On the afternoon of November 11, at the Government headquarters, Deputy Prime Minister Pham Thi Thanh Tra had a working session with the Ministry of Home Affairs on key tasks from now until the end of 2025.
Reporting at the working session, the leader of the Ministry of Home Affairs said that in October 2025, the Ministry prioritized resources for the work of building and perfecting institutions and policies. Specifically, the Ministry submitted 3 documents and projects to the Politburo ; submitted 3 resolutions to the National Assembly Standing Committee for approval; submitted 4 resolutions and 2 decrees to the Government for promulgation; and reviewed 8 other decrees. The Minister of Home Affairs also issued 7 circulars under his authority.
From now until the end of 2025, the Ministry of Home Affairs has identified the top priority task as perfecting institutions and policies. According to the plan, the Ministry will submit to the National Assembly for approval the Law on Civil Servants (amended) at the 10th Session; submit to the National Assembly Standing Committee for promulgation of 3 resolutions; submit to the Government for promulgation of 31 decrees and 2 resolutions, along with 3 reports and 3 projects; submit to the Prime Minister for promulgation of 2 decisions; and the Minister of Home Affairs will issue 12 circulars under his authority.
Besides, the Ministry will proactively coordinate with ministries, branches and localities to grasp the situation of implementing the two-level local government model, promptly remove difficulties in the operation process, especially issues related to decentralization and delegation of power.
At the same time, the Ministry of Home Affairs continues to advise on perfecting the plan to reorganize public service units, identifying fundamental principles as a basis for developing a comprehensive plan to submit to the Politburo for consideration and comments.
Along with that is the review and synthesis of the staffing situation, the number of cadres, civil servants and public employees in ministries, branches and localities, as a basis for proposing staffing allocation for the period 2026-2031, ensuring close connection with job positions, functions, tasks, work scale and characteristics of each agency and unit.
The Ministry will also advise and carefully prepare for the organization of elections for the National Assembly and People's Councils at all levels, and launch a peak emulation campaign to welcome the National Party Congress and the election of National Assembly and People's Council deputies, towards the National Patriotic Emulation Congress.
In addition, the Ministry of Home Affairs is focusing on researching and advising on amending and supplementing salary and allowance policies for cadres, civil servants, public employees, and armed forces; perfecting the strategy for developing the Vietnamese labor market until 2045 and the strategy for sending Vietnamese workers to work abroad under contracts; guiding and digitizing archived records to serve the two-level government model.
Time is pressing, the task is heavy, must act decisively and effectively
After listening to the report and discussing with the leaders of the Ministry of Home Affairs, concluding the working session, Deputy Prime Minister Pham Thi Thanh Tra highly appreciated the Ministry's efforts and proactive spirit in October, when it focused on completing many important tasks of 2025.
The Deputy Prime Minister assessed that this is a year with a huge amount of work, related to the organization and apparatus arrangement, building and perfecting institutions and policies, as well as implementing many key projects as required by competent authorities.

However, the Deputy Prime Minister emphasized that there are less than two months left, while the tasks are still "very heavy", requiring high determination, quick action, and adherence to progress and quality.
On that basis, the Deputy Prime Minister requested the Minister and leaders of the Ministry of Home Affairs to focus on directing major task groups.
The first task emphasized by the Deputy Prime Minister is the work of building and perfecting institutions and policies. This is a continuous, important and strategic task.
"The goal is that by December, the Ministry of Home Affairs must complete all assigned documents, decrees, and projects," the Deputy Prime Minister requested.
There are currently two major contents to be submitted to the Politburo: standards, classification of administrative units and arrangement of public service units. Regarding staffing, the Ministry continues to coordinate with the Central Organizing Committee to synthesize and submit to competent authorities.
According to the Deputy Prime Minister, the total number of decrees that need to be issued from now until the end of the year could be up to 33, including two decrees adjusting the basic salary and one decree on non-governmental organizations. Due to the large volume of documents, work groups need to run in parallel to ensure progress and quality.
The Deputy Prime Minister assigned the Government Office to coordinate with the Ministry of Home Affairs to develop a specific schedule, ensuring that the dossier is completed in November and submitted to the Government no later than December 10. In case of different opinions, the presiding unit must synthesize and report for timely handling, ensuring both the progress and quality of the decree.
The Deputy Prime Minister also noted that the Ministry of Home Affairs should speed up the progress of two projects: Comprehensive digital transformation in the home affairs sector; Building and applying a set of criteria for monitoring and evaluating the implementation of social policies.
Closely monitor the operation of two-level local government
The second major task group is to monitor and evaluate the two-tier local government model. The Deputy Prime Minister requested the Ministry of Home Affairs to urgently synthesize and report to the Government before November 15 on the feasibility of decentralization and delegation of power, in order to promptly adjust and supplement relevant decrees and clearly assign responsibilities to each ministry and branch.
Along with that, the Ministry will preside over the development of the Government's Project on training and fostering commune-level cadres and civil servants until 2030, with a vision to 2040 - a project that is considered very urgent, helping to clarify the roles and responsibilities between central and local training institutions, and at the same time creating a legal basis for the allocation of appropriate resources.
"This project needs to be completed before December 20. Doing so will ensure its comprehensiveness and strategy, while also solving urgent and practical problems for commune-level cadres and civil servants," said the Deputy Prime Minister.
Urgently complete the plan to arrange public service units
The third group of contents that the Deputy Prime Minister requested to focus on is to complete the plan to arrange public service units. Currently, the Ministry is proposing the plan for the Politburo to review and comment in November. After receiving comments, the Ministry needs to urgently coordinate with the Central Organizing Committee to guide and urge localities and ministries and branches to implement, focusing on localities.
Regarding the payroll, the Deputy Prime Minister requested the Ministry of Home Affairs to complete the payroll report for the 2026-2031 period after working with the Central Organizing Committee, so that the Government Party Committee Standing Committee can give its opinion before reporting to the Politburo. On that basis, the Government Party Committee Standing Committee will give its opinion before reporting to the Politburo, serving the assignment of payroll according to its authority for the 2026-2031 period.
Carefully prepare for the Patriotic Emulation Congress and election work
Regarding the preparations for the National Patriotic Emulation Congress, the Deputy Prime Minister emphasized that this is a major political and social event, creating an atmosphere of competition and excitement before the National Party Congress. Therefore, the contents of the forms of rewards must be completed and submitted to the competent authorities for consideration no later than November 20.
Regarding the election of deputies to the National Assembly and People's Councils at all levels, the Ministry of Home Affairs must proactively issue detailed professional instructions according to the National Assembly's resolution, including procedures and preparation work, to avoid the situation of "waiting until the last minute".
At the same time, the Ministry of Home Affairs needs to urgently guide and inspect the work of archiving and digitizing records after the restructuring of the apparatus of ministries, branches and localities - a step that is still confusing and avoided in some places.
In addition, the Ministry must develop a detailed and comprehensive Program and Work Plan for 2026, both institutionalizing the spirit of the Resolution of the 14th Conference of the 13th Party Central Committee and concretizing the Ministry's governance work.
Along with that, advise on the work of evaluating and classifying collectives and individuals in accordance with the spirit of Regulation No. 366-QD/TW dated August 30, 2025 of the Politburo on reviewing, evaluating and classifying the quality of collectives and individuals in the political system and according to the direction of the Prime Minister.
This is the task assigned to the Ministry of Home Affairs, focusing on subjects under the management of the Government, the Prime Minister and the Standing Committee of the Government Party Committee. It is necessary to closely follow the regulations on decentralization of management, specify the instructions, and complete no later than November 30.
