This is an important document to promptly institutionalize and organize the implementation of the Law on Government Organization 2025 and carry out the orientation of arranging and streamlining the Government's apparatus, ensuring that there are no legal gaps in the regulations on functions, tasks, powers, organizational structure and number of deputies for organizations and units under ministries and ministerial-level agencies.
According to the Ministry of Home Affairs , the Government's issuance of this Decree is extremely necessary as a basis for ministries and ministerial-level agencies to prescribe the functions, tasks, powers and organizational structure of their affiliated units, in accordance with the context of implementing the arrangement and streamlining of the apparatus organization according to the policies and orientations of the Central Steering Committee and the Government's Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW.
Up to now, the draft Decree still has 3 different groups of opinions related to the regulation of the number of deputies. Specifically, the opinions focus on determining the number of deputies of heads of departments, bureaus, inspectorates, offices and public service units under the organizational structure of the ministry; the number of deputies of heads of branches of type 1 departments; and the number of deputies of heads of teams of branches of type 1 departments.
These are all issues that directly affect the organization and personnel, requiring careful consideration to ensure feasibility and practicality.
After listening to reports and opinions from the Ministry of Home Affairs, Ministry of Finance, Ministry of Justice and the Government Office, Deputy Prime Minister Pham Thi Thanh Tra emphasized that the drafting of the Decree must closely follow the viewpoints and policies of the Politburo as well as relevant Party documents.
According to the Deputy Prime Minister, this is a basic principle to ensure consistency throughout the system and avoid deviation during the implementation process.
Besides, the Decree must strictly comply with legal regulations and the authority of the Government, while ensuring rationality, avoiding equalization, and ensuring decentralization and delegation of power.
Ministries and branches will base on practical conditions to flexibly arrange the number of deputies in the total assigned number, ensuring suitability with functions, tasks and workload.
According to the Deputy Prime Minister, determining the number of deputies should not be too rigid or mechanical because if the regulations are too rigid and do not have the necessary openness, it could affect the efficiency of the apparatus.
Taking the tax sector as an example – a field with a wide scope of management and a huge workload, the Deputy Prime Minister affirmed that “if there are not enough reasonable deputies to manage, the work will be very difficult”.

The Deputy Prime Minister also noted that the arrangement of deputies must comply with the regulations in the 5-year roadmap in the spirit of Resolution 190 of the National Assembly. This is a difficult problem as it must both meet political orientation and be suitable to the practical requirements of each industry and field.
Therefore, there needs to be a balance to ensure synchronization, unity, and connectivity, creating conditions for units to operate effectively, aiming for the highest goal of work efficiency.
An important content mentioned by the Deputy Prime Minister is the requirement to have a roadmap to handle the number of redundant deputies in a reasonable, harmonious and humane manner.
Restructuring is not only an organizational issue but also a human one, so careful and appropriate steps are needed to create consensus.
Deputy Prime Minister Pham Thi Thanh Tra also gave specific comments on each outstanding issue, and assigned the Ministry of Home Affairs to coordinate with the Government Office to absorb and complete the draft Decree to submit to the Government for signing and promulgation next week.
