Vicem, Lilama, Licogi, Coma, Hancorp, and Song Da must strictly handle violations in equitization and divestment according to the conclusion of the Government Inspectorate .
Deputy Prime Minister Le Minh Khai requested the Ministry of Construction to direct its affiliated enterprises to implement this content, following the conclusion of the Government Inspectorate on equitization and divestment. The Ministry is also responsible for inspecting and reviewing the arrangement, equitization and divestment of enterprises in accordance with regulations, to avoid loss of State capital and assets.
The Government Inspectorate is fully responsible for inspection conclusions, ensuring accuracy, objectivity and compliance with the law.
The Government leader assigned the Ministry of Finance, the State Capital Management Committee at Enterprises, and the localities mentioned in the conclusion of the Government Inspectorate (Hanoi, Ho Chi Minh City, Ba Ria - Vung Tau, Binh Duong, Dong Nai, Ha Tinh, Thanh Hoa) to properly implement regulations on land management with the land area assigned to enterprises under the Ministry of Construction. This process must not allow loss of State assets during equitization.
Previously, according to the conclusion of the Government Inspectorate, some enterprises under the Ministry of Construction had under-calculated the value of ongoing projects when equitizing. The amount of financial violations was about VND5,690 billion. The enterprises had not yet completed the land use plan after equitization; reviewed and arranged real estate assets.
At Vicem, the Government Inspectorate discovered that the financial settlement for equitization had a difference of about VND3,000 billion between equity and charter capital. The determination of enterprise value for equitization at Vicem, Licogi, and the Water and Environment Investment Corporation (Viwaseen) was incomplete, lacking about VND1,880 billion.
The inspection agency also recommended transferring the case of financial and land management violations at the Construction Mechanical Corporation (Coma) and Viwaseen to the Ministry of Public Security for investigation and handling.
