With the motto "Fire prevention and control from the grassroots - for the peace of mind of every home," the "Safe Fire Prevention and Control Neighborhood Group" model has been widely implemented, attracting a large number of people to voluntarily participate, contributing to the formation of a proactive, united, and resilient community in the face of fire hazards.
In reality, even in small residential areas, individual households have formed fire prevention and control groups of 5 to 10 households. Each group agrees on operating rules, maintains regular contact through alarm systems, internal communication groups, and hotlines, and is ready to respond when situations arise.

Each team is equipped with portable fire extinguishers, sand buckets, water buckets, and fire alarms; they receive training in escape skills and initial fire handling. Beyond simply "fighting fires," members regularly educate and remind each other about the proper use of electricity, gas, and flammable materials, fostering safe habits in each household. As a result, the movement not only creates quick responses to incidents but also raises awareness within each residential area and household.
After the merger, Mau A commune became a locality with a relatively large population and area, with many residential areas interspersed with markets, factories, and gas and oil businesses. Rapid urbanization means an increasing risk of fire and explosions, especially during the dry season. Recognizing this reality, the Party Committee and People's Committee of Mau A commune have identified fire prevention and control as a key priority. From 2023 to the present, the commune has established 6 neighborhood fire safety teams, covering all villages and residential areas. Each team has a leader, a deputy leader, and a detailed activity log.
Mr. Chu Chinh Son, Chairman of the People's Committee of Mau A commune, shared: “The teams receive regular training and conduct drills twice a year based on realistic scenarios such as house fires, market fires, and fires caused by electrical short circuits... The commune has equipped itself with more than 30 fire extinguishers, 6 rolls of hose, and many hand tools for on-site firefighting. As a result, people's awareness has significantly improved, many small fires are detected early and handled promptly, preventing damage.”

Reportedly, from the beginning of 2024 until now, Mau A has not experienced any serious fires - a significant figure, demonstrating the effectiveness of the fire prevention and control movement at the grassroots level.
Similar to Mau A commune, Xuan Ai commune, after the merger, has a large area, complex hilly terrain, scattered population, and many households engaged in carpentry, mechanics, and agricultural product drying, using charcoal and gas stoves... posing a high risk of fire and explosion.
According to Luu Trung Kien, Secretary of the Party Committee of Xuan Ai Commune: “Since 2023, the commune has established 5 fire safety teams in key villages and hamlets. Each team consists of 5-10 households, equipped with compact fire-fighting equipment cabinets, duty logs, and clear regulations. The teams operate in an orderly manner, regularly coordinating with the commune police and militia in inspecting electrical, gas, and material storage safety.”
Thanks to effective public awareness campaigns, 98% of households in the area have signed fire safety commitments, and many households have even purchased additional fire extinguishers and demolition tools, demonstrating a proactive approach to prevention and responsibility towards the community.
In Dong Cuong commune, an area with a high risk of fire and explosion due to its high population density, central market, warehouses, and woodworking factories, the local authorities have established four neighborhood fire safety groups with more than 20 households participating to proactively address fire prevention and control.
According to Captain Nguyen Thanh Tung, Deputy Head of the Dong Cuong Commune Police, the commune has combined traditional fire prevention and control methods with modern technology. Accordingly, neighborhood groups are equipped with smart fire alarm systems, directly connected to members' phones and the commune police, allowing for early detection of smoke and unusual heat within seconds. As a result, many small fires are dealt with promptly, preventing damage.
Beyond just raising awareness, localities in the Van Yen area also organize fire prevention and control competitions among neighborhood groups, creating a vibrant competitive atmosphere that both hones skills and strengthens community bonds.

Mr. Ban Ton On, a member of the fire prevention and control group in Khe Dua village, Xuan Ai commune, shared: “After each competition, we become more aware of our responsibilities. Every fire extinguisher in our homes, every reminder from our neighbors, is a practical action to protect our lives. Fire prevention is a responsibility, firefighting is a duty, and safety is the happiness of each family and community.”
Initial results show that the neighborhood fire safety movement is truly spreading strongly in Van Yen. From Mau A and Xuan Ai to Dong Cuong, the spirit of "every citizen is a firefighter" is evident everywhere. Local authorities aim to have 100% of villages and hamlets with effectively operating neighborhood fire safety teams by 2026, deeply integrating this movement into the criteria for new rural areas and model residential areas. With this determination, fire prevention and control is no longer the responsibility of specialized forces alone, but has become the responsibility of every citizen, with the belief that protecting peace today is preserving happiness tomorrow.
