On the morning of March 20, Comrade Le Duc Giang, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Head of Working Group No. 4 of the province on inspection, urging, removing difficulties and obstacles and promoting disbursement of public investment capital, national target programs and the Socio -economic Recovery and Development Program in 2024, inspected the field and chaired a working conference on the progress of implementation and disbursement of public investment capital in 2024 of units under the responsibility of Working Group No. 4.
Joining the working group were members of the working group; representatives of leaders of relevant departments, branches, units and localities.

The project of the Road connecting Tran Phu Street to Nam Bim Son 6 Street, Bim Son Town has a total investment of nearly 336 billion VND; of which, the central budget supports 117 billion VND for construction costs; Bim Son Town budget capital, land use fee revenue regulated to the town budget and other legally mobilized sources to implement the remaining part. The project implementation period is from 2022 to 2025. Up to now, the investor has handed over the entire bridge site and about 35% of the road site to the contractor, with the completed volume on site of about 58 billion VND, equivalent to 22.5% of the contract value.
The working group inspected the construction of the Tam Diep dike and Ha Lan bridge investment and upgrading project, Bim Son town.
For the investment in construction and upgrading of Tam Diep dike and Ha Lan bridge, Bim Son town has a capital of more than 268.6 billion VND. Of which, the provincial budget capital ensures no more than 50% of construction and installation costs and the budget capital of Bim Son town, the land use fee revenue is regulated to the budget of Bim Son town and other legally mobilized sources of 183.58 billion VND. The project implementation period is in the years 2022-2025. The accumulated disbursed capital to date has reached more than 67.8 billion VND. The project's capital payment in 2024 is more than 39.5 billion VND, of which the source from the provincial budget is nearly 29.6 billion VND, reaching 73.92%.
After listening to the leaders of Bim Son town report on the implementation and difficulties in project construction such as counterpart funds from the town budget, lack of earth filling materials due to the capacity of local mines not meeting the project's needs, Vice Chairman of the Provincial People's Committee Le Duc Giang acknowledged the local efforts in implementing the project; at the same time, suggested and requested Bim Son town to study and proactively find solutions to remove difficulties in counterpart funds; proactively clear the site so that the project can be implemented as soon as the budget is balanced and regulated.
Representatives of the Department of Planning and Investment reported on the results of public investment disbursement of investors and localities under the responsibility of working group No. 4.
Working with investors and localities in the areas and fields inspected by Working Group No. 4, Vice Chairman of the Provincial People's Committee Le Duc Giang and the working delegation also grasped the current situation and progress of project implementation at each investor, locality and specific project.

According to the report of the Department of Planning and Investment, the total state budget capital plan allocated in detail by the province to 9 investors and localities under Working Group No. 4 in 2024 is more than 718 billion VND for 36 projects. As of March 12, the total capital disbursed to investors was more than 146.5 billion VND, reaching 20.42% of the assigned capital plan, higher than the average disbursement rate of the province of 7.22% and accounting for 8.7% of the total disbursed capital of the whole province.
Chairman of Bim Son Town People's Committee reported difficulties in implementing the project of Traffic Road connecting from Tran Phu Street to Nam Bim Son 6 Street, Bim Son Town.
Of the 9 units, 3 units have disbursed more than and met the disbursement plan as directed by the Provincial People's Committee, including: Bim Son Town 21%; Trieu Son District 23.2%; Cam Thuy District 25.6%. The remaining 6 units have not disbursed as planned as directed by the Chairman of the Provincial People's Committee; of which, as of March 12, 2 units, the Department of Agriculture and Rural Development and the Party Committee of the Provincial Agencies and Enterprises, have not disbursed. The remaining 4 units are: Management Board of Investment Projects for Construction of Agricultural and Rural Development Works and the districts: Dong Son, Thach Thanh, Muong Lat, have disbursed lower than required.
Through direct conferences and online connections, representatives of investors and localities reported and explained difficulties and obstacles in the implementation of construction and disbursement of public investment capital. Of the 36 projects of 9 investors, 9 projects encountered difficulties and obstacles in site clearance and resettlement; 1 project encountered difficulties in the shortage of construction materials; 3 projects encountered other specific difficulties.

Concluding the conference, the Vice Chairman of the Provincial People's Committee acknowledged and commended the efforts of the investors in the implementation, construction direction as well as disbursement of the allocated capital. These efforts have produced positive results when the disbursement progress of the group of investors and localities under the responsibility of Working Group No. 4 is higher than the average disbursement rate of the whole province. In particular, he acknowledged and encouraged the investors when they all spoke and committed to disbursing 100% of the capital this year.
Vice Chairman of the Provincial People's Committee Le Duc Giang delivered a concluding speech at the conference.
With the difficulties affecting the progress of projects, slowing down the disbursement of capital, especially in site clearance work, he requested localities to apply approved legal documents, proactively carry out compensation pricing and site clearance according to regulations; at the same time, mobilize the participation of the Vietnam Fatherland Front, mass organizations to propagate and mobilize people to agree, voluntarily hand over the site, donate land, and create favorable conditions for project implementation.

The Vice Chairman of the Provincial People's Committee affirmed that the disbursement of public investment capital is an important task for stimulating socio-economic development. Therefore, based on the specific assigned tasks and the disbursement progress as required by Directive No. 01/CT-UBND dated January 26, 2024 of the Chairman of the Provincial People's Committee, investors need to be proactive and flexible in overcoming difficulties and strive to disburse 100% of the assigned capital.
