Ensuring supply before, during and after Tet

- In the last months of the year and during the Lunar New Year, commercial activities are often bustling. Could you tell us how the supply of goods to serve the consumer needs of the people during the upcoming Tet holiday is being prepared?

- The supply of goods in the city is promoted through traditional sales channels including: 30 shopping malls, 131 supermarkets, 469 markets, over 2,000 convenience stores and tens of thousands of grocery stores. Along with that are multimedia sales channels, including 240 websites providing e-commerce services and sales channels via phone, shopping applications... of the traditional distribution system.

The Department of Industry and Trade has also directed production and business units to promote the application of information technology in production and business activities, linking e-commerce with traditional commerce. Thereby, expanding the consumption market, shopping channels and non-cash payment methods such as bank cards, vouchers, e-wallets, etc.

- To ensure the supply of goods for the Lunar New Year 2026, how have businesses planned to stockpile goods, sir?

- To ensure the supply of essential goods to serve the people during the Lunar New Year of Binh Ngo 2026, the Department of Industry and Trade directs enterprises and production and business units in the area to develop production and business plans; proactively develop plans to reserve goods to increase by 10% -20% compared to other months of the year. The total amount of reserve goods that need to be prepared includes 301,050 tons of food, 60,210 tons of pork, 16,381 tons of beef, 16,726 tons of seafood, 334,600 tons of vegetables, tubers, and 500 tons of cakes, jams, candies and other items.

Business units are instructed to organize sales regularly and continuously, diversifying sales forms; at the same time, implementing promotional programs to stimulate consumption. Business locations must be neatly decorated, ensuring environmental hygiene, security and order, fire prevention and fighting safety, creating favorable conditions for people to shop.

Enterprises have been offering attractive promotional programs for the end of 2025 and upcoming promotional programs for the Lunar New Year. In particular, from December 1, 2025 to January 18, 2026, enterprises of all economic sectors in the city participating in the National Concentrated Promotion Program 2025 will be eligible for a maximum promotion of up to 100% of the value of goods and services, instead of the usual limit of 50%.

- Is there any difficulty in bringing Vietnamese goods to rural areas and suburbs of Hanoi, sir?

- The program of bringing Vietnamese goods to suburban areas has recently received positive response from the people and support from local authorities. The Department will coordinate with units to organize Vietnamese goods sales activities so that people can participate and purchase OCOP products and specialties with quality and reasonable prices.

Implementing the campaign "Vietnamese people prioritize using Vietnamese goods" in 2025, the Industry and Trade sector has organized programs to bring Vietnamese goods to suburban areas such as: Vietnamese goods week; Vietnamese markets in Me Linh, Thach That, Dong Anh, Thanh Oai communes in October and November 2025, with a scale of about 80 booths, contributing to promoting and introducing OCOP products, handicrafts, and typical local products.

However, businesses involved in bringing Vietnamese goods to suburban areas, especially distribution units, have to cover many transportation and personnel costs, while sales are low, so sales units often do not make a profit. In addition, technical support and after-sales activities for some equipment products, electronics, household goods, etc. are still very difficult after sales, so they have not attracted a large number of businesses in the industry to participate.

Boosting consumer demand

- Hanoi is in the biggest shopping season of the year. To boost consumer demand in the last months of the year, what solutions has Hanoi implemented, is implementing and will implement, sir?

- Hanoi is implementing the "45 days and nights" campaign to achieve the target of GRDP growth of over 8% in 2025, aiming for double-digit growth in 2026. The Department of Industry and Trade continues to promote digital transformation in trade, promote supply-demand connection and protect consumer rights in both direct and digital shopping models.

Specifically, the city has implemented many solutions to promote economic development, stimulate consumption and increase total retail sales, consumer service revenue, while creating favorable conditions for businesses to develop production and connect trade. In addition, the city has also improved the effectiveness of investment, trade and tourism promotion programs and implemented diverse contents of the Campaign "Vietnamese people prioritize using Vietnamese goods".

Thanks to these measures, in the first 11 months of 2025, Hanoi achieved impressive growth with total retail sales of goods and consumer service revenue reaching VND877.2 trillion, up 13% over the same period last year; of which retail sales of goods reached VND549 trillion, accounting for 62.6% of the total and up 12%.

Currently, the city is continuing to implement the "Hanoi City 2025 Concentrated Promotion Program" as part of a series of events to stimulate domestic demand and respond to Vietnam Grand Sale 2025 launched by the Ministry of Industry and Trade. The program has mobilized nearly 1,000 points of sale and more than 500 participating businesses, with the number of direct shoppers reaching more than 100,000, along with millions of online transactions.

Hanoi also pioneered the implementation of the "Hanoi Midnight Sale" model with discounts of up to 70%-100%, creating a distinctive brand for the city during the stimulus season. The number of customers coming to shop at retail systems increased by more than 135%-200%, revenue increased by 85%-135% at participating points of sale compared to weekdays. The number of online shopping visits of e-commerce platforms recorded an increase of 150%-200% compared to weekdays, demonstrating the strong development of e-commerce and digital consumer behavior.

- Domestic consumption is an important driving force for economic growth. What are your expectations for the implementation of stimulus programs this year?

- The Hanoi Department of Industry and Trade has been and will continue to implement solutions to strengthen consumer purchasing power, not only from now until Lunar New Year but also throughout 2026. All implemented solutions will contribute to achieving the city's GRDP growth target and ensuring the supply of goods, stabilizing the market and controlling food safety at the end of 2025 and the Lunar New Year of Binh Ngo 2026.

- In the last months of the year, increased consumption demand often creates loopholes for smuggling activities, counterfeit production, bringing goods of unknown origin to the market or unreasonable price increases. To prevent this, what solutions has the Hanoi Department of Industry and Trade implemented to protect consumer rights, sir?

- Smuggling, trading in prohibited goods, trade fraud and food safety violations often become complicated during Tet, especially for goods serving festival needs. Combat measures have been strengthened, in which the Hanoi Market Management Department will inspect and strictly handle acts of speculation, hoarding, violations of regulations on selling prices, products of unknown origin, and products that do not ensure quality and food safety. The Department will closely monitor the supply and demand situation and prices of essential goods to promptly detect and handle shortages, scarcity or sudden price increases.

During the inspection process, the authorities will combine propaganda and require organizations, individuals and business households to strictly comply with legal regulations on prices. Information on violations will be made public according to regulations, in order to deter and raise public awareness.
