Deputy Prime Minister Mai Van Chinh recently signed Decision No. 88/QD-TTg dated January 15, 2026, approving the task of developing a plan for the preservation, restoration, and rehabilitation of the Central Committee Headquarters of the Southern Region, a special national historical relic in Tay Ninh province.

The decision specifies that the research scope covers a total area of ​​approximately 291.25 hectares; this includes the entire area of ​​the protected zones I and II of the three component relics: the National Liberation Front of South Vietnam Base, the Provisional Revolutionary Government of the Republic of South Vietnam Base, and the Central Committee of the Southern Region Base, as well as the area of ​​the existing road connecting the three relics (approximately 25 km long) within the administrative boundaries of Tan Lap commune, Tay Ninh province.

The historical site of the National Liberation Front of South Vietnam covers an area of ​​30 hectares; including: Protection Zone I, with an area of ​​2.08 hectares and Protection Zone II, with an area of ​​27.92 hectares.

The historical site of the Provisional Revolutionary Government Base of the Republic of South Vietnam covers an area of ​​60 hectares; including: Protection Zone I, with an area of ​​2.47 hectares and Protection Zone II, with an area of ​​57.53 hectares.

The Central Committee Headquarters of the Southern Region historical site covers an area of ​​151.25 hectares; of which: Protection Zone I, with an area of ​​70.00 hectares, and Protection Zone II, with an area of ​​81.25 hectares.

These historical sites are related to historical events and the places where senior Party leaders and central agencies once lived and worked during the resistance war against the US to save the country.

The landscape spaces belonging to the historical sites include: the base of the National Liberation Front of South Vietnam, the base of the Provisional Revolutionary Government of the Republic of South Vietnam, and the base of the Central Committee of the Southern Region.

Biodiversity values ​​in Lo Go - Xa Mat National Park. Management, exploitation, and promotion of the heritage site's value; the geographical location of the site in terms of politics , forest protection, and border protection.

Intangible cultural values ​​that may be present at a historical site include: festivals, religious beliefs, and customs. Other relevant factors include socio-economic, demographic, environmental, and institutional and policy considerations.

Establishing connections with historical sites, structures, and tourist destinations in the region is crucial for tourism development.

The objective of monument planning is to... To preserve, enhance, and promote the historical, cultural, and ecological landscape values ​​of the Central Committee Headquarters of the Southern Region historical site, through the reconstruction of the base's scenery based on documentation and research results on the site, in conjunction with tourism development, ensuring harmony and sustainability.

Protecting and developing attractive historical, cultural, and revolutionary tourist destinations, connecting other historical sites and tourist attractions in Tay Ninh province and the Southeast region, creating diverse tourism products, and developing the province's socio-economic development.

Promoting the revolutionary historical value of the relics aims to educate future generations about traditions, create historical and cultural tourism destinations, and establish them as important historical sites for the entire border region and the Southeast of Vietnam.

According to the Decision, the planning task requires analyzing and evaluating the current state of the relics and land belonging to them; organizing the collection, research, and supplementation of documents and materials related to the relics; gathering information through interviews with witnesses to complete the dossier of the relic system, serving as a basis for the preservation, restoration, and rehabilitation of the relics; surveying and evaluating historical, cultural, and social factors related to the relics; determining the value of tangible and intangible cultural heritage in the relic area; and recording religious and festival activities associated with the relics.

Simultaneously, assess the current state of management, protection, and promotion of the value of the relics; clarify the role and participation of the community in the management and preservation of relics; review the implementation of investment projects for restoration and renovation; evaluate the mobilization of investment resources from the state budget and socialized capital for projects approved by competent authorities; assess the current state of public works, socio-economic works, and other works within the relic area; review any ongoing projects that may affect the implementation of the plan (if any).

In addition, it is necessary to identify the inherited content and assess the suitability of the monument planning with existing plans within the planning area and with higher-level planning (regional planning, provincial planning).

Defining the boundaries of the protected area for the historical site, making recommendations on adjusting, expanding, or narrowing the boundaries of the protected area; identifying the cultural landscape area of ​​the historical site, areas with construction restrictions, and areas for new construction; proposing the additional ranking of newly discovered structures and sites.

Propose guidelines for the preservation, restoration, and rehabilitation of historical relics; identify a list of relics to be preserved, restored, and rehabilitated, and the level of preservation for each relic. Determine the basic principles and solutions for the preservation, restoration, and rehabilitation of historical relics; and solutions for harmoniously integrating the preservation and enhancement of historical relics and the protection of natural landscapes with socio-economic development goals.
