The localities propose and propose to the Deputy Prime Minister to direct ministries and agencies to urgently issue or submit guiding documents for promulgation to create consistency and synchronization for the implementation of the Programs. submissions of the Mekong Delta localities; consider adjusting the poverty reduction targets in ethnic minority areas to ensure it is consistent with the reality of each locality; propose to supplement regulations on support policies after communes and hamlets in ethnic minority areas are recognized as meeting new rural standards.

The slow disbursement of funds is due to the awkwardness of sectors and localities in the province in integrating the three National Target Programs. In the coming time, Bac Lieu commits to make efforts to remove difficulties and obstacles in order to strive to disburse funds for the Programs to reach over 3%.

Addressing the conference, Deputy Prime Minister - Tran Luu Quang highly appreciated the efforts and determination of localities in the Mekong Delta in building new rural areas, especially the integration of National Target Programs to create new achievements. encouraging results. However, the implementation process of NTPs has many difficulties and shortcomings, mainly because the locality has not really determined and done it to the right place. Comrade Tran Luu Quang suggested that localities facing any problem should immediately send it to the Ministry in charge of that problem, and at the same time, the ministries must give a written reply to the localities within 7 days; Relevant ministries shall develop and issue manuals to guide the implementation of NTP programs using paper boards and soft files to serve as a basis for localities to implement uniformly and synchronously.
The Deputy Prime Minister affirmed that the Government's point of view and spirit is to decentralize the implementation of the Programs to localities. However, central ministries and branches will assign officials in charge of assisting localities in removing difficulties and obstacles in the implementation process. Regarding the capital allocated in 2023, Comrade Tran Luu Quang requested localities to use up all allocated resources this year to create motivation to promote the effectiveness of the Programs.
