
The delegation included Comrade Lo Van Huong - Deputy Secretary of the Party Committee of the Provincial People's Committee; and representatives from the leadership and specialized units of the following departments and agencies: Construction, Agriculture and Environment, the Provincial Land Fund Development Center, and the Office of the Provincial People's Committee.
During the working session with the communes, the consulting unit provided a quick report on the progress of the commune planning. Specifically, on June 16, 2025, the Standing Committee of the National Assembly approved Resolution No. 1670/NQ-QH15 on the rearrangement of commune-level administrative units in Lai Chau province in 2025. Accordingly, Nam So commune was established based on the rearrangement of the entire natural area and population of Nam So and Ta Mit communes. Currently, the commune's area is 26,351.18 hectares; the population is 10,525 people; comprising five ethnic groups: Kinh, Thai, Mong, Dao, and Giay.

On January 9, 2026, the Provincial People's Committee issued Decision No. 49/QD-UBND approving the general planning task for Nam So commune, Lai Chau province, until 2045. Based on the commune's planning task approved by the Provincial People's Committee, the Nam So Commune People's Committee is proceeding with the next steps to select a consulting unit to prepare the plan in accordance with regulations.
The proposed plan for the arrangement of main functional areas within the commune includes: the commune center; an area for agricultural and forestry economic development; an area for industrial and handicraft development; and a tourism and service area…
Regarding technical infrastructure planning: Focus on planning and developing a synchronous socio-economic infrastructure, especially inter-commune and inter-village roads, irrigation systems, domestic water supply, production infrastructure, and tourism infrastructure. Muong Kim commune was established by merging the entire natural area and population of the communes of Muong Kim, Pha Mu, Ta Hua, and Ta Mung. Currently, the commune covers an area of 31,610.40 hectares and has a population of 20,352 people, comprising four ethnic groups: Thai, Mong, Kho Mu, and Kinh. After operating under a two-tiered local government model, Muong Kim commune assigned the task of organizing the general planning and issued a plan for organizing the general planning of the commune. The Economic Department of Muong Kim commune selected a qualified unit to prepare the planning task outline in accordance with the law.
The general planning of Muong Kim commune includes the commune's administrative center; the adjacent service center; and the development of small-scale industries and services in various sub-regions. The goal is for Muong Kim commune to become an administrative, service, and cultural tourism center for the eastern part of the Ban Chat hydroelectric reservoir, while also serving as an ecological agricultural and forestry area and experiential tourism destination in the western part. A regional trade and service development axis will be formed along National Highways 279, 279D, and the commune's central axis, acting as a driving force for the commune's overall development. Simultaneously, the plan aims to exploit the potential advantages of the Ban Chat hydroelectric reservoir, the high mountain landscape, agricultural land, and the unique cultural identity of the Ta Mung ethnic group, linking development with environmental protection and population stability.

Khoen On commune was established by combining the entire natural area and population of Khoen On and Ta Gia communes. Currently, the commune covers an area of 18,987.18 hectares and has a population of 10,677 people, comprising three ethnic groups: Thai, Mong, and Khmu. Khoen On commune has now implemented the general planning task for the commune until 2045 in accordance with regulations.
The general planning for Khoen On commune will include: the commune center; the agricultural and forestry economic development area; and the tourism and service area. The technical infrastructure planning will focus on the synchronous planning and development of socio-economic infrastructure, especially inter-commune and inter-village roads, irrigation systems, water supply, production infrastructure, and tourism infrastructure. Investment and upgrading will be undertaken to create new inter-provincial roads connecting Lai Chau and Son La; and Lai Chau and Lao Cai. During the working session, representatives from the local Party committees, government, and specialized departments of Nam So, Muong Kim, and Khoen On communes focused on solutions to ensure the feasibility of commune planning. Members of the working group also raised several issues that Nam So, Muong Kim, and Khoen On communes need to address in the future.
Concluding the meeting, Mr. Ha Trong Hai, Vice Chairman of the Provincial People's Committee, requested that Nam So, Muong Kim, and Khoen On communes agree on the principle that planning must precede development, serving as both a management tool and a driving force for growth. Planning should not only provide general guidance but must also be linked to production, investment efficiency, and the creation of concrete economic value.
Based on the approved provincial planning and five-year socio-economic development plan, localities should urgently review and fully update the current state of development, accurately assess potential, advantages, and newly emerging factors. It is necessary to clarify the general aspects to align with the province's orientation, while also clearly identifying the specific characteristics and advantages of each commune to organize appropriate and effective development.

Recognizing that public investment plays a leading role, it must be focused on key projects with a ripple effect, especially connecting transportation infrastructure and essential infrastructure serving production development. However, localities must proactively seek and exploit their own advantages. At the same time, there must be a unified economic development orientation based on the pillars of agriculture, industry, services, and four strategic breakthroughs: institutional reform, improving the quality of human resources, promoting digital transformation, and infrastructure development, with a priority on transportation infrastructure.
The Department of Construction plays a key role in updating, adjusting, and providing information on provincial planning, key economic zones, and new development orientations to departments, agencies, and localities for unified implementation. When developing plans, communes must adhere closely to the province's overall orientation, clearly defining their position and role within the overall development. The organization of development space must be linked to major transportation axes, strengthening regional and inter-district linkages, and exploring expanded cooperation with neighboring localities based on a thorough assessment of potential and actual conditions, ensuring harmonious and sustainable development. Continued emphasis should be placed on developing new rural residential areas in a green, clean, beautiful, and sustainable direction; planning and arranging new residential areas must be synchronized from the outset, creating a long-term foundation for socio-economic development and improving people's lives.
