Minister of Justice Nguyen Hai Ninh said that the Ministry of Justice has never had as many heavy and complicated tasks as it does today. This is because our country is carrying out a revolution to perfect institutions in the spirit of Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovating the work of building and enforcing laws to meet the requirements of national development in the new era. One of the important highlights in the Resolution is to innovate thinking and orientation of law-making in the direction of both ensuring the requirements of state management and encouraging creativity, liberating all productive forces, and unlocking all development resources. This has had a great impact on the work of building laws.

The Minister stated that our country is entering a new era with many goals and tasks set out and need to be completed with a specific roadmap. The current way of making laws has changed. Previously, it was chaired by the National Assembly agencies, but now the Government and ministries and branches are responsible to the end. The Ministry of Justice not only appraises but also has to work with ministries and branches to review the technical aspects of drafting documents. However, the judicial officers have all made great efforts to complete the assigned tasks.

Reporting on the situation of building and perfecting institutions and laws, Deputy Minister of Justice Nguyen Thanh Tinh informed that in the 2021-2025 term, the Ministry has focused on leading, directing and managing judicial work in a unified and synchronous manner. The Ministry has proactively and actively advised the Government, the National Assembly and the Party Central Committee to propose major and key policy orientations in legal reform, judicial reform, building and perfecting the socialist rule-of-law State of Vietnam and the socialist-oriented market economic institution.

In particular, the Ministry has advised on the issuance of Resolution No. 66-NQ/TW; proactively deployed and completed the tasks of the Standing Agency of the Central Steering Committee on institutional and legal reform; directly assisted the Government in presiding over and monitoring the implementation of Resolution 66-NQ/TW.

The work of disseminating and educating the law has many innovations, closely following the requirements of practical life, strongly applying digital technology and artificial intelligence to help people access legal policies as quickly as possible. The Ministry of Justice has coordinated with relevant agencies to promptly build and officially operate the National Law Portal with a series of new utilities. The Ministry expects this place to become a reliable address for providing and looking up legal information, answering questions of people and businesses through the application of legal AI, receiving feedback and recommendations on difficulties in the process of implementing legal documents...

However, the quality of some draft laws and decrees prepared by some ministries and branches for quality appraisal is still limited, some documents are not of sufficient quality to be submitted to the Government, and are required to be re-prepared and appraised many times. Some quality appraisal reports do not meet requirements; the rate of handling bottlenecks in the legal system is still low; the reception and response to feedback and recommendations from people and businesses is still incomplete and untimely. The implementation of digital transformation and the construction of databases to improve the effectiveness of state management in some areas of ministries and branches is still behind schedule compared to the planned progress.

Deputy Prime Minister Ho Quoc Dung highly appreciated the efforts of the Ministry of Justice in recent times, and emphasized that institutional improvement is a major issue in the context of our country carrying out parallel revolutions on institutions and apparatus, bringing the country to development. If we want the country to develop, we must improve institutions, and the arrangement of the government apparatus also starts from institutions. The Ministry of Justice has played a good role in advising the Government in law-making, coordinating the law-making of ministries and branches; no document is slow.

The Ministry of Justice has advised the Government on the development of a legislative program for the term. This is a very important task, contributing to the institutionalization of social relations; presiding over or participating in the drafting of many good-quality laws and resolutions; the work of appraising legal documents is increasingly focused on, and the quality is improved.

The Deputy Prime Minister pointed out that the backlog of legal documents in ministries is still large, especially the guidance documents and concretization of National Assembly resolutions are still slow.

Deputy Prime Minister Ho Quoc Dung suggested that in the coming time, along with performing regular tasks, the collective leadership of the Ministry of Justice continue to further enhance the sense of responsibility, be more decisive, urgent, and proactive in advising the Government to concretize and institutionalize the Party's policies and resolutions.

The Ministry of Justice must be an exemplary agency, taking the lead in complying with the provisions of the Law on Promulgation of Legal Documents, especially the progress of project completion, the Deputy Prime Minister emphasized.
