From violence prevention, health care to environmental protection, hundreds of innovative models have been implemented, contributing to building a safe environment and improving the quality of life for women and children.
Effectiveness of Project 938
Project 938 "Propaganda, education, mobilization, and support for women to participate in solving a number of social issues related to women in the period of 2017-2027" was issued by the Government in June 2017, launched by the Central Committee of the Vietnam Women's Union. With the goal of improving knowledge and skills, promoting women's proactive role in responding to and effectively participating in solving a number of social issues, the project aims to minimize negative impacts, improve women's quality of life, and contribute to the implementation of the country's socio -economic development goals.

Inheriting the achievements from phase 1 (2018-2022), the Hanoi Women's Union at all levels has been actively innovating its working methods, focusing on changing behavior, improving capacity, and promoting the proactive role of women in social life.
Right from the beginning of phase 2, the Hanoi Women's Union proactively issued a specific plan, selecting key topics suitable to the actual situation each year such as "Prevention of domestic violence and gender-based violence" in 2023, " Educating parents in child care and protection" in the period 2024-2025. On that basis, the Union at all levels organized a series of communication and legal education activities, improving knowledge and life skills for members and women.
In just 3 years, the whole city has organized nearly 5,000 propaganda sessions on ethics, law, and life organization skills, attracting over 80% of members and women to participate. Typical movements continue to be promoted such as "Building a loyal, creative, responsible, and elegant capital woman", the campaign "Family of 5 no, 3 clean", the model "Capital women behave beautifully", contributing to building the cultural beauty of Hanoi people in the new era.

Many major activities have left a strong impression on the community such as the Capital Women's Festival for Peace and Development, the program "Hanoi Connects - Reaches Far", "Millions of Gifts to Share Love", the Creative Startup Festival of Hanoi Women, the workshop "Forever the Tradition of Three Talented Women". These activities not only help connect women in various fields but also contribute to inspiring and spreading the image of modern, dynamic and responsible women to the community.
Recently, 16 women's associations in Bat Bat commune have raised more than 52 million VND to support flood victims in the Central region. In particular, the Women's Association of Cam An village was recognized as an outstanding unit, not only mobilizing members but also mobilizing the participation and contributions of a large number of people in the village, creating a positive spread.
Vice President of the Fatherland Front, President of the Women's Union of Bat Bat Commune Nguyen Thi Tuyen said: "The entire amount of money mentioned above has been transferred by the Standing Committee of the Women's Union of Bat Bat Commune to the Vietnam Fatherland Front Committee of the commune to transfer to higher levels, to promptly support families in difficulty."

Notably, over the past 3 years, more than 64,000 articles, images, models, and typical examples of outstanding women have been introduced, including 39 women honored with noble awards such as "Vietnamese Women", "Outstanding Capital Citizens", "Outstanding Capital Women". In addition, 425 women were recognized with the title "Good People, Good Deeds" at the city level, affirming the role and dedication of women in the capital in many fields.
In particular, the Association has actively implemented programs to promote and care for women's health through the implementation of Plan No. 124/KH-UBND on "Screening and early detection of breast cancer and cervical cancer for women in the period 2022-2025". Accordingly, 33,000 women aged 35-60 have been propagated and raised awareness, 43,866 members, women and female union members have been examined and screened for early detection.
The Women's Union at all levels actively promotes population and family planning, paying special attention to special women such as migrant workers, female workers, single women, women with disabilities, those affected by the Covid-19 pandemic, repatriated migrant women, and female prisoners.
At the "Pink Sunday" voluntary blood donation last week on December 7, the Women's Union of Thu Lam commune had nearly 90/50 cadres and members register, of which over 70 women were eligible and directly donated blood, contributing safe blood units to the blood bank.
Vice President of the Fatherland Front, President of the Women's Union of Thu Lam Commune, Ngo Thi Thuy Hang, said: Many members have donated blood many times, demonstrating a sense of responsibility and humanitarian acts for the community. However, there are women who participated for the first time and were nervous at first, but when they witnessed the friendliness and enthusiasm of the medical team and the warm atmosphere at the blood donation site, they boldly registered, proud to be able to contribute a small part in helping others.
The leaders of the Women's Union assessed that these results demonstrate a positive change in the awareness and behavior of women in the capital, contributing to building a civilized, modern and cultured capital.
Creative and diffusion model
At the same time, many new and creative models are being built to mobilize and support women to proactively solve social problems. The City Association maintains the activities of the Advisory Council to participate in solving social problems related to women.
The Women's Union at all levels has expanded 98 consulting groups to participate in resolving cases related to women and children, 1,982 trusted addresses in the community, 184 core groups for propagating laws throughout the city, 145 "Women with the Law" clubs, 17 "Prevention of trafficking of women and children" clubs, and 21 "Women and families practice traffic safety" clubs.

In the family field, there are club models "Happy civilized family", "Gender and family", "Men speak up", "Raising good children". In the field of environmental protection and food safety, the Association has newly established 328 models of "Propaganda and mobilizing women to practice food safety", 37 civilized, safe and effective markets. Replicate models of waste classification and treatment at source, models of "Clean fields", "Green living", "Green - clean - beautiful, environmentally friendly community activity points", "Turning garbage into flower gardens".
Many models of women practicing savings, developing the economy, mobilizing union members in building new rural areas, civilized urban areas, and building a cultural lifestyle have been established to help households escape poverty; 190 model residential groups, villages, and hamlets; 122 model historical relics and scenic spots, mobilizing 12,631 civilized weddings and 8,367 funerals.
The legal support network for women and children has been continuously expanded from the city level to the grassroots level. By mid-2025, the city had organized more than 1,000 conferences, seminars, and workshops on environment and food safety, with the participation of over 125,000 officials, members, women, and food business owners. The Association has coordinated with 552 interdisciplinary inspection teams, deployed models of waste treatment at source, and post-harvest straw treatment in 18 districts and towns in the past, attracting nearly 80,000 women's households to respond.
Not only stopping at movement activities, the Association at all levels also proactively participates in monitoring, social criticism, and contributes many opinions to the process of building and promulgating legal documents, projects, and socio-economic development plans of the city and localities.
Some movement models are assessed to have a widespread influence in urban life such as "Model village/hamlet", "Model historical relic", "Civilized weddings and funerals", "Garbage-free residential groups". These models not only change people's living habits but also arouse the spirit of self-awareness, community cohesion, contributing to the implementation of the cultural lifestyle of elegant and civilized Hanoians.
Thanh Tri is a typical example in implementing the Project. In the second phase of Project 938 and 5 years of implementing the National Strategy on Gender Equality, the Commune Women's Union (formerly Thanh Tri district) coordinated to organize 7 training courses for 100% of the specialized staff, 47 propaganda sessions for over 10,500 cadres and core women members, 154 sessions for over 17,725 women members and parents with children under 16 years old on related laws.
At the same time, 27 trusted addresses in the community, 5 models of "Safe and friendly villages/residential groups for women and children", 28 models of "Model cultural villages". Notably, in the commune, there are no cases of serious abuse or violence against women and children.

In addition to the remarkable achievements, the implementation of Project 938 still has some shortcomings and limitations. The integration of the Project's content into the work programs of some departments, branches and localities is still not synchronous and lacks depth. A part of the people, especially in remote areas, still has limited awareness of gender equality and the rights of women and children. In particular, a number of cases of abuse and violence against women and children, and school violence still occur, causing outrage in public opinion.
To improve the effectiveness of Project 938 from now until 2027, the leaders of the Hanoi Women's Union identified 5 groups of key tasks and solutions: Continue to promote propaganda, raise awareness of gender equality, prevent violence and abuse against women and children; promote the role of social supervision and criticism, strengthen dialogue with leaders of Party committees and authorities at all levels; proactively grasp public opinion, promptly speak up, coordinate to resolve social incidents; organize training, improve the capacity of Union officials and interdisciplinary officials; summarize, commend, replicate effective models, reward outstanding collectives and individuals.
With a sense of responsibility, creativity and initiative, Women's Unions at all levels are gradually asserting their core role in solving social issues related to women. Project 938 is not only a tool for propaganda and education but also a driving force to promote women's active participation in political, economic and social life.
Through communication, training, consulting, legal support and social resource connection activities, the Project has contributed to raising awareness, life skills, capacity to master and participate in social issues of women, thereby promoting gender equality and sustainable development in the community.
