Vice Chairman of the Provincial People's Committee Quach Tat Liem held a meeting to discuss speeding up the progress of the Hoa Binh - Moc Chau Expressway project.

On October 24, Comrade Quach Tat Liem - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired a conference to listen to reports on the construction progress and compensation, support and resettlement of the Hoa Binh - Moc Chau Expressway project (section from Km19+000 - Km53+000 in the province). Attending the conference were leaders of relevant departments, branches, units and People's Committees of the communes: Da Bac, Cao Son, Tien Phong, Tan Mai.

According to the report of the Hoa Binh Regional Project Management Board, the Hoa Binh - Moc Chau Expressway project in the province has so far handed over 30.7km of land to construction units, reaching 97%. The project has 4 construction packages, with a total implementation value of about 382.5 billion VND, reaching 4.59% of the contract value. Currently, the entire route is implementing 20 construction phases. The capital plan assigned to date is 8,234 billion VND, disbursed over 3,296 billion VND, reaching 39.9%. The capital plan for 2025 is assigned over 6,174 billion VND, disbursed over 2,177 billion VND, reaching 34%. The work of moving technical infrastructure is being implemented in accordance with regulations.

Leaders of Da Bac Commune People's Committee gave their opinions

On October 22, 2025, the Department of Construction submitted to the Provincial People's Committee for consideration and a written report to the Prime Minister for permission to expand the Hoa Binh - Moc Chau expressway from a scale of 2 lanes to a scale of 4 lanes in the completion phase, as a basis for implementing the next steps.

Discussing at the conference, delegates pointed out a number of difficulties and obstacles in project implementation such as: escalating material prices, scarce supply sources; low reserves of material mines, incomplete legal procedures causing difficulties in construction work; difficulties in construction materials in the early stages due to material mines being far from the construction site, difficult transportation by waterway... At the same time, they proposed and recommended a number of issues to better perform the assigned functions and tasks.

Concluding the conference, Vice Chairman of the Provincial People's Committee Quach Tat Liem acknowledged the efforts of departments, branches, localities and contractors in implementing the Hoa Binh - Moc Chau Expressway project in the province. In the coming time, he requested relevant departments and branches to closely coordinate with localities where the project passes through and contractors to focus on doing a good job of propaganda to gain people's consensus and support; promptly remove difficulties and obstacles in implementation, and adjust the project to suit reality.

In particular, the Vice Chairman of the Provincial People's Committee assigned localities and units a specific deadline for compensation payment; proactively organize legal enforcement in cases of intentional non-compliance (if any); speed up the relocation of technical infrastructure, power lines, telecommunications... to soon complete site clearance and handover to contractors.

For the Hoa Binh Regional Land Fund Development Center, priority should be given to arranging and assigning personnel to organize the inventory and make plans for site clearance for the area serving the relocation of power lines in the communes of Da Bac, Cao Son, Tien Phong and the area arising outside the old boundary of the project in Tan Mai commune.

With any problems arising during the implementation process, contractors must promptly report to agencies and units for timely handling, no more than 5 days. He also requested the Project Management Board to work in detail on each bid package, conduct field inspections, ensure that contractors overcome difficulties and carry out construction synchronously. Implement legal procedures to take excess soil and rock from the Hoa Binh Hydropower Plant expansion to speed up construction...

At the same time, clarify the cause and handle contractors according to the contract if there is a delay (if any); apply technology in construction supervision to ensure quality and technique; urgently speed up the payment acceptance, avoid delays, create financial conditions for contractors; proactively consider advances for qualified bid packages.
