Preventing violations early and proactively.

Following recent serious incidents involving students in Thanh Hoa province, the demands on local police forces are shifting from handling cases to early prevention. In Yen Thang commune, the "Sunday with the Law" model is being implemented in a concrete way, putting young people into realistic situations to help them identify legal boundaries and adjust their behavior from the outset.

The police in Yen Thang commune provided guidance and directly interacted with students during the "Sunday with the Law" event.

On April 19, 2026, at the Yen Thang Commune Police Station, 16 unruly students were present according to a list compiled by Yen Thang Primary School, Yen Thang Secondary School, and the management boards of the villages in the area. Captain Nguyen Van Dong, Deputy Head of the Commune Police, began by recounting an incident that occurred in the province. The conflict between groups of students escalated into a challenge, a meeting after school, the use of weapons, and ultimately resulted in the death of one student.

Captain Nguyen Van Dong asked the class to review the entire sequence of events, then posed the question of where they would have stopped. After a few minutes of thought, the students offered their options. Some chose to leave the group as soon as the conflict arose. Others suggested intervening when they saw their friend carrying a weapon. Captain Nguyen Van Dong recorded the opinions, keeping each option unchanged, and then analyzed the accompanying legal consequences. Being part of a group carrying weapons puts each individual at risk of being held jointly liable. Staying to cheer, shout, film, or call for reinforcements all escalate the situation, thus clarifying the line between impulsive reaction and violation. Based on these scenarios, Captain Nguyen Van Dong guided the class step-by-step: identify signs of risk, leave immediately when the situation begins to escalate, and then contact parents, teachers, or the police. At the end of the lesson, all students signed a pledge to abide by the law and not participate in the aforementioned illegal activities.

Recently, in Yen Thang commune, authorities have detected noteworthy behavior among a segment of young people, including late-night gatherings, skipping school, and using e-cigarettes. Based on this, in March 2026, the commune police advised the local government to issue a plan to implement the "Sunday with the Law" model. This model targets young people who need monitoring, focusing on raising their legal awareness and preventing violations early on. The organization is linked to real-life situations, requiring students to directly make choices and identify the legal consequences of each action.

To date, the commune police have organized four training sessions, attracting nearly 100 young people, with 15 to 30 students participating in each session. The content focuses on specific issues such as: preventing and combating law violations among young people, traffic safety, managing weapons, explosives and fireworks, online behavior, and life skills. The scenarios are based on incidents that have occurred in the commune or province, directly linked to legal consequences and social repercussions.

Through monitoring, the commune police have noted initial changes within the group involved. Late-night gatherings have decreased, some students have returned to class after skipping lessons, and the use of e-cigarettes is trending downwards. These changes were corroborated by feedback from the school and local communities. Captain Nguyen Van Dong stated: “Young people in the area have clearly recognized the legal consequences and tend to stop sooner when faced with similar situations.”

To maintain the stability of the classes, the commune police coordinate with schools, youth unions, and villages at each stage. At Yen Thang Secondary School and Yen Thang Primary School, the school administration directs homeroom teachers to review and compile a list of students who need to participate, focusing on those who show signs of violating school rules or are at risk of dropping out. The list is then forwarded to the commune police to arrange appropriate classes. After each session, teachers continue to monitor students' learning attitudes and behavior at school.

Mr. Nguyen Van Ha, Principal of Yen Thang Secondary School, said: "Previously, some students showed signs of skipping classes and gathering after school, but after participating in law classes, they have a better awareness of complying with regulations, are more proactive in their studies, and know how to control their behavior when conflicts arise."

In all nine villages, the village management board visited each household with children on the list to inform them of the time and location of the classes and encourage parents to facilitate their participation. For students living far from the commune center, families arranged transportation, and in some cases, commune officials provided direct support. The family of Ms. Vi Thi Dat in Peo village is an example. Previously, her son often went out at night and hung out with his friends. "After attending the law class, he comes home early and focuses more on studying, and the family feels more at ease," Ms. Dat said.

In parallel with direct outreach, the content of the awareness campaign is broadcast through local public address systems and social media groups, contributing to expanding the reach within the community. The "Sunday with the Law" model is maintained with a scale of several dozen students per session, organized regularly, closely tailored to specific target groups and situations, thereby contributing to preventing violations among young people from an early age and in advance.
