Disseminating knowledge about carbon credits, towards a transparent carbon market

Developing markets and carbon credit mechanisms are key solutions to reduce greenhouse gas emissions and improve climate change response policies.

On November 12 in Hanoi, the Vietnam Union of Science and Technology Associations in collaboration with the Vietnam Association for Clean Water and Environment organized a workshop on "Strengthening capacity and disseminating knowledge to the community and businesses on creating credits and participating in carbon credit offset exchanges".

The workshop attracted the participation of representatives of management agencies, experts, businesses and scientific and professional social organizations.

Promoting the role of a bridge, spreading community awareness

According to Associate Professor Dr. Pham Quang Thao - Vice President of the Vietnam Union of Science and Technology Associations, climate change is taking place strongly around the world, becoming one of the most serious challenges of the 21st century. Implementing the commitment at the COP26 Conference, Vietnam aims to achieve net zero emissions by 2050, demonstrating its determination to join the international community in responding to climate change.

He said that this activity contributes to perfecting the legal framework, operating mechanism and clarifying the economic - social - environmental benefits when participating in the carbon market, creating an important foundation to promote the formation and effective operation of the carbon market in Vietnam in the coming time. At the same time, providing full and accurate information about the carbon market will help the community and businesses be more proactive in participating in carbon credit trading, towards a transparent, fair and internationally integrated market.

On the side of the co-organizer, Ms. Pham Thi Xuan - Permanent Vice President of the Vietnam Association for Clean Water and Environment said that, as a social-professional organization operating in the field of water, environment and climate change, the Association always strives to be an "extended arm" of state management agencies in consulting, policy review, research and technology transfer.

Ms. Xuan said that last October, the Association chaired and coordinated many meaningful activities, including the workshop “Carbon market - the key to achieving the Net Zero target in Vietnam”, contributing to creating a dialogue forum between scientists, businesses and managers. Today's workshop continues to be a concrete step to improve capacity and disseminate knowledge to the community and businesses about carbon credit creation and exchange and offset mechanisms.

Representatives of the Vietnam Clean Water and Environment Association hope that through these activities, domestic enterprises and organizations can have a clearer understanding of the legal framework, operating mechanism, pricing and management of the carbon market, thereby being more proactive in the green transition process and adapting to climate change.

Towards a transparent and efficient carbon market

At the workshop, experts shared many in-depth contents, contributing to clarifying the overall picture of the carbon credit market in Vietnam.

Dr. Thai Thi Thanh Minh - Hanoi University of Natural Resources and Environment analyzed the current legal framework, saying that Decree 06/2022/ND-CP and related documents are only at the framework level, and it is necessary to soon complete detailed regulations on the mechanism of transactions, payments, pricing and management of carbon trading floors. She proposed the establishment of a national carbon market management agency, unified management of the credit register, while ensuring transparency, integrity and avoiding double calculation in carbon credit activities.

Dr. Ha Quang Anh from the Department of Climate Change, Ministry of Agriculture and Environment focused on introducing the carbon credit exchange and offset mechanism under Decree 119/2025/ND-CP, which clearly states two levels: domestic mechanism and international mechanism under Article 6 of the Paris Agreement. He emphasized that from now until 2028, Vietnam will complete the legal framework and pilot the carbon trading floor, moving towards official operation from 2029 - opening up opportunities for businesses to participate in the voluntary emission offset mechanism, while improving international competitiveness.

Associate Professor Dr. Mai Van Trinh - Director of the Institute of Environmental Agriculture, Vietnam Academy of Agricultural Sciences, informed about activities to reduce greenhouse gas emissions in agriculture, especially low-emission rice cultivation models, alternate wet and dry irrigation (AWD) and circular economy applications in rice production. He said that the implementation of the 1 million hectares of high-quality, low-emission rice project in the Mekong Delta will be a practical basis for creating carbon credits in the agricultural sector, making an important contribution to the goal of net zero emissions.

Delegates attending the workshop agreed that, for the carbon market to operate effectively, Vietnam needs to focus on three pillars at the same time: perfecting institutions, improving management capacity and increasing social awareness.

In this context, enterprises play a central role in the green transformation process, while social and professional organizations such as the Vietnam Association for Clean Water and Environment are the core force in communication, knowledge dissemination and cooperation connection between the State, scientists and the private sector.

Ms. Pham Thi Xuan affirmed that the Vietnam Association for Clean Water and Environment will absorb the comments contributed at the workshop, synthesize them to make recommendations to state management agencies, contributing to promoting the development of a transparent, effective and sustainable carbon credit market.
