On the morning of January 12th, National Assembly Vice Chairman Tran Quang Phuong, a member of the National Election Council, led a working group to supervise and inspect the preparations for the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term in Quang Tri province.

Deputy Speaker of the National Assembly Tran Quang Phuong commended the meticulous, synchronized, and compliant assignment of tasks and coordination between the Election Committee, the People's Council, the Vietnam Fatherland Front Committee of Quang Tri province, and relevant agencies in organizing the election. He noted that the diverse, rich, and effective information and propaganda work, along with impressive visual presentations, created a joyful and enthusiastic atmosphere among the people leading up to election day.

The Vice Chairman of the National Assembly noted that the term of the 15th National Assembly and the People's Councils at all levels for the 2021-2026 term have been shortened. The election date for the 16th National Assembly and the People's Councils at all levels for the 2026-2031 term is March 15, 2026, which is about two months earlier than previous elections. Therefore, the implementation work will be very urgent, especially the period from after the 14th Party Congress to the election day and from the election day to the first session of the National Assembly and the first session of the People's Councils. The election is taking place in the context of streamlining the apparatus, with newly reorganized central agencies, and provincial-level administrative units being reorganized, merged, and organized according to a two-tiered local government model. Therefore, relevant parties need to strengthen training and professional development for this workforce.

Quang Tri province continues to lead, direct, and thoroughly understand the role and significance of the election, considering it a particularly important political task for the entire political system in the first quarter of 2026. The province successfully organized the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term in accordance with the law, safely, economically, and truly as a national festival, a festival for all the people.

The province needs to continue implementing the steps, processes, and procedures from now until and after the election, ensuring strict adherence to the legally mandated deadlines. Specifically, the province must establish the Election Committees within the timeframe stipulated by the Election Law; and organize the second and third consultative conferences to finalize the official lists of candidates for National Assembly and People's Council representatives, ensuring the required quality, quantity, structure, composition, and surplus of candidates (no later than February 20, 2026).

Quang Tri province needs to comply with and closely follow the directives of the Central Government, paying attention to the candidates for National Assembly representatives nominated by the Central Government to the locality. The province must promptly detect and handle cases in accordance with regulations, ensuring that no individuals with subversive intentions are included in the list of candidates. The province needs to continue reviewing, updating, and supplementing the voter list to ensure the voting rights of citizens, especially those working or studying far from home, people with disabilities, and the elderly. The relevant authorities must post the voter list (no later than February 3, 2026); and compile, publish, and post the list and brief biographies of candidates in a scientific, accurate, and complete manner (no later than February 27, 2026).

Quang Tri Provincial Party Secretary Nguyen Van Phuong delivered a speech at the conference.

Quang Tri province needs to promptly address citizens' opinions and suggestions in accordance with regulations; and pay attention to resolving complaints and denunciations related to candidates for National Assembly and People's Council representatives. Relevant parties should strengthen their efforts to understand the situation and public opinion, improve forecasting, and resolve emerging issues at the grassroots level.

During the working session, members of the delegation discussed and provided feedback to clarify issues related to ensuring security and order, developing response plans for unexpected situations; the proportion and structure of delegates, especially ethnic minorities; and thorough preparation for the second and third rounds of consultations.

Mr. Hoang Nam reported that there are still some difficulties and obstacles in filling out the candidacy application and biographical summary on the National Election Council's website; in particular, saving or sending the declaration results frequently fails and requires repeated attempts. After completing the declaration, the software does not display the updated list of those who have declared, making it impossible to track, adjust, or supplement the declaration. Quang Tri province requested the National Election Council to consider resolving this issue. Regarding the declaration of assets and income of candidates, the province requested the National Election Council to provide guidance on the authority to sign the declaration. In addition, the Politburo has agreed in principle to assign military officers to participate in the Commune-level Military Command, therefore the National Election Council needs to provide guidance to ensure timely implementation and compliance with regulations...

The results of the first consultative conference show that the total number of National Assembly delegates for the 16th term unanimously nominated for election in Quang Tri is 10. It is expected that agencies, organizations, and units will nominate 20 more. The number of delegates for the 9th term of the Quang Tri Provincial People's Council (2026-2031) unanimously nominated for election is 62. It is expected that agencies, organizations, and units will nominate 108 more. At the commune level, the number of delegates for the commune-level People's Councils nominated for election is 1,627. The number of candidates nominated is 2,957...
