Deputy Prime Minister requested to re-evaluate reservoir operation process and clearly define reservoir owner's responsibilities.

Deputy Prime Minister Tran Hong Ha requested an urgent review of the entire operating process of single and multiple reservoirs, clearly defining the responsibilities of reservoir owners and mandatory methods of notification to downstream areas when emergency flood discharge is required.

The Government Office has just announced the conclusion of Deputy Prime Minister Tran Hong Ha at a meeting on responding to storm No. 15 (Koto) and continuing to overcome the consequences of floods in the Central provinces.

Clarifying the causes of historic floods and handling violations, if any

To ensure proactive and effective response to natural disasters in the coming time, the Deputy Prime Minister requested the Ministry of Agriculture and Environment to preside over and coordinate with relevant ministries, branches and localities to establish working groups including managers, scientists and representatives of functional agencies to promptly conduct a comprehensive, thorough and scientific assessment of the causes of the recent natural disasters.

Clearly identify objective causes (exceptionally heavy rain causing historic floods), subjective causes if any (in the direction, organization of response, prevention of natural disasters, in reservoir operations, due to the impact of construction works...).

From there, clearly identify the responsibilities of relevant parties, resolutely and strictly handle violations (if any) according to authority and legal regulations and propose solutions to improve the legal system to overcome and minimize natural disaster risks.

The Deputy Prime Minister assigned the Ministry of Construction to urgently clarify the causes of landslides on traffic routes, especially routes where landslides frequently occur due to rain and floods, clearly identifying the causes due to geology and construction investment.

At the same time, assess the impact of traffic infrastructure works on flood drainage capacity in river basins and recommend solutions.

Require reservoir owners to notify downstream when releasing floodwaters in an emergency

Regarding updating and completing warning maps, as a basis for solutions to prevent, combat and respond to natural disasters, the Deputy Prime Minister requested the Ministry of Agriculture and Environment to preside over and coordinate with relevant ministries, agencies and localities to urgently review and report the current status of the flood map system, landslide maps, flash floods, landslides and geological disasters in 34 provinces and cities across the country.

The Deputy Prime Minister assigned the Central Government to be responsible for the master plan map for large basins, and localities to develop detailed maps down to the commune and ward levels.

The Ministry of Agriculture and Environment has organized guidance for localities, especially the four provinces of Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong, to urgently update historical flood level data to complete or build new flood maps close to reality, as a basis for population distribution, scenario development, and effective response implementation in the coming time.

Regarding reservoir operation and dam safety procedures, the Deputy Prime Minister assigned the Ministry of Agriculture and Environment to preside over and coordinate with the Ministry of Industry and Trade, Vietnam Electricity Group and relevant localities to urgently review and re-evaluate the entire single-reservoir and inter-reservoir operation procedures, proactively or advise competent authorities to amend and supplement regulations in a strict and scientific manner.

It clearly stipulates the responsibility of the reservoir owner and the mandatory method of notifying downstream when there is an emergency flood discharge, especially in the event of loss of communication.

At the same time, propose solutions to handle small, unsafe reservoirs that endanger people's lives.

In the immediate future, urgently review to update and innovate the method of transmitting disaster warnings in areas affected by flood discharges from reservoirs. Research the use of special means such as sirens and alarm bells according to the conventional flood discharge time so that people can evacuate in time, overcoming the limitations of mass media when there is a power outage or signal loss.
