On the side of Yunnan province (China) delegates, there was comrade Liu Yong - Deputy Governor of Yunnan Provincial People's Government (China) and the working delegation of Yunnan province (China).

Speaking at the meeting, Comrade Giang A Tinh - Vice Chairman of the Provincial People's Committee, Head of the Lai Chau Provincial Joint Working Group emphasized: This meeting was held in the context that Vietnam and China are actively implementing the "Joint Statement on continuing to deepen the comprehensive strategic cooperative partnership, promoting the building of a community of shared future between Vietnam and China of strategic significance". The relationship between the two countries is currently at the most profound, comprehensive and substantial stage of development ever, creating favorable conditions for localities of both sides - including 5 provinces (Lai Chau, Lao Cai, Tuyen Quang, Dien Bien (Vietnam) and Yunnan province (China)) to continue to expand and improve the effectiveness of cooperation, in accordance with the needs and common interests of both sides.

Speaking at the meeting, Comrade Liu Yong, Deputy Governor of the People's Government of Yunnan Province (China), affirmed that the friendship between China and Vietnam is extremely profound. The mutual visits between the two General Secretaries within a year have demonstrated the friendly assistance and solidarity between the two countries. In that context, Yunnan Province and the provinces of Lai Chau, Lao Cai, Tuyen Quang and Dien Bien of Vietnam have taken full advantage of their unique advantages in border cooperation to strengthen and consolidate cooperation in many fields, making significant contributions to the building of a China-Vietnam community of strategic importance on the basis of mutual political trust, and the two sides have maintained regular exchanges.
Comrade Liu Yong also proposed promoting economic and trade cooperation; stepping up the construction of a multi-dimensional industrial cooperation network among the five provinces, promoting trade cooperation in traditional products as well as cooperation in emerging industries; stepping up cross-border industrial cooperation, promoting the construction of Cross-border Economic Cooperation Zones; accelerating the construction of cross-border transportation projects; promoting the construction of "smart customs" and "smart ports"; promoting people-to-people exchanges, exchanges between travel agencies and enterprises in the five provinces, encouraging cross-border tourism cooperation; continuing to organize many practical friendly exchange activities; Yunnan Province will continue to grant scholarships to outstanding students from four northern provinces of Vietnam; strengthening border management, continuing to build a harmonious border; implementing three legal documents and related agreements on the China-Vietnam land border, promptly handling emergency situations on the border...

Since the 10th Session up to now, under the direction of the Annual Conference between Provincial Party Secretaries and with the active efforts of specialized agencies of 5 provinces in the Joint Working Group, the common perceptions reached at the 10th Session have been effectively implemented, achieving many positive results, reflected in a number of key areas such as:
Regarding friendly exchanges: The two sides have organized 548 exchange activities at many levels and in many sectors in the fields of trade, import-export, agriculture, transportation, education, health, tourism, border gate management, etc., contributing to strengthening friendly relations, political trust, promoting the construction of a peaceful, stable, friendly, cooperative and developing border.
Regarding economic and trade cooperation: The two sides continue to promote trade activities, maintain import and export through border gates, improve customs clearance efficiency, facilitate goods and vehicles; and alternately organize the Vietnam - China International Trade Fair. The total import and export turnover between the four border provinces of Vietnam and Yunnan province reached 7.2 billion USD.
Regarding cooperation in border gates and openings: The two sides coordinate investment and upgrade border gate infrastructure, regularly exchange information on upgrading border gate pairs, and promote the restoration of entry and exit activities at traditional openings. Under the active coordination of Lai Chau and Yunnan provinces, in 2025, the traditional opening of Si Choang (Vietnam) - Den Suoi Thang (China) was restored, creating favorable conditions for exchange and cooperation activities in the border areas of the two sides.

Regarding transportation: The two sides promoted the connection of traffic infrastructure in border areas, coordinated the implementation of key traffic projects such as: Organizing the groundbreaking ceremony for the construction of the Red River road bridge in the Ban Vuoc (Vietnam) - Ba Sai (China) area, promoting the investment project to build the Lao Cai - Hanoi - Hai Phong railway line; professional agencies of Lai Chau province and Yunnan province held talks and agreed on preliminary contents on the proposed location of the bridge, design standards, bridge name, cooperation model of the multi-purpose road bridge across the border gate of Ma Lu Thang (Vietnam) - Kim Thuy Ha (China).
Regarding agricultural cooperation: The specialized agencies of the two sides maintain technical exchanges, training, and experience sharing in cultivation, animal husbandry, agricultural product processing, and disease prevention on crops and livestock. The two sides have signed a Memorandum of Cooperation on sugarcane cultivation, with an expected area of 425 hectares (Lai Chau 195 hectares, Tuyen Quang 230 hectares). Lai Chau province has actively supported 02 Chinese enterprises to survey investment in Lai Chau province in the agricultural sector.
Regarding cultural and tourism cooperation: The two sides have effectively implemented the signed cooperation agreements, coordinated the organization of cultural and artistic exchange activities, cultural and tourism weeks, traditional festivals, and opened many new cross-border tourist routes. Maintained the mechanism of cultural and artistic exchange of the "Spring Greetings at the Border" program alternately between Lai Chau province and Kim Binh district; organized the Vietnam - China cultural and artistic exchange program within the framework of the Lai Chau Province Tourism - Culture Week.
Regarding cooperation in education, training and fostering: The two sides maintain the exchange of scholarships, organize training courses on agriculture, education, health, border trade, party building and anti-corruption; sign training cooperation minutes. Lai Chau province has sent 22 officials to participate in training courses organized by Yunnan province.

Regarding cooperation in the field of health: The two sides continue to exchange information, coordinate in preventing infectious diseases, organize joint exercises and training in border areas. In October 2025, Lai Chau province's medical force participated in the exercise on preventing infectious diseases across the Vietnam - Laos - China border in Pu'er city.
Regarding border management: The two sides' provinces strictly implement legal documents on the Vietnam-China land border, maintain bilateral patrols, control border markers, exchange information periodically, promptly handle arising incidents, and maintain security and order in the border area. In May 2024, Lai Chau province and Hong Ha district successfully coordinated to organize bilateral border inspection activities, thereby contributing significantly to raising awareness of border protection among people in the border area.
To effectively promote the Joint Working Group mechanism and the potential of localities, Vice Chairman of Lai Chau Provincial People's Committee Giang A Tinh proposed a number of cooperation orientations in the coming time such as: Strengthening the implementation of high-level agreements, especially the Minutes of the 5th Annual Conference between the Secretaries of the Provincial Party Committees of the 5 provinces; proactively expanding exchanges, promoting practical and effective cooperation; promoting the role of existing mechanisms, while expanding new cooperation mechanisms in accordance with reality and common interests. Promoting border trade cooperation; coordinating the organization of trade fairs, promoting Vietnam - China investment; requesting Yunnan province to propose the Chinese Central Government to designate Kim Thuy Ha border gate as the official import gate for Vietnamese agricultural products; at the same time, restoring operations at traditional openings and border market pairs. Promoting the progress of opening and upgrading border gate pairs and cross-border traffic projects, creating conditions for trade of goods, tourism and economic cooperation. Strengthen technical cooperation in the fields of natural resources, environment and hydrometeorology; share data, coordinate disaster prevention, respond to climate change, towards sustainable development of border areas. Develop cross-border tours and routes, promote tourism promotion through media channels, fairs, and seminars; connect the tourism information systems of the two sides. Strengthen coordination in border management, organize bilateral patrols, fight against all types of crimes, illegal immigration and emigration; maintain security, order and safety in border areas.

Speaking at the meeting, Comrade Hoang Minh Son - Consul General of Vietnam in Kunming, China emphasized: In 2024 and from the beginning of 2025 until now, despite facing many difficulties and challenges from the international situation, thanks to the timely and correct leadership and direction of the Party and Government of the two countries and the joint efforts of the two sides, the socio-economic situation of each country and the Vietnam - China relationship continued to maintain the momentum of development, achieving new achievements. Exchanges and delegation exchanges at all levels of the two sides have taken place increasingly closely, and substantive cooperation in many fields has been increasingly promoted in a more effective direction.
He affirmed that the 5th annual conference between the Secretaries of the Provincial Party Committees of the 5 provinces, thereby proposing major directions to promote the exchange and cooperation between the two sides in the coming time. Today's session is of great significance, aiming to implement the common understanding reached at the Conference between the Secretaries. From the perspective of the Consulate General of Vietnam in Kunming, he made a number of specific recommendations such as: Continuing to strengthen close exchanges between the sectors and levels of the two sides; promoting economic and trade cooperation; Together, effectively implement the contents of the "Action Plan for the period 2023 - 2026 to implement the Memorandum of Understanding between the Ministry of Industry and Trade (Vietnam) and the People's Government of Yunnan Province, China on strengthening economic and trade cooperation; focus on completing and upgrading the construction of border gate infrastructure, creating a foundation to promote economic and trade cooperation, promote joint cooperation in building smart border gates, to improve customs clearance capacity; continue to thoroughly implement the 03 legal documents on the Vietnam - China land border and related agreements; promptly and properly handle arising incidents in the spirit of cooperation, friendship and mutual understanding, contributing to building the land border into a border of friendship, cooperation and mutual development; further strengthen cooperation in education, tourism, people-to-people exchange...

With the spirit of sincere cooperation and high determination of the Parties, the contents discussed and agreed upon at the 11th Session will be implemented practically and effectively, contributing to promoting the friendship and comprehensive cooperation between the 5 provinces and between Vietnam and China to develop more deeply.

At the meeting, the Heads of the delegations of the 5 provinces signed the Minutes of the 11th Meeting of the Joint Working Group between Lai Chau, Lao Cai, Tuyen Quang, Dien Bien provinces (Vietnam) and Yunnan province (China) and took souvenir photos.
