Approved additional 96.7 billion VND to support communes and wards in implementing social assistance and retirement benefits policies.

According to the decision, an additional VND 96,768 billion was approved for 38 communes and wards in the province to increase resources for communes and wards to implement social assistance policies and social pension benefits in 2025. The funding source is allocated from the salary reform source of the provincial budget. The detailed allocation list is issued with the appendix of the Decision, see here.

Ensure spending is in accordance with policies and targets

According to the decision, the Chairman of the Provincial People's Committee assigned the Department of Finance, the budget-making units and the budget-using units to take full responsibility for the accuracy of the documents for consultation, appraisal and proposal for approval of the budget. The additional budget is only intended to support the commune-level budget in performing its tasks; the Provincial People's Committee does not approve each specific regime and policy. Localities must organize implementation within the assigned budget and fully comply with the standards, norms and spending regimes according to current regulations.

The Department of Finance and the State Treasury of Region XI are assigned to monitor, guide, inspect and implement timely and proper funding allocation. At the same time, these units have the right to refuse ineligible expenditures, according to the authority prescribed in Decree 163/2016/ND-CP, and are responsible before the law for their decisions.

Strengthen supervision and ensure transparency

The Department of Finance is responsible for periodically reporting to the Standing Committee of the Provincial People's Council and the Provincial People's Council at the nearest session on the contents that the Provincial People's Committee has allocated and assigned budget estimates, according to the provisions of the Budget Law and the Working Regulations of the Provincial People's Committee.

The People's Committees of communes and wards receiving additional funding must carefully review the beneficiaries, ensuring that they meet the prescribed conditions and standards; and at the same time, manage and use the funds transparently and for the right purposes, avoiding loss, waste or group interests. Units must fully make payments and be responsible before the law and the Provincial People's Committee for all their decisions. In case of incorrect spending, localities must recover and return to the state budget.

Effective coordination of implementation

The Department of Finance, the Department of Home Affairs, the State Treasury of Region XI, the Provincial Social Insurance and relevant sectors are assigned to guide, inspect and handle difficulties in the implementation process, ensuring that social assistance policies and social pension benefits are deployed in accordance with regulations and to the right subjects.
