Approving the list of key energy projects in the new phase

On December 2, Deputy Prime Minister Bui Thanh Son signed and issued Decision No. 2634/QD-TTg of the Prime Minister approving the list of important national projects and works, key to the energy sector. This Decision takes effect from the date of signing and officially replaces Decision No. 270/QD-TTg dated April 2, 2024.

Decision 2634/QD-TTg is the basis for the State Steering Committee for important national programs, works and projects, key to the energy sector to focus on directing and ensuring the progress of implementing strategic projects.

The list of approved projects includes: power source projects, LNG warehouse projects, gas-electricity project chains, power line and transformer station projects, petrochemical refinery projects, industrial centers, and inter-regional renewable energy services in the South Central - South region.

The list continues to emphasize the role of large LNG power projects with a total capacity of thousands of MW. Many projects already included in the old decision, such as the Quang Ninh LNG Thermal Power Plant (1,500 MW, expected in 2028-2029) and the Ca Na LNG Thermal Power Plant (1,500 MW, before 2030), continue to be included in the list.

Notably, the two projects of Ninh Thuan 1 and Ninh Thuan 2 Nuclear Power Plants (each plant 2,000-3,200 MW) in Khanh Hoa are expected to operate in the period 2030-2035.

Key pumped storage hydropower projects such as Bac Ai pumped storage hydropower plant (1,200 MW, Khanh Hoa ) expected to operate in 2029-2030 and Don Duong pumped storage hydropower plant (Total capacity 900 MW) are on the priority list.

The portfolio also includes large-scale offshore wind power projects in the South Central Region 1 (2,000 MW). In particular, the Offshore Wind Power Export Project from Vietnam to Singapore and Malaysia with a capacity of 3,000 MW, expected to be operational in 2033.

Besides, strategic gas-power project chains such as Block B Gas-Power Project Chain (3,810 MW in Can Tho ) and Blue Whale Gas-Power Project Chain (3,750 MW in Da Nang, Quang Ngai) continue to be the focus.

Six LNG terminals attached to power plants such as Quang Ninh Power Plant LNG Terminal, Thai Binh Power Plant LNG Terminal, and Bac Lieu Power Plant LNG Terminal were also approved.

Regarding the transmission grid, a series of 500 kV and 220 kV transmission line and substation projects to strengthen connectivity, relieve capacity in the Northwest region and improve transmission capacity in the Central and South have also been identified. Typical examples are the 500 kV Dien Bien - Lai Chau - Yen Bai - Thai Nguyen line axis and the 500 kV Son La 1 - Son Tay - Dan Phuong line axis.

The Ministry of Industry and Trade is the agency responsible for reviewing, synthesizing opinions, proposing adjustments and supplements to the list in accordance with practical requirements, and submitting them to the Prime Minister for consideration and decision if necessary to amend or supplement.

Head of the State Steering Committee for important national programs, works and projects, key energy sector projects, Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally run cities, members of the Steering Committee and relevant agencies and units are responsible for implementing this decision.
