Approval granted for the planning project of Hue Imperial City, covering over 767 hectares.

The People's Committee of Hue City has just approved Decision 3280/QD-UBND, the zoning plan (scale 1/2000) for the Hue Imperial Citadel area, covering approximately 767 hectares and divided into 5 sub-zones with specific spatial areas.

Accordingly, the planned area has specific boundaries including: the Northwest bordering the An Hoa River; the Southeast bordering the Huong River; the Northeast bordering the Dong Ba River; and the Southwest bordering the Ke Van River.

The planning area covers approximately 767.19 hectares. Of this, the area within the Imperial City is approximately 582.19 hectares; and the area outside the Imperial City is approximately 185 hectares.

The planned population by 2045 is approximately 66,000 people. Of this, the population within the Citadel area is approximately 46,225 people; the population outside the Citadel area is approximately 19,775 people.

In essence, this is a historical urban center associated with the restoration, preservation, and exploitation of the values ​​of the Hue Imperial Citadel, the core of the Hue Imperial Citadel Complex, a special national heritage site and a World Cultural Heritage site. It is also a tourist service area connected to a diverse system of cultural institutions such as museums, communal houses, temples, and parks, reflecting the unique style and culture of Hue.

The functional zoning and overall spatial orientation principles are consistent with the historical site's landscape and harmonized with neighboring areas. Existing architectural and landscape values ​​are utilized to establish multi-functional spaces linked to cultural activities, festivals, and tourism services. Public spaces in front of the eight city gates are expanded to highlight the image of the imperial city and support tourism development.

Renovate and upgrade four main roads connecting the eight gates of the citadel, transforming them into commercial and tourism service streets. These include Nguyen Trai, Dinh Tien Hoang, Yet Kieu - Dang Thai Than - Mai Thuc Loan, and Thai Phien - Cua Trai. Restore and improve the system of waterways and lakes within the citadel to enhance the environmental landscape, ensure traffic flow, regulate water levels, and prevent flooding.

The planning area is divided into 5 sub-areas with specific spaces: the central area of ​​the citadel, covering approximately 158.7 hectares; the central Imperial Citadel area; and the entire southern side of the Hue Citadel bordering the Perfume River. The plan includes renovating the space in front of the Flagpole, the system of parks along the Perfume River, and studying artistic lighting options. There are plans to renovate and expand the Nguyen Hoang and Dong Ba bus stations to serve tourism, renovate and upgrade the commercial street from Phu Xuan Bridge to Dong Ba Market; and develop the night streets around the Imperial Citadel (Le Huan, Dang Thai Than, and Doan Thi Diem streets) to promote tourism.

The southeastern area of ​​the imperial city, covering approximately 163.3 hectares and encompassing most of Dong Ba ward, boasts a diverse and rich system of historical relics, concentrated into two major clusters: The Tam Toa - Long An Palace - Quoc Tu Giam - Luc Bo complex, which is being preserved and adapted to create a pedestrian zone; and the Nguyen Van Troi Park, which is being renovated and beautified to become a venue for cultural events, connecting heritage tourism activities between the Imperial Citadel, Luc Bo area, and Tam Toa area. The Tinh Tam Lake - Tang Tho Pavilion - Hoc Hai Lake complex is being restored and beautified to create an open space, serving as a green core park within the urban area.

In addition, the following universities will be renovated and upgraded: Hue University of Agriculture and Forestry, Hue University of Economics, and Hue University of Arts, with a focus on encouraging the removal of fences and the creation of shared spaces connecting to the Ngu Ha River, becoming venues for cultural exchange events between students, locals, and tourists.

The southwestern area of ​​the Imperial City, covering approximately 105.2 hectares and encompassing most of Thuan Hoa ward, includes historical sites such as the Altar of the Gods of the Land and Harvest, the Altar of the Departed Souls, and the lakes of Vo Sanh, Tan Mieu, and Xa Tac... which are being restored and preserved in conjunction with urban landscape improvements.

The northeastern area of ​​the Imperial City, covering approximately 154.6 hectares, includes most of Thuan Loc ward; organizing cultural and festival spaces linked to tourism services in the Mang Ca area; developing and exploiting a waterway tourism route on the Ngu Ha River; adding centralized parking areas outside the Hau Gate, and parking areas combined with parks along Dinh Tien Hoang street to serve cultural activities, festivals, and tourism services.

The Northwest area of ​​the Imperial City, covering approximately 185.2 hectares, includes most of the Tay Loc ward, primarily consisting of renovated existing residential areas and concentrating urban facilities such as a sports center, Tay Loc market, and the Traditional Medicine Hospital.

Based on the approved zoning plan, the Department of Construction, the Hue Imperial Citadel Conservation Center, and other relevant departments and agencies are assigned to manage planning and construction projects according to the responsibilities and decentralization of the Hue City People's Committee. The implementation of construction investment projects within the Hue Imperial Citadel area must comply with this plan and the regulations on construction management as stipulated in the plan. Any changes to the approved zoning plan are strictly prohibited. Any adjustments or changes to the approved plan must be reviewed and assessed by the Department of Construction before being submitted to the Hue City People's Committee for consideration and resolution.
