Compete not for personal gain but to contribute more

The Committee on Culture and Society will be completed in 2025 on the basis of merging the Committee on Culture, Education and the Committee on Social Affairs of the National Assembly. The areas our Committee is assigned to be in charge of are quite broad, with many sensitive and complex areas including culture, sports, tourism, education and training, information, communication, health and population, labor, employment, socio- political issues, religious beliefs, crime prevention, social evils, gender, family, emulation and rewards, work for children, youth and the elderly. Thus, after the merger, the work of the Committee has increased a lot and the pressure is also very great.

To perform its functions and tasks well, the Committee always maintains the patriotic emulation movement well; considering this an important solution to mobilize the intelligence and contribution of everyone to the collective success. We realize that the emulation movement always has a profound meaning, not only in awakening the creative potential of each person but also in forming and nurturing the organizational culture, public ethics, sense of responsibility and professional self-esteem of each individual.

That is the reason why at today's Congress, I would like to give a speech on the topic of Effects of the patriotic emulation movement on the effectiveness of the activities of the Committee on Culture and Society.

Firstly , fully aware of the meaning and importance of the patriotic emulation movement to mobilize collective strength and individual advantages.

From the perspective of the National Assembly , we clearly identify the need to actively respond to emulation movements. For National Assembly deputies, implementing emulation movements is to best perform their functions and tasks, and fulfill their promises to voters and people. For cadres and civil servants of specialized departments, implementing patriotic emulation movements is to have the best and most effective quality of advice.

We realize that competition is not for personal fame and profit, but for each person to have the opportunity to contribute more, more practically in each job, each working position. And the honor and praise in the patriotic emulation movement will contribute to creating a positive working environment, adding confidence, arousing the desire to contribute and the sense of responsibility of each person towards the job.

Based on the importance of emulation, in the past term, the Chairman of the Committee for Culture and Education (now the Committee for Culture and Society) had the initiative to organize the annual "Recognition of Outstanding Civil Servants" emulation award for Department-level officials and civil servants to reward civil servants with outstanding achievements in the year. The award is presented at the year-end summary of the agency, based on the review of individual contributions, and is honored and evaluated by the Sub-committees. This is a form of internal emulation and commendation, but it is organized systematically and evaluated objectively, so the effect on the working spirit and dedication of officials and civil servants is very positive.

Second , respond to the patriotic emulation movement with practical actions and concrete work, not formalities or coping.

With the emulation movement launched by the Standing Committee of the National Assembly, as well as the Office of the National Assembly, the Standing Committee of the Committee and the staff and civil servants of the specialized Department actively responded, improved public service culture, built working style, discipline, professionalism, responsibility and creativity, well meeting the requirements to improve the quality of activities of the National Assembly and the Standing Committee of the National Assembly.

We clearly define that competition is not about competing, not for personal goals, but for the goals of the whole collective and each person for their own goals surpasses themselves, completes assigned tasks; is dedicated and devoted to work, towards the common goals of the collective.

Through the emulation movement, each cadre and civil servant competes with themselves, corrects themselves, nurtures the good, the positive; eliminates the bad, the negative. Accordingly, in the working process, it is not only the task of each Sub-committee, the division of fields in the Committee is also only relative; when there is a big, difficult task that requires collective mobilization, the collective becomes a block, between professional groups, as well as each individual is always ready to support and share with each other, in the spirit of "each person for all, all for each person". When the emulation movement is concretized into practical actions, not formal, coping, not falling into the disease of achievement, the effect will be extremely strong.

Third , the effects of the patriotic emulation movement and the results of the Committee's activities during the 2021-2026 term

The workload increases every year, but with the spirit of competition and responsibility for the work, the Committee has innovated methods and approaches; applied digital technology; ensured that professional quality was not affected and achieved the highest results under possible conditions. From the active contributions of its members, during the term of the 15th National Assembly, the Committee has prioritized the work of perfecting institutions and policies; actively implemented a huge amount of work related to supervision: chaired the examination of 20 draft laws, 9 important resolutions of the National Assembly and a number of resolutions of the National Assembly Standing Committee.

The scale and method of supervision were also innovated, with consultation on two thematic supervision activities of the National Assembly, two thematic supervision activities of the National Assembly Standing Committee; nine explanation sessions and dozens of thematic supervision and survey activities.

Many recommendations after supervision have been received, recorded and promptly concretized by relevant agencies in adjusting policies and perfecting laws, contributing to improving the effectiveness and efficiency of state management in the cultural fields. Supervision work has contributed to promoting the implementation of cultural and social development goals, and better caring for people's lives.

Innovate the content and form of patriotic emulation movements to suit reality.

During the term, the Committee on Culture and Society has paid much attention to innovating the content and form of patriotic emulation movements, ensuring that they are consistent with its functions, tasks and practical requirements.

Through these movements, the quality and efficiency of the Committee's work are improved; advisory products, reports, and submissions ensure scientific, timely, and practical quality; work processing progress is shortened; coordination processes between units are increasingly tight and transparent; information technology is widely applied, contributing to modernizing working methods and improving management and operational efficiency.

Many individuals, National Assembly deputies, and civil servants of the agency have received various forms of commendation and certificates of merit from the National Assembly, the Government, the National Assembly Standing Committee, and central ministries and branches. In 2025, the Committee on Culture and Social Affairs was awarded a Certificate of Merit by the National Assembly Standing Committee for its outstanding and outstanding achievements at the recent 9th Session.

From the results achieved and lessons learned in the past term, with a proactive and innovative spirit, the Committee for Culture and Society will continue to effectively maintain emulation movements, creating conditions for each National Assembly delegate, each cadre and civil servant of the agency to best promote their capacity and strengths to contribute and dedicate to the common cause; in the spirit of President Ho Chi Minh's teaching: "A living example is worth more than a hundred speeches".

Competition needs to be maintained regularly and continuously.

I would like to suggest that, first, emulation should not just be a movement but should be maintained regularly, continuously and transformed into daily activities, specific, practical, not formal, not perfunctory. If there is a launch, there must be response, if there is response, there must be inspection, evaluation, and rewards to motivate everyone to continue competing.

Therefore, it is necessary to innovate the way of implementing emulation assessment methods, not only year-end assessment but also ad hoc assessment forms for each event, each stage and each job.

Second, there must be a tool for evaluating emulation, ensuring accuracy, objectivity and fairness. That is the system of evaluation criteria that is suitable for the collective, for each individual and can be applied to each group of subjects depending on the function, task, position, and job. And it can be flexible in application, there can be a plus point mechanism, a minus point mechanism to create effects in the emulation movement.

Third, continue to strengthen communication to commend typical examples of good and creative practices. And especially, we must promote the role of the People's Representative Newspaper in opening more or increasing the duration of attractive pages and columns, and timely commendation will create a spreading effect of the emulation movement, and that is the strength and effectiveness of the emulation movement.
