The delegation included Comrade Lam Van Man - Member of the Central Committee of the Communist Party of Vietnam, Chairman of the National Assembly's Ethnic Affairs Committee; and Comrade Huynh Thanh Xuan - Vice Chairman of the Vietnam General Confederation of Labor. Representing Quang Ngai province was Comrade Nguyen Duc Tuy - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council. Representing BSR were Comrade Bui Ngoc Duong - Secretary of the Party Committee, Chairman of the Board of Directors; along with other members of the Board of Directors and the General Management Board of the Company.
Reporting to the delegation, BSR Chairman Bui Ngoc Duong stated that BSR is very proud to play an important role in ensuring national energy security. In 2025, BSR achieved remarkable accomplishments and continued to maintain the operation of the Dung Quat Refinery with absolute safety, stability, and continuous operation at high capacity. There were no lost-time work accidents, reaching the milestone of 50 million safe working hours, and to date, the total cumulative safe working hours have reached nearly 55 million hours – a milestone demonstrating its high-level risk management and international standard safety culture.
2025 continued to witness BSR's rapid growth as the Dung Quat Refinery operated at an average CDU capacity of 118% – the highest level since the plant began operations. Production reached 7.92 million tons and sales reached 7.82 million tons of products, affirming its superior operational capacity and pivotal role in ensuring national energy security. Cumulatively since commencing commercial operation, BSR has produced 107 million tons of products, generating 1.87 trillion VND in revenue and contributing 261 trillion VND to the state budget.
The petroleum products supplied to the market by BSR have contributed to ensuring national energy security and national defense; revenue, profits, and contributions to the state budget have contributed to socio-economic stability; and improved the quality of life for people across the country through social welfare activities aimed at spreading the humane and compassionate values of Petrovietnam .
Furthermore, in 2025, BSR also established the BSR Innovation Center to lead research and development of green, clean, and high-value products. By 2025, BSR successfully produced and exported SAF (sustainable aviation fuel), E10 RON95 bioethanol, and commercial granular sulfur. BSR also ranked among the Top 10 Green ESG Enterprises in Vietnam 2025, affirming its strategic direction for sustainable development and commitment to the environment.
BSR has also consistently and effectively carried out social welfare activities, demonstrating its responsibility to the community. Since its establishment, BSR has sponsored over 1,000 billion VND for social welfare activities, focusing on community support. In 2025, BSR disbursed 200 billion VND for these activities; including funding 15 STEM education practice rooms with a total value of 52.5 billion VND; disaster relief, flood relief, education, healthcare, and other activities. These activities affirm BSR as a leading enterprise that is responsible, humane, and committed to social development.
Deputy Speaker of the National Assembly Vu Hong Thanh highly appreciated the results achieved by BSR in the past period, especially the safe and stable operation of the Dung Quat Refinery at high capacity amidst the volatile global energy market. Deputy Speaker Vu Hong Thanh also acknowledged the efforts of the BSR leadership and employees in continuously improving production and business efficiency, making significant contributions to the State budget, and affirming the enterprise's pivotal role in ensuring national energy security.
Comrade Vu Hong Thanh also commended BSR's pioneering efforts in deploying green products, contributing to promoting energy transition and implementing ESG criteria, demonstrating a strategic vision in line with the trend of sustainable development. Besides its effectiveness in ensuring national energy security and business operations, the Vice Chairman of the National Assembly also highly appreciated BSR's large-scale and practical social welfare activities in recent years. In particular, the program to build STEM rooms, support education and healthcare, and mitigate the consequences of natural disasters, thereby spreading the image of a socially responsible energy enterprise.
The Vice Chairman of the National Assembly wished all BSR employees a warm and healthy spring season... Comrade Vu Hong Thanh also hoped that the BSR collective would continue to uphold the tradition of unity, discipline, and creativity; maintain safe and stable operation of the Dung Quat Refinery; complete and exceed production and business targets, and make increasingly significant contributions to the state budget and national energy security.
Deputy Speaker of the National Assembly Vu Hong Thanh also expressed confidence that, with the courage, intelligence, and spirit of serving the Fatherland that have been proven in practice, BSR will enter the new year with new momentum and determination, continue to make strong breakthroughs, and achieve even more success, worthy of the trust of the Party, the State, and the people.
Within the ecosystem of the Vietnam National Energy and Industry Corporation (Petrovietnam), BSR is one of the leading units in the country's petrochemical refining sector. Furthermore, BSR actively contributes to the state budget, becoming an important driving force for economic development in the Central region. Particularly in this new development phase, the project to establish the National Petrochemical and Energy Center in Quang Ngai has positioned the Dung Quat Refinery (managed and operated by BSR) as the crucial "nucleus" of the Center. Thanks to the efficient operation of the Dung Quat Refinery and the flexible implementation of development strategies, BSR has achieved many positive business results, making a significant contribution to Petrovietnam's mission of ensuring "5 Safeties" and "5 Bests". |
