Attending the meeting at the Son La provincial bridge were comrades: Nguyen Dinh Viet, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation ; Trang Thi Xuan, Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; comrades of the Provincial People's Committee, term XV ; leaders of a number of departments, branches and sectors of the province.

In July, in the context of many intertwined difficulties and challenges, the Government, the Prime Minister, all levels, sectors and localities have promoted a high sense of responsibility, proactiveness, determination and efficiency in management and operation; firmly pursued the growth target associated with macroeconomic stability, inflation control, ensuring major balances; promptly overcame difficulties in operating local governments at two levels; promoted economic development in harmony with culture, society and environment; proactively integrated internationally. Thanks to that, the socio-economic situation continued to maintain a positive trend, each month was better than the previous month, achieving many important results with many bright spots, gaining international trust and appreciation from people and businesses, creating a premise to strive to achieve the annual growth target of 8.3-8.5%.

The economy continued to grow, the macro economy was basically stable, inflation was under control, major balances were ensured, many important targets and indicators were better than the previous month and the same period last year. Notably, new orders increased again, the Purchasing Managers' Index (PMI) in July reached 52.4 points, the first month above 50 points since the beginning of the second quarter.

The fields of culture, society and social security continue to be focused on. Organizing well the activities of gratitude and care for people with workers to celebrate the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025). Focusing on overcoming the consequences of natural disasters as quickly as possible. The Prime Minister has directed the timely allocation of 250 billion VND to support Son La, Dien Bien and Nghe An provinces, the Ministry of Finance has provided 100 tons of rice to support Dien Bien province. The whole country has supported the elimination of over 264,500 temporary and dilapidated houses, reaching 95.3% of the plan, completing the goal of supporting housing for people with meritorious services before July 27, 2025. National defense, security, social order and safety are maintained, the work of fighting, preventing and repelling smuggling, trade fraud, intellectual property violations... continues to be promoted.

Thanks to drastic solutions and close direction from the Prime Minister, the disbursement progress continued to accelerate significantly; the disbursement volume in July reached 69.7 trillion VND. The estimated disbursement by the end of July was 388.3 trillion VND, reaching 43.9% of the plan assigned by the Prime Minister. Regarding the implementation of 3 national target programs, by the end of July, the estimated disbursement of investment capital from the State budget was about 22.9 trillion VND, reaching 52% of the plan.

Speaking at the meeting, Prime Minister Pham Minh Chinh requested ministries, branches and localities to continue to comprehensively and effectively implement resolutions and conclusions of the Central Committee, Politburo, Secretariat, key leaders, National Assembly, directions of the Government, Prime Minister, monthly resolutions, thematic resolutions; strongly promote growth drivers, closely follow the situation, thoroughly handle arising issues; focus on implementing medium and long-term solutions, 3 strategic breakthroughs, "four pillars"; do well in social security, cultural and social development, environmental protection; firmly ensure national defense and security, promote foreign affairs... At the same time, urgently develop, ensure progress and quality of projects, reports submitted to the Central Committee, draft Laws, Resolutions submitted to the National Assembly at the 10th Session, especially new Laws and Resolutions adjusted and added to the meeting agenda.

Prime Minister Pham Minh Chinh requested to ensure smooth and effective operation of local governments at two levels, reduce administrative procedures, promote decentralization and delegation of power along with resource allocation, and strengthen inspection and supervision. Urgently allocate public investment plans for the second and third phases of national target programs and additional central budget capital from the increased central budget revenue in 2024, ensuring disbursement progress in the last months of the year. Boost exports, develop harmonious and sustainable trade with other countries. Perfect institutions and laws, improve the investment and business environment. Promote and renew traditional growth drivers of investment and domestic consumption and develop new growth drivers. At the same time, well organize activities to celebrate the 80th anniversary of the August Revolution and National Day September 2, groundbreaking and inauguration ceremonies of major works and projects, the Exhibition "80 Years of the Journey of Independence - Freedom - Happiness"; Preparing for the new school year; developing and implementing projects to prevent and respond to landslides, subsidence, drought and flooding in the Northern mountainous region and the Mekong Delta...
