According to the Ministry of Home Affairs , administrative reform has achieved important results in recent times; the direction and administration have focused on key issues, with many positive changes. The Government and the Prime Minister have issued resolutions, directives, and telegrams urging the acceleration of public investment disbursement, improving the investment and business environment, reforming the administrative apparatus, reforming administrative procedures, and strengthening discipline. The role of the leader in administrative reform has been gradually promoted; 63/63 localities have completed the Administrative Reform Steering Committee. Institutional reform and law-making have received special attention, with many innovations; many problems in production, business, finance, currency, real estate, corporate bonds, etc. have been resolved. Administrative procedure reform and improvement of the investment and business environment have been promoted; from 2021 to present, nearly 2,500 business regulations have been cut and simplified. Ministries have reduced and simplified 437 administrative procedures related to citizen papers; 21/22 ministries and 61/63 localities have published a list of internal administrative procedures... Reform of the apparatus organization has been implemented drastically, with many positive changes. A number of important institutions and policies on public service and civil servants have been issued, such as Decree No. 73/2023 on encouraging and protecting dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common good; National Strategy on attracting and promoting talents; 10 circulars on recruitment, upgrading civil servants, and promoting public employees have been abolished. National digital transformation and building a digital government have been implemented drastically and substantially, especially the issuance of documents to implement the Law on Electronic Transactions; improving the quality of public services; implementing Project 06/CP.

Concluding the meeting, Prime Minister Pham Minh Chinh affirmed that administrative reform is a very important issue, contributing to improving the effectiveness and efficiency of the state apparatus, unlocking resources, and supporting businesses to overcome difficulties. At the same time, he acknowledged the efforts of all levels and sectors to create comprehensive changes in all 6 contents of administrative reform. In particular, institutional reform, administrative procedure reform, and civil service reform have improved a lot; contributing significantly to stabilizing and promoting the country's socio -economic development.
The Prime Minister also analyzed and pointed out the shortcomings and limitations that need to be promptly overcome to clear, mobilize and effectively use all resources for the recovery and development of the country in the current context. He requested that the members of the Steering Committee clearly define their roles and responsibilities; proactively coordinate closely with ministries, branches and People's Committees of provinces and centrally run cities in the process of implementing assigned tasks, promoting administrative reform, improving the investment and business environment, creating the best and most favorable conditions for people and businesses.
Prime Minister Pham Minh Chinh noted that ministries, branches and localities should continue to step up the review and promulgation of specific and practical solutions and create strong breakthroughs to improve the effectiveness of administrative reform tasks assigned by the Government and the Prime Minister; synchronously deploy solutions to effectively carry out the tasks set out in the 2023 administrative reform plan of ministries, agencies and localities. At the same time, prioritize resources to speed up the implementation of tasks and solutions to remove difficulties and obstacles for people and businesses, creating conditions to promote socio-economic development.
