Attending the meeting were Party Central Committee member, Minister of Science and Technology Nguyen Manh Hung; Standing member of the Committee for Science, Technology and Environment; National Assembly deputies who are members of the Committee for Science, Technology and Environment; and representatives of a number of relevant agencies.

Fully assess the impact, clearly define the content
According to the Government's Submission, one of the viewpoints in drafting the Law is to systematically and comprehensively prescribe measures to ensure a balance between management and promotion of research, development, deployment and application of AI in Vietnam.

However, presenting the draft Report on the review of the Law project, Vice Chairman of the Committee for Science, Technology and Environment Tran Van Khai said that the Committee for Science, Technology and Environment found that the connotation of the "balanced" regulatory approach has not been clarified. The drafting agency has added the viewpoint of "minimum and transparent management, maximum promotion" but it is not clear whether this is the connotation of the "balanced" regulatory approach or not.

The Vice Chairman of the Committee on Science, Technology and Environment emphasized that this is a fundamental and core issue that determines the direction of regulation and the level of State intervention in AI development and application activities; leading to completely different ways of designing regulations, management mechanisms and support policies. This policy approach will directly affect the effectiveness of implementation and socio-economic impacts after the Law is promulgated, especially in the context of achieving the double-digit growth target of our country.
Therefore, the Vice Chairman of the Committee on Science, Technology and Environment suggested that the drafting agency conduct thorough research, refer to international experience, fully assess the impact, clearly define the content of the policy viewpoint "balance between management and promotion" to ensure it is suitable for Vietnam's practical conditions and report to the competent authority for consideration and direction; thereby demonstrating consistency and continuity throughout the entire content of the draft Law.

Through discussion, the National Assembly deputies basically agreed on the necessity of promulgating the Law on Artificial Intelligence to institutionalize the Party and State's policies, create a breakthrough legal corridor for artificial intelligence; create a favorable legal environment to promote innovation, improve national competitiveness; at the same time, manage risks, protect national interests, human rights and digital sovereignty.
Some opinions also emphasized the need to build a legal framework to promote the development of AI, but also to ensure risk management from AI. Basically agreeing with the classification of AI risk levels for management, but some delegates also suggested that it is necessary to clarify the criteria or methods for classifying risk levels; the basis for determining AI as a product, good or service to classify and manage risk levels; and review to ensure consistent regulations in the draft Law and in the legal system.

Creating a favorable environment for the development of AI
Acknowledging the delegates' opinions on the draft Law, Minister of Science and Technology Nguyen Manh Hung affirmed that the drafting agency will carefully study and absorb the opinions to perfect the draft Law.
Speaking at the meeting, Vice Chairman of the National Assembly Le Minh Hoan welcomed the Committee on Science, Technology and Environment for closely coordinating with the Ministry of Science and Technology in the process of drafting the Law.

The Vice Chairman of the National Assembly suggested that the drafting agency needs to find a balance between management and promotion of research, development, deployment and application of AI. The draft Law needs to closely follow the spirit of Resolution No. 66-NQ/TW of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era.
"The purpose of promulgating the law on artificial intelligence is to encourage the safe development of AI; to create a favorable environment for businesses to develop AI; to create a boost for the strong development of the AI economy; to encourage the development and application of AI in serving production, business activities and other areas of social life," the Vice Chairman of the National Assembly emphasized.

Concluding the meeting, Chairman of the Committee on Science, Technology and Environment Nguyen Thanh Hai suggested that the drafting agency continue to review and ensure the draft Law is consistent with other relevant laws; clarify the management agency, authority, responsibility, and support budget for the controlled testing mechanism to promote AI development; continue to research and clarify priority policies for AI enterprises; carefully study the transitional provisions in the draft Law...
The Chairman of the Committee on Science, Technology and Environment emphasized that AI businesses are looking forward to this Law project and hope that when the Law is issued, it will strongly promote AI development in the coming time.
