On the morning of November 14, Deputy Prime Minister Bui Thanh Son led a Government delegation to work with Phu Tho province on socio -economic development, national defense and security, and the implementation of the two-level local government model in the province.
Attending the meeting were Secretary of Phu Tho Provincial Party Committee Truong Quoc Huy, representatives of the Ministry of Finance, Ministry of Home Affairs, Government Office , leaders of People's Council and People's Committee of Phu Tho province.
Reporting at the meeting, Vice Chairman of Phu Tho Provincial People's Committee Phan Trong Tan said that after merging the three provinces of Hoa Binh, Vinh Phuc and Phu Tho into the new Phu Tho province, the local socio-economic development situation continued to remain stable. Notably, in the first 10 months of 2025, Phu Tho's GRDP growth reached 10.22%; the industrial production index (IIP) increased by 26.94% over the same period, reflecting a positive recovery in the context of many difficulties in the global economy.
Key products grew strongly compared to the same period, such as laptops (including notebooks and subnotebooks) increased by 80.53%; air conditioners increased by 40.7%; iron and steel increased by 40.65%; electronic component manufacturing services increased by 28.88%; cement increased by 34.19%...
Total budget revenue for 10 months is estimated at 47,500 billion VND, equal to 117.6% of the central budget estimate and 105.5% of the provincial People's Council budget estimate.
FDI capital attraction reached 1,219.11 million USD, up 84% over the same period, equal to 115.1% of the 2025 growth target; DDI capital attraction is estimated at 61,300 billion VND, nearly 3 times higher than the same period, reaching 71% of the 2025 target.
Tourism activities with many rich and attractive types. Accumulated 10 months, total revenue from tourism service activities reached more than 12,800 billion VND, reaching 86.7% of the growth target for 2025.

Regarding public investment capital disbursement, as of October 31, the disbursement volume reached 72.4% of the plan assigned by the Prime Minister, higher than the national average (54.4%).
To promote the progress of public investment disbursement in the coming time, the Secretary of Phu Tho Provincial Party Committee proposed that the Central Government continue to simplify procedures for site clearance for agricultural land, simplify procedures for environmental impact assessment for projects that do not generate emissions; continue to promote digital transformation in the customs sector; and have policies to support businesses in transferring science and technology.
Concluding the meeting, Deputy Prime Minister Bui Thanh Son acknowledged, commended and highly appreciated the efforts and outstanding results in socio-economic development of the locality in recent times, in which GRDP growth exceeded the set scenario, ranking 4th out of 34 provinces and cities; attracting indirect investment capital was nearly 3 times higher than the same period.
Social security is guaranteed; sustainable poverty reduction and new job creation are focused on. The fields of culture, information, education, and health are given attention and implemented effectively. National defense and security in the area are maintained, social order and safety are ensured; foreign relations are expanded.

Regarding some upcoming key tasks, the Deputy Prime Minister suggested that Phu Tho province needs to identify more fully, deeply, and comprehensively the distinct potential, outstanding opportunities, and competitive advantages of the locality after the merger; on that basis, urgently review and adjust the development planning and major development orientations of the province after the formation of the new administrative unit.
Based on the Resolution of the 1st Provincial Party Congress, term 2025-2030, the province needs to urgently develop programs, plans, policy mechanisms and key projects for breakthrough development in the coming time; at the same time, update, supplement and adjust according to the Resolution of the 14th National Party Congress.
Phu Tho province needs to focus on leadership and direction to achieve the highest targets and tasks of socio-economic development in 2025, in which striving for economic growth exceeding the target assigned by the Government (10%); striving to disburse 100% of the public investment capital plan in 2025.
Along with that, Phu Tho needs to review the implementation of strategic breakthroughs, focusing on administrative reform, especially administrative procedures; build a set of policy mechanisms to make the most of and synchronize with the policies issued by the central government; strongly promote science and technology, innovation and digital transformation, build digital government, digital citizens, digital society, digital economy...

At the same time, review and develop a medium-term public investment plan for the 2026-2030 period, ensuring key investment projects, prioritizing infrastructure development, especially connecting transport, digital infrastructure and human resource development.
Speed up the implementation of key local projects; closely coordinate with ministries and central agencies in implementing key central projects in the locality, especially in site clearance.
Regarding the two-level government, the Deputy Prime Minister requested Phu Tho to continue reviewing, perfecting, and stabilizing the organizational apparatus, proactively following the newly issued and upcoming Government decrees for timely implementation, and continuing to ensure smooth and effective operation of the two-level government in the coming time.
The province also needs to continue to review, evaluate, and restructure the existing staff; proactively arrange resources and budget to organize training and fostering for commune-level staff, ensuring efficiency and meeting practical work requirements; continue to pay attention to and prioritize resources for investment in facilities and working equipment for communes; and at the same time promote digital transformation.
Regarding the proposals and recommendations of Phu Tho province, the Deputy Prime Minister assigned ministries and branches to receive, study and consider and handle them in the process of building, amending, supplementing or guiding policy mechanisms, submitting them to competent authorities for promulgation or promulgating them according to their authority.

On the same morning, Deputy Prime Minister Bui Thanh Son visited and surveyed the production and business situation at Vietnam Precision Industry Company Limited (VIPIC 1) and Korean Electronics Company SOLUM, two FDI enterprises in Phu Tho province; visited the Public Administration Center of Viet Tri ward, Phu Tho province.
VIPIC 1 is a Taiwanese (Chinese) company that produces mechanical and auto and motorbike parts for car manufacturers such as Honda, Toyota, and VinFast, while SOLUM Company specializes in manufacturing circuit boards and charging batteries for Samsung Group.
