Vice President Vo Thi Anh Xuan attends the Patriotic Emulation Congress of the Central Internal Affairs Commission

On the afternoon of October 30, in Hanoi, the Central Committee for Internal Affairs held the 3rd Patriotic Emulation Congress for the 2025-2030 period. Comrade Phan Dinh Trac, Politburo member, Secretary of the Party Central Committee, Head of the Central Committee for Internal Affairs attended the Congress. Comrade Vo Thi Anh Xuan, Party Central Committee member, Vice President, First Vice President of the Central Council for Emulation and Commendation attended and delivered a speech directing the Congress. Also attending were Party Central Committee members: Vo Van Dung, Permanent Deputy Head of the Central Committee for Internal Affairs, Chairman of the Emulation and Commendation Council of the Central Committee for Internal Affairs; Le Hong Quang, Deputy Head of the Central Committee for Internal Affairs; representatives of leaders of Party Committees of Central Party agencies; representatives of leaders of central departments and branches; leaders of the Central Committee for Internal Affairs.

Speaking at the Congress, Vice President Vo Thi Anh Xuan commended the outstanding achievements in emulation and commendation work achieved by the Central Internal Affairs Commission in the 2020-2025 period.

The Vice President highly appreciated typical movements such as "Good advice, good service"; emulation to excellently complete the tasks of the Standing Office of the Central Steering Committee on preventing and combating corruption, waste, and negativity... These results have significantly contributed to improving the effectiveness of advice work, thoroughly handling many complicated cases and incidents, increasing the rate of recovery of corrupt assets, and strengthening people's trust in the Party and the State.

Emphasizing that emulation and reward work needs to continue to be strongly innovated, comrade Vo Thi Anh Xuan requested the Central Internal Affairs Committee to continue to thoroughly grasp and creatively apply Ho Chi Minh's thought on patriotic emulation; build a team of internal affairs cadres who are "truly courageous, diligent, frugal, honest, upright, impartial and selfless" in the spirit of direction of General Secretary To Lam.

He suggested that the Committee focus on directing emulation movements to key tasks, breakthroughs, and difficult areas; using emulation results as a measure of the capacity and qualities of cadres, especially leaders.

The Vice President also requested that the commendation work must be accurate, timely, exemplary and effective; improve the effectiveness of the agency's Emulation and Commendation Council; and launch additional thematic emulation movements suitable to the characteristics of the Party's internal affairs work.

Comrade Vo Thi Anh Xuan believes that with the tradition of solidarity, courage and intelligence, the Central Internal Affairs Commission will continue to reap many new achievements, contributing to building the Party and political system to be increasingly clean and strong.

Speaking at the opening of the Congress, Deputy Head of the Standing Committee of the Central Internal Affairs Committee, Chairman of the Emulation and Reward Council of the Central Internal Affairs Committee Vo Van Dung affirmed that, in recent times, the Central Internal Affairs Committee has seriously and effectively implemented the policies and regulations of the Party and State on emulation and reward work; emulation movements have taken place enthusiastically, continuously, practically, closely following political tasks, and have great influence. Emulation movements have become increasingly routine, associated with studying and following Ho Chi Minh's ideology, morality and lifestyle; commendation work has ensured objectivity, promptly encouraging cadres and party members to strive to overcome difficulties and fulfill their tasks well.

The 3rd Patriotic Emulation Congress is an opportunity to honor and reward typical and outstanding collectives and individuals of the Central Internal Affairs Commission in implementing patriotic emulation movements; at the same time, it has the task of summarizing and comprehensively evaluating the results achieved by the emulation movements in the 2020-2025 period.

According to the Report on the results of the patriotic emulation movement and commendation work for the period 2020-2025, the Central Internal Affairs Committee promotes the emulation of "good advice, good service", daring to advise, dare to propose, advise correctly, accurately, promptly, sensitively, creatively on many major policies and guidelines on internal affairs, preventing and combating corruption, waste, negativity and judicial reform.

Advise on perfecting the viewpoints and motto of "4 no's" in the fight against corruption, waste, and negativity; advise on proposing major policies, viewpoints, and orientations on internal affairs, prevention and fight against corruption, waste, negativity, and judicial reform in draft documents submitted to the 14th National Party Congress.

The Central Internal Affairs Committee competes to successfully fulfill the tasks of the Standing Body of the two Steering Committees; launches a thematic competition on detecting and advising on the handling of cases and incidents in the entire Party Internal Affairs sector, contributing to promoting and creating new progress in the fight against corruption, waste and negativity; actively advises on the development and effective implementation of the annual work program of the two Steering Committees; carefully prepares content, well serves the meetings of the Steering Committee, the Standing Committee of the Central Steering Committee on corruption prevention and control, waste and negativity and the Central Steering Committee for Judicial Reform...

Compete to promote guidance, urging, inspection and supervision; improve appraisal work, give opinions on projects, draft laws and personnel work. Promote innovation and digital transformation, implement office culture, build clean and strong agencies and units. Implement the emulation movement "Cadres, civil servants and public employees compete to implement office culture" in a systematic and drastic manner. Build a cultural behavior style of "living with love, working with all your heart" and a scientific and professional working style...

At the Congress, delegates focused on discussing and agreeing on the direction and key tasks of emulation and reward work for the 2025-2030 period; sharing lessons learned and good practices to further develop emulation work.

The summary report of the patriotic emulation movement and reward work over the past 5 years comprehensively reflects the results of the efforts and efforts of cadres, civil servants, and employees of the Central Internal Affairs Commission and the entire Party's internal affairs sector.

In the context of a large workload and high requirements, the staff and civil servants of the Committee have promoted the spirit of solidarity and responsibility, excellently completing all assigned tasks. The achievements are the crystallization of the spirit of setting an example, dedication, creativity, and support between units and individuals. It is also the result of timely and correct policies and advice, contributing to strengthening the people's trust in the Party, building a clean and strong apparatus, especially in the field of preventing and combating corruption, negativity and judicial reform.

To continue promoting the achieved results, comrade Vo Van Dung requested all cadres, civil servants and public employees of the Central Internal Affairs Commission and the Party's internal affairs sector to focus on implementing four main contents.

That is: Imbued with President Ho Chi Minh's thought "Emulation is patriotism, patriotism requires emulation", promoting the exemplary role of leaders at all levels; organizing practical emulation movements, closely following key tasks, associated with political tasks, emulation work must be associated with the daily work of each cadre and civil servant; building a professional, humane, and affectionate working environment, together contributing and being creative, building a strong collective; linking emulation results with the assessment, appointment, and reward of cadres, ensuring objectivity, fairness, and transparency, creating motivation for each individual and unit to strive.

The Congress announced the Prime Minister's Decision to award the Emulation Flag to the Department of Monitoring the Prevention and Control of Corruption, Wastefulness and Negativity; the Prime Minister's Decision to award Certificates of Merit to 3 groups and 5 individuals of the Central Internal Affairs Committee. 7 groups and 12 individuals were honored to receive Certificates of Merit from the Head of the Central Internal Affairs Committee.
