The 7th meeting of the Steering Committee for reviewing and resolving obstacles in the legal system.

On the afternoon of January 17th, Prime Minister Pham Minh Chinh, Head of the Government Steering Committee on reviewing and organizing the implementation of solutions to obstacles in the legal system (Steering Committee), chaired the 7th meeting of the Steering Committee.

Also attending the meeting were: Deputy Prime Minister Ho Quoc Dung; Ministers, heads of ministerial-level agencies and government agencies; and leaders of ministries, sectors, and agencies that are members of the Steering Committee.

In his opening remarks at the session, Prime Minister Pham Minh Chinh emphasized that the work of building and perfecting institutions is the "breakthrough of breakthroughs" in the three strategic breakthroughs; it is both a goal, a driving force, and a resource for development.

In 2025, the building and improvement of institutions were vigorously implemented, achieving many important results, with the largest volume of legislation ever, and a fundamental shift in the thinking behind lawmaking.

During this period, the Government submitted 99 Laws and Resolutions to the National Assembly for approval, with 55 Laws and Resolutions specifically at the 10th Session of the 15th National Assembly, including many special mechanisms and policies that created breakthrough impetus for the implementation of the Politburo's strategic resolutions; and issued 374 Decrees.

The Prime Minister stated that, in recent times, the Party, the National Assembly, and the Government have been determined to thoroughly remove legal barriers, transforming the situation from a "bottleneck of bottlenecks" into a "breakthrough of breakthroughs," a national competitive advantage, in order to unlock resources, create a legal framework, and a foundation for development.

Implementing Resolution No. 66-NQ/TW of the Politburo, in 2025, we basically completed the removal of "bottlenecks" caused by legal regulations, achieving 98.3%. This focused primarily on areas such as: addressing obstacles and inadequacies in legal documents that promptly and effectively institutionalized the Party's resolutions, especially Resolutions No. 57-NQ/TW, 59-NQ/TW, 66-NQ/TW, 68-NQ/TW, 71-NQ/TW, and 72-NQ/TW of the Politburo.

In addition, address legal issues arising from the restructuring of the two-tiered local government apparatus in conjunction with decentralization and delegation of power; resolve difficulties and obstacles caused by legal regulations to facilitate development; and decisively simplify and reduce administrative procedures.

Therefore, the goal is to achieve a growth rate of 8% or higher by 2025, while maintaining macroeconomic stability, controlling inflation, and ensuring the major balances of the economy; to achieve rapid and sustainable development, harmonious development between the economy and society, environmental protection, and national defense and security.

The Prime Minister requested that at the meeting, members of the Steering Committee focus on discussing and providing objective and comprehensive assessments of the results, roadmap, and solutions for the issues, feedback, and recommendations identified during the term that have not yet been addressed; and which have been compiled in the Ministry of Justice's report on the results of handling and resolving difficulties, obstacles, and "bottlenecks" caused by legal regulations from 2020 to the present, especially for 2025.

Simultaneously, review and assess the implementation of the conclusions reached at the 6th Session of the Steering Committee regarding the handling of recommendations and feedback identified in the Central Steering Committee's report; provide feedback on the Steering Committee's 2026 activity plan, which is being proposed by the Ministry of Justice, concerning the overall review plan, based on the principle of six clear points: clear person, clear task, clear time, clear results, clear responsibility, and clear authority.

In particular, the Prime Minister requested that delegates focus their intellect, promote a spirit of innovation, creativity, and responsibility; present concise and clear speeches that get straight to the point; concentrate discussions on important issues where there are differing opinions; and ensure the progress and quality of the session.

According to the agenda, at this 7th session, the Steering Committee will assess the review and resolution of obstacles in the legal system from 2020 to the present and for 2025; and determine the direction and tasks for 2026 and beyond.
