Deputy Speaker of the National Assembly Nguyen Khac Dinh presided over the conference summarizing the National Assembly's digital transformation work.

On the afternoon of January 14th, at the National Assembly building, Nguyen Khac Dinh, Member of the Central Committee of the Party and Vice Chairman of the National Assembly - Head of the National Assembly's Steering Committee for Digital Transformation - chaired the conference to summarize the National Assembly's digital transformation work.

Attendees included: Member of the Central Committee of the Party, Chairman of the Committee on National Defense, Security and Foreign Affairs, Lieutenant General Le Tan Toi; representatives from the Standing Committee on Law and Justice, the Committee on Representative Affairs, the Committee on Economy and Finance, the Committee on Science, Technology and Environment; leaders of the National Assembly Office; Chairman and General Director of the Military Industry and Telecommunications Group ( Viettel ) Tao Duc Thang; representatives from the Steering Committee's working group and units under Viettel Group; and leaders of departments and units under the National Assembly Office.

Reporting at the Conference, Deputy Head of the National Assembly Office Nguyen Manh Hung stated that the National Assembly Office and Viettel Group have collaborated with a consulting unit to develop the Digital National Assembly Architecture, and on July 21, 2025, the National Assembly Office issued Decision No. 858/QD-VPQH approving the Digital National Assembly Architecture version 1.0 - this is an important legal and technical basis for the unified implementation of information technology projects and digital transformation tasks of the National Assembly in the 2025-2030 period. The Digital National Assembly Architecture version 1.0 is developed in the direction of an open, multi-layered architecture.

Regarding support for digital transformation at the National Assembly's Ethnic Council , Committees, and the National Assembly Party Committee, the Deputy Head of the National Assembly Office stated that the National Assembly Office, in coordination with Viettel Group, has surveyed and assessed the quantity, volume, and needs for digitization and document storage; organized training, deployed software, and provided additional equipment to support the organization, digitization, and creation of data at the National Assembly's agencies and the National Assembly Party Committee Office.

In addition, research and application of artificial intelligence and deployment of information technology software and applications such as: electronic document management and operational software systems; software systems providing information on smart mobile devices (National Assembly App 2.0); audio recording transcription software systems; the "Digital Popular Education - Digital National Assembly" platform software; software for managing voter opinions and complaints; software for managing oversight activities; software systems serving the election of National Assembly deputies for the 16th term and People's Council representatives at all levels for the 2026-2031 term; software for managing personnel files of officials, civil servants, and public employees; paperless meeting rooms (Q-Cabinet)...

Based on the achievements and existing challenges in 2025, the Deputy Head of the National Assembly Office stated that the coordination between the National Assembly Office and Viettel Group in implementing the National Assembly's digital transformation project will continue to focus on perfecting the Digital National Assembly Architecture, developing data and digital infrastructure, ensuring network security, promoting the application of artificial intelligence, deploying election-related systems, and expanding digital platforms to localities.

At the Conference, delegates generally agreed with the Report on the results of the coordination between the National Assembly Office and Viettel Group in the task of digital transformation of the National Assembly in 2025; at the same time, they contributed opinions on the positive results achieved in digital transformation; identified some shortcomings and limitations, and proposed solutions to overcome them in the future; and proposed key tasks for 2026.

Opinions also suggest that, in the future, it is necessary to continue improving the quality of coordination among units within the National Assembly Office, and between the National Assembly Office and other National Assembly agencies and ministries, sectors, and localities in the task of interoperability, especially in developing common platforms (elections, citizen petitions, supervision, socio-economic data, etc.) that are synchronized in terms of operational requirements and data connection methods.

Concluding the conference, Vice Chairman of the National Assembly Nguyen Khac Dinh highly appreciated the coordination of the members of the National Assembly's Steering Committee for Digital Transformation in seriously implementing the directives of the Chairman of the National Assembly and the Standing Committee of the National Assembly; fulfilling their nhiệm vụ in leading and directing the National Assembly Office to coordinate with Viettel Group to achieve many good results and receive high praise from the National Assembly leadership.

At the same time, we acknowledge and highly appreciate the proactive approach of Viettel Group and other businesses that have collaborated with the Standing Committee of the National Assembly and the National Assembly Office in researching and developing digital infrastructure and platforms, information systems, and applications to serve the activities of the National Assembly.

The coordination has been implemented in a synchronized, systematic, and comprehensive manner across seven key areas: institutional building; building the Digital Parliamentary Architecture; developing digital data and digital application platforms; ensuring infrastructure; information security; developing digital human resources; and developing specific applications that have been put into operation. Many applications have already been put into practice with good results and have been highly appreciated by the Speaker of the National Assembly, the Standing Committee of the National Assembly, and National Assembly deputies.

"The implementation of these projects has helped the National Assembly's digital transformation achieve good results, significantly reducing paperwork, enhancing transparency and openness; and contributing to changing working methods and habits," the Vice Chairman of the National Assembly affirmed.

Regarding future tasks, the Vice Chairman of the National Assembly basically agreed with the proposals of the National Assembly Office and Viettel Group. In addition, he requested the National Assembly Office to proactively develop a plan to address the shortcomings and limitations mentioned, accelerate the completion and official commissioning of the systems and software that have been successfully tested, and finalize the procedures for them.

The remaining software projects require expedited acceptance testing and payment procedures; priority should be given to systems that directly support legislative activities, oversight, and decision-making on important national issues, especially software for election work. For software already used effectively by the National Assembly and needed by localities, the deployment of shared software with localities should be accelerated.

In addition, the plan includes continuing to update and promulgate the National Assembly Digital Architecture 2.0; building a National Assembly digital data center synchronized with the digital data of the Party, Government, and other agencies, to be completed in the third quarter of 2026; deploying a shared confidential operational management system; developing and promulgating the National Assembly's Artificial Intelligence Application Strategy in coordination with Viettel Group; and supplementing the system for monitoring the implementation of laws and resolutions of the National Assembly, documents of the Standing Committee of the National Assembly, and directives of the Speaker and Vice-Speakers of the National Assembly.

Regarding the issue of ensuring information security, safety, and confidentiality, Vice Chairman of the National Assembly Nguyen Khac Dinh suggested that the National Assembly Office continue to closely coordinate with Viettel Group, the Ministry of National Defense, the Ministry of Public Security, and the Government Cipher Committee; establish internal regulations clarifying the process, responsibilities, and timeframes for handling tasks, and overcome delays and shirking of responsibility. At the same time, there is a need for specific mechanisms and policies to attract and utilize skilled experts in data security and artificial intelligence.

The Vice Chairman of the National Assembly also noted that the agencies should submit to the Standing Committee of the National Assembly a Regulation on coordination in the application and use of information technology and digital transformation in the National Assembly, its agencies, and the National Assembly Office; based on which a set of criteria and indicators for evaluating each agency, unit, and individual should be formed.

Regarding Viettel Group, the Vice Chairman of the National Assembly requested that they continue to pay attention to and focus resources on supporting the National Assembly Office in researching, developing, and perfecting the National Assembly Digital Architecture 2.0, and technological solutions to ensure progress, quality, and information security; strengthen the allocation of high-quality human resources and support the National Assembly's agencies and the National Assembly Office in training personnel in digital technology; and proactively propose new solutions and applications.

The Vice Chairman of the National Assembly requested that the National Assembly's agencies strengthen their responsibilities and participate fully and substantively in the testing and evaluation process of the information system; promote the regular participation of officials, civil servants, and National Assembly deputies in their respective agencies and units; accelerate the implementation of digital transformation, moving towards the complete elimination of paper documents, except for confidential documents; and coordinate with the National Assembly Office in related tasks.
