly stipulate the conditions for having legal documents on the project in Clause 1, Article 25 of the draft law, ensuring a transparent and clear legal basis for real estate project investors when implementing; study and supplement regulations on deposit cases to ensure contract signing, maximum deposit level and determination of implementation time; clarify the purpose, content, content and scope of the guarantee, clearly ensure the rights and obligations, and binding responsibilities of the parties.

Delegate Tho Ut - Dong Nai delegation: Consider more clearly defining the role of trade unions at all levels in investment, sale and lease of social housing for workers; consider removing the provisions in Clause 1 and Clause 3, Article 5 of the draft law because they have been stipulated in the Law on Promulgation of Legal Documents.

Speaking at the discussion, delegates from Ha Tinh delegation said that it is necessary to respect the right of businesses and people to choose to participate in transactions through real estate trading floors; consider regulations for investors who no longer have the capacity to carry out the project or do not want to continue implementing the project to transfer the real estate project. At the same time, consider continuing regulations on bank guarantees for the financial obligations of investors to home buyers and renters when investors do not hand over houses according to the schedule committed to customers in the contract.

At the end of the discussion, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Ha Tinh Hoang Trung Dung agreed on the necessity of amending the Law on Real Estate Business; at the same time, he suggested reviewing and amending the provisions in the draft to ensure harmony between state interests and people's rights, regulate the activities of related entities, and ensure consistency with related legal provisions.

Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Ha Tinh Hoang Trung Dung delivered a concluding speech at the group discussion.

The Head of the Ha Tinh National Assembly Delegation said that the real estate market has a great impact on the macro economy and each citizen, however, in the face of fluctuations in the real estate market, the management and regulation of the State still has certain limitations. Thereby, it is proposed to strengthen the management of the activities of auction centers to ensure transparency, increase budget revenue; specify sanctions strong enough to handle violations, especially individuals and organizations that "disrupt" the real estate market.
