Disseminate and update policies, science, technology and innovation for higher education institutions

On December 9, in Hanoi, the Ministry of Education and Training coordinated with the Ministry of Science and Technology and the Ministry of Finance to organize a conference on "Training and disseminating policies in the management of science, technology and innovation activities for higher education institutions".

The conference was held in a combination of in-person and online formats to all higher education institutions nationwide. This is an opportunity for higher education institutions to update and fully grasp new policies, thereby improving the efficiency of management and implementation of scientific and technological activities, promoting innovation in the entire industry.

Speaking at the conference, Deputy Minister of Education and Training Nguyen Van Phuc said: The conference was organized to promptly disseminate to higher education institutions across the country about new policies, guidelines, and regulations related to the field of science and technology. Recently, the Politburo issued Resolution 57/NQ-TW on breakthroughs in science and technology development, innovation, and digital transformation. To institutionalize this Resolution, the Law on Science, Technology, and Innovation was issued along with many new regulations and policies. Therefore, higher education institutions need to understand clearly, from there dare to do, create real breakthroughs.

The Deputy Minister said that in the new development period, the requirements for innovation and creativity are increasingly high for higher education institutions. Resolution 71/NQ-TW of the Politburo on breakthroughs in education and training development sets the goal that by 2045, Vietnam's education system will reach the world's top 20, and higher education must reach regional and global levels. To achieve that goal, higher education institutions still have a lot of work to do.

Currently, Vietnam’s higher education is mainly training; scientific research has developed strongly in the last 10 years, but the contribution and revenue from this field compared to universities in developed countries is still very modest. This is a limitation that needs to be overcome in the coming years, especially for research-oriented universities. The application of product transfer and commercialization is also very limited.

According to Deputy Minister Nguyen Van Phuc, Resolution 57/NQ-TW has created many new mechanisms and policies to realize the goal of strongly developing science and technology in higher education institutions and schools need to be pioneers. The Party, State and Government have set out policies to support and invest in development, but the organization and implementation depends on higher education institutions.

The Deputy Minister expressed his hope that after this conference, training institutions will have a clearer grasp of new mechanisms, policies and regulations, thereby effectively implementing Resolution 57 and Resolution 71; boldly innovating and successfully completing the goals of science and technology development in their units.

At the conference, representatives of the Ministry of Science and Technology presented an overview of new policies and regulations in the Law on Science, Technology and Innovation; Decree No. 267/2025/ND-CP dated October 14, 2025 detailing and guiding a number of articles of the Law on Science, Technology and Innovation on science, technology and innovation programs and tasks; Decree No. 268/2025/ND-CP dated October 14, 2025 detailing and guiding a number of articles of the Law on Science, Technology and Innovation on innovation; encouraging science, technology and innovation activities in enterprises; recognizing innovation centers, supporting creative startups; recognizing creative startups and individuals; infrastructure, networks and creative startup ecosystems; Decree No. 263/2025/ND-CP dated October 14, 2025 detailing and guiding a number of articles of the Law on Science, Technology and Innovation on the mechanism of autonomy and self-responsibility of public science and technology organizations, talented human resources, and awards in the field of science, technology and innovation.

According to Dr. Khong Quoc Minh, Department of Innovation, Ministry of Science and Technology, in the context of the 4.0 industrial revolution, digital transformation, and artificial intelligence are strongly impacting all areas of life, the requirement to innovate development models, perfect institutions, and enhance national competitiveness is more urgent than ever.

In particular, a series of important resolutions of the Politburo have established major orientations and are the "launching pad" for the development process in the new period. Digital transformation is creating a favorable digital environment, capable of interacting and deeply integrating with the real environment, thereby strongly impacting the way organizations operate, provide services and create new values.

Promoting growth and economic restructuring, effectively exploiting traditional growth drivers and promoting new growth drivers, including developing digital government, digital economy, digital society, and digital citizens; at the same time, making an important contribution to promoting green economy, circular economy, and towards sustainable development.

Representatives of the Ministry of Finance also introduced regulations related to the Law on Investment under the public-private partnership method and mechanisms and policies on public-private partnership in the fields of science and technology development, innovation and digital transformation.
