On the afternoon of November 14th, at the Government headquarters, Deputy Prime Minister Pham Thi Thanh Tra chaired a meeting with the Ministry of Interior and related agencies on the preparations for the 11th National Emulation Congress.
The Congress is scheduled to be held in December 2025 at the National Convention Center, with the participation of senior leaders and former leaders of the Party and State, representatives of central and local ministries, departments, revolutionary veterans, heroes, and heroic Vietnamese mothers. Approximately 2,000 official delegates are expected, with the main focus being the official Congress session.
The Organizing Committee of the Congress established four subcommittees: the Content Subcommittee, the Propaganda Subcommittee, the Logistics Subcommittee, and the Security Subcommittee. The Organizing Committee held three meetings, and the subcommittees and permanent agencies proactively implemented their assigned tasks, ensuring that the schedule and requirements were met.
A representative from the Ministry of Interior stated that, from now until the Congress takes place, several key tasks include: forming delegations and preparing a report on the delegate structure; finalizing a documentary film on the results of emulation movements and commendation work for the period 2021-2025, and the direction and tasks for 2026-2030; organizing and implementing a program to exchange ideas with outstanding role models, honoring "Labor Heroes," "Heroes of the People's Armed Forces," and national emulation fighters; developing a detailed script for organizing the Congress and its regulations; and continuing to promote propaganda about the Congress and the emulation movements and outstanding role models.
Notably, the area where the Congress is held will feature an exhibition showcasing the country's socio -economic achievements after 40 years of reform, along with a photo exhibition on "President Ho Chi Minh and the patriotic emulation movement and the emulation congresses".

Speaking at the meeting, Deputy Prime Minister Pham Thi Thanh Tra acknowledged the efforts of the Central Emulation and Commendation Board (Ministry of Interior), VTV, and related units in the preparation work. The Deputy Prime Minister emphasized that this is a major political and social event, contributing to creating an atmosphere of emulation and enthusiasm ahead of the 14th National Party Congress.
Regarding the content of the documentary film, the Deputy Prime Minister suggested that it should highlight effective and widely disseminated emulation movements over the past five years, such as: the "Nationwide solidarity and joint efforts to prevent, control, and overcome the COVID-19 pandemic" movement; the movement to eliminate temporary and dilapidated houses completed 5 years and 4 months ahead of schedule; the emulation movement to build electricity infrastructure projects and 500 kV power lines; the "Digital literacy movement"...
The Deputy Prime Minister also noted the need to review and honor exemplary individuals in the fight against the pandemic, the development of strategic infrastructure, social welfare, sports, culture, disaster relief, and the promotion of science and technology. He emphasized that many good models and best practices should be replicated to create momentum and spread the spirit of emulation, leading up to the 11th National Emulation Congress, commensurate with the socio-economic development achievements of the past five years, and especially to celebrate the 14th National Congress of the Party.
Deputy Prime Minister Pham Thi Thanh Tra requested that the details regarding the forms of commendation be finalized soon and submitted to the competent authorities for consideration. She also requested that the Organizing Committee of the Congress and related units continue to proactively and seriously implement their tasks, ensuring the successful conclusion of the 11th National Emulation Congress.
