Speaking at the discussion, Comrade Pham Thuy Chinh, Vice Chairman of the Economic and Financial Committee, National Assembly delegate of the province, proposed to continue studying the capacity conditions of enterprises proposing to survey offshore wind power and the conditions for approving offshore wind power investors: Resolution No. 70 of the Politburo on ensuring national energy security until 2030, with a vision to 2045, has set the task of urgently building supportive legal policies and breakthrough mechanisms for offshore wind power development.
Delegates agreed with the need to research and have a mechanism to facilitate the rapid development of offshore wind power in Vietnam. However, up to now, no offshore wind power project has been implemented in practice, some projects are delayed by up to ten years. Many reasons have been pointed out, including the important reason coming from the capacity of investors. To overcome this situation, the mechanism for the offshore wind power industry needs to prioritize the development of criteria to ensure the selection of investors with sufficient capacity to successfully implement the project. The fact that investors have experience in the electricity sector in general is also one of the signs of the implementation capacity of offshore wind power projects.
Therefore, to ensure both opportunities for domestic investors and a level playing field for investors, delegates proposed to consider and supplement regulations on criteria for evaluating the capacity, technology and experience of investors in the electricity sector in offshore wind power projects or projects in the electricity sector of equivalent scale. At the same time, encourage foreign investors to participate in offshore wind power development, technology transfer or investment in developing supporting industries for offshore wind power in Vietnam.
Regarding national reserves of gasoline and oil: Although the Government has made a report explaining the reserves of gasoline and oil and the exchange of gasoline and oil in national reserve activities. However, if this content is stipulated in the draft Resolution, it will lead to overlap and inconsistency between the resolution and the Law on National Reserves (amended). The draft Law on National Reserves (amended) being submitted to the National Assembly for consideration and will be approved at this Session, stipulates that national reserves are not stored separately as in the current law and clearly stipulates the rental of storage of national reserves.
In addition, the provisions on the exchange of national reserve goods have been shown in Point d, Clause 2, Article 22 of the Draft Law on National Reserves. The provisions as in the Draft Law on National Reserves (amended) will create a more complete legal framework and a wider scope of application than the Resolution. Therefore, it is proposed not to stipulate Chapter VII on petroleum reserves in the draft Resolution.
