In her opening speech, Vice Chairwoman of the National Assembly Nguyen Thi Thanh said that over the past five years, the Standing Committee of the National Assembly has always paid attention to directing emulation movements and commendation work, with many innovations suitable to the actual situation and operating conditions of the National Assembly agencies.
On that basis, emulation and reward work has been promoted and put into practice. The results of the emulation movement in the 2020 - 2025 period have actively contributed to the comprehensive and effective implementation of the political tasks of the National Assembly, especially in key areas of work: perfecting institutions; deciding on important issues of the country and effectively supervising issues of concern to voters and people.
According to Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the congress has the task of summarizing and evaluating the results of organizing and implementing the patriotic emulation movement and commendation work in the 2020-2025 period; setting out directions and tasks for organizing and implementing the patriotic emulation movement and commendation work of the National Assembly Standing Committee in the 2025-2030 period.
According to the report of the Standing Committee of the National Assembly, during the above period, responding to the emulation movements launched by the Prime Minister, the Standing Committee of the National Assembly was proactive and creative in concretizing the action program. A typical example is the emulation movement "The whole country unites, joins hands, and is unanimous in competing to prevent, fight and defeat the Covid-19 pandemic". With this movement, the Standing Committee of the National Assembly demonstrated its pioneering role in policy response; chaired and advised on the issuance of a Resolution allowing the application of mechanisms beyond its authority to effectively respond to the pandemic.
Besides, there are many other emulation movements demonstrating the role of the Standing Committee of the National Assembly in its functions and tasks.
Also during the above period, many emulation movements launched by the Standing Committee of the National Assembly have come into life. In particular, the emulation movement "Proactive legislation - Effective supervision - Timely decisions - Breakthrough development" is the core movement, throughout the tasks of the 15th National Assembly, aiming to improve the quality of legislative activities, supervision, and decision-making on important issues of the country.
From the beginning of the 15th National Assembly's term to October 15, the Standing Committee of the National Assembly has directed and successfully convened 19 sessions of the 15th National Assembly.
Up to the above time, research and review of 153/156 planned legislative tasks and 129 unplanned legislative tasks have been completed; 5 laws and resolutions on legal norms have been submitted to the National Assembly for consideration and approval; 1 draft law has been commented on; 192 draft laws and resolutions have been reviewed and commented on to be submitted to the National Assembly; 114 ordinances and resolutions have been reviewed and approved; 7 draft decrees of the Government have been commented on before promulgation have been issued; 8 question-and-answer sessions at National Assembly sessions and 6 question-and-answer sessions at meetings of the National Assembly Standing Committee have been successfully organized...
In the emulation movements launched by the Standing Committee of the National Assembly, there are also thematic emulation movements, such as launching the movement "Developing science and technology, innovation and digital transformation", the movement "Digital education for the masses"...
In the coming period (2025-2030), with the general goal of turning Vietnam into a developing country with high average income, an independent, self-reliant economy, deep integration and sustainable development; emulation and reward work will aim at 3 goals: perfecting the legal basis, synchronizing documents guiding emulation and rewards in the National Assembly system, building regulations for evaluating emulation effectiveness; building a data platform for emulation and rewards of the National Assembly Standing Committee, applying Voffice, AI, Blockchain and open data to ensure transparency, traceability and real-time assessment; developing a team of professional, modern cadres, civil servants and public employees with digital thinking, digital skills and exemplary public service ethics, spreading the values of "Emulation - Responsibility - Discipline - Efficiency - Humanity".
