In order for the emulation movement to be deployed widely and comprehensively, promoting the combined strength of the entire political system, the active participation of the People in the cause of building and protecting national security, ensuring social order and safety, creating a foundation for economic, political and social development in the new era, the era of national development. On November 6, 2025, the Prime Minister issued a Plan to deploy the emulation movement "All people protect national security" (attached to Decision No. 2447/QD-TTg dated November 6, 2025).
The emulation movement will be implemented from August 2025, with the following contents:
1. Compete to deploy and effectively implement resolutions, directives, conclusions and regulations of the Party, State, Ministry of Public Security and local Party committees and authorities on ensuring security and order and building a movement to protect national security.
2. Compete to build local authorities at all levels in leading, directing, organizing and implementing synchronously, resolutely and effectively the work of ensuring security and order and building a movement for the entire people to protect national security in localities, agencies and units.
3. Compete to improve the quality and effectiveness of the movement for the entire people to protect national security; focus on promoting the effectiveness and replicating typical advanced models in the Emulation Movement associated with socio-economic development and social security protection with the motto: Self-management, self-prevention, self-protection, self-reconciliation from families to communities, agencies, units, enterprises, educational institutions, especially in key, strategic, and complicated areas of security, order, borders, islands and cyberspace.
4. Compete in research, application of science and technology, innovation, digital transformation in building the emulation movement, paying special attention to ensuring network safety and security, and building a people's security posture in cyberspace.
5. Compete to build a strong People's Public Security force and core force participating in protecting security and order at the grassroots level, with sufficient numbers and solid expertise to be ready to excellently complete the task of ensuring security and order in the new situation.
6. Compete to carry out propaganda work well, mobilizing people to actively participate in the emulation movement to raise awareness of the whole society that the task of ensuring national security is the right and responsibility of all people.
Form of reward
1. Annual bonus.
2. Summary rewards include: Emulation titles (Emulation Flag of the Government; Emulation Flag of ministries, departments, branches, provinces); Forms of rewards (Labor Medal; Certificate of Merit of the Prime Minister; Certificate of Merit of ministries, departments, branches, provinces; Certificate of Merit).
Standards for emulation titles and forms of rewards
Based on achievements in organizing and implementing the Emulation Movement, the consideration of rewards for outstanding and outstanding collectives and individuals is carried out in accordance with the provisions of law on emulation and rewards in effect at the time of the reward proposal.
Ministries, departments, branches, and provinces: Based on this Plan and the characteristics and situation of the unit and locality, launch and implement the Emulation Movement with specific content, criteria, and appropriate forms. The launch and implementation of the Emulation Movement can be carried out in conjunction with the implementation of political tasks and integrated with other emulation movements of ministries, departments, branches, and localities.
