Deputy Prime Minister Tran Hong Ha chaired a meeting of the National Steering Committee on combating IUU fishing.

(gialai.gov.vn) – On the morning of November 2, Deputy Prime Minister Tran Hong Ha chaired the 24th meeting of the National Steering Committee on Combating Illegal, Unreported and Unregulated Fishing (IUU). The meeting was held directly at the Government headquarters and connected online to coastal provinces and cities. Attending the meeting at the Gia Lai provincial bridge were Vice Chairman of the Provincial People's Committee Duong Mah Tiep; and representatives of leaders of relevant departments, branches and localities.

According to a report by the Ministry of Agriculture and Environment , from November 25 to December 1, 2025, ministries, branches and localities completed 101/101 assigned tasks under the direction of the Government.

Regarding the management of fishing activities, during the week, localities inspected and monitored 1,660 ships leaving the port and 1,457 ships arriving at the port, recording aquatic product output through the eCDT system reaching more than 3,113 tons. The activities of confirming and tracing the origin of aquatic products continued to be strictly maintained, with 195 receipts, 29 SCs and 01 CC issued through the electronic system, contributing to improving transparency and meeting the requirements of the import market.

Regarding handling violations, during the week, local authorities discovered and handled 23 cases/39 vessels violating regulations on vehicle monitoring devices (VMS), mainly related to disconnection or failure to maintain signals as required. The total amount of fines during the week reached more than 747.5 million VND. At the same time, the Ministry of Public Security is continuing to expand investigations into cases related to organizations and individuals violating the law on seafood exploitation, especially cases related to shipments exported to the European market.

Along with the whole country, last week, Gia Lai province resolutely carried out tasks to combat IUU fishing according to the direction of the Central Government and in accordance with local practices. As of December 1, 2025, the whole province had 5,743 registered fishing vessels (9 vessels less than the previous week). Of which, 100% of fishing vessels have been updated to the VNFishbase system. 100% of the data reconciliation of fishing vessels, digitization, and identification of 5,743 fishing vessels have been completed in sync with VNFishbase data and the Population Database (VneiID). During the week, the province did not record any cases of fishing vessels exceeding the permitted sea boundaries, losing connection for more than 10 days, or losing connection for more than 6 hours.

At the conference, delegates discussed and proposed solutions to thoroughly address existing problems and limitations in the fight against IUU fishing, such as: maximizing resources; continuing to implement peak months of patrolling and controlling in sea areas bordering countries in the region; organizing inter-sectoral working groups to inspect anti-IUU work in localities...

In his concluding remarks, Deputy Prime Minister Tran Hong Ha requested ministries, branches and localities to continue handling cases of fishing vessels violating IUU fishing, losing VMS connection, exceeding permitted fishing boundaries at sea, and violating foreign waters that arise in reality.

The Deputy Prime Minister requested ministries and branches, according to their functions, to urgently review and amend the 2017 Fisheries Law; complete the system of legal documents, ensuring a full legal corridor for fisheries management according to international standards. Request the Ministry of Agriculture and Environment to promptly advise the Government to issue a specific Resolution on the fisheries sector; unify regulations on registration, inspection, deregistration of fishing vessels and management of fleet records. Strengthen the application of digital and modern technology to better control fishing activities. Continue to complete national fisheries data to create a basis for effectively implementing tasks related to combating IUU fishing; establish inspection teams to grasp the situation of combating IUU fishing in localities.

The Deputy Prime Minister requested coastal localities to enhance the responsibility of their leaders; tighten control of ships entering and leaving ports, enhance traceability, and monitor output. Along with that, it is necessary to ensure that reported data is 100% accurate; at the same time, promptly submit to the Government a livelihood plan for fishermen after converting their fishing profession for ship owners who are not qualified to exploit aquatic products.
