Local economic spillover dynamics
Phu Tho (after the merger) has 130 industrial clusters with a total area of nearly 6,500 hectares. To date, the province has established 67 industrial clusters with an area of over 3,100 hectares, of which 35 industrial clusters are in operation, attracting 930 secondary projects, creating stable jobs for more than 37,000 workers with an income of about 7 million VND/person/month. The occupancy rate reached over 53% - a remarkable figure in the context of increasingly fierce competition to attract investment.
The formation of industrial clusters helps many small and medium enterprises and production households have suitable premises to expand production. At the same time, it contributes to solving environmental pollution in craft villages and spontaneous production areas. This model has supported the process of shifting the rural economic structure, rapidly increasing the proportion of industry and services in GRDP and promoting regional development spillover.

Recognizing that importance, the Department of Industry and Trade of Phu Tho has proactively built policies and mechanisms to manage and develop industrial clusters, such as: reviewing planning, selecting infrastructure investors, consulting on support mechanisms, and building unified and transparent management regulations. This is the basis for increasing investment attractiveness, guiding industrial clusters to develop systematically, and complying with environmental requirements.
The results are clear, but according to Mr. Tran Quang Tuan - Director of Phu Tho Department of Industry and Trade, the current status of industrial cluster development in the province is facing difficulties. First is the overlapping investment procedures. Currently, the project to build industrial cluster infrastructure must go through two procedures to establish an industrial cluster according to Decree 32/2024/ND-CP and approve the investment policy according to the Investment Law. The essence is to select and assign investors, but separating them into two processes makes the locality take a long time to process, slowing down the implementation speed.
Many industrial clusters were established and allocated land in the past but had not yet received investment policy decisions. When the law changed, localities were confused because of the lack of guidance on handling transitional situations.
At the same time, the centralized wastewater treatment system is a major bottleneck. Many industrial clusters operating before 2020 have not invested in this project, while the Law on Environmental Protection requires it before accepting secondary projects. Difficulties in capital and land funds have affected the expansion of production of enterprises.
Remove obstacles to develop more strongly
According to the leader of the Phu Tho Department of Industry and Trade, infrastructure projects using the budget have revealed many shortcomings, such as: Lack of capital for maintenance, inappropriate fee collection mechanism, and problems in decentralization of management after merging administrative units. Unclear inspection and supervision regulations make the effectiveness of state management not commensurate with the requirements of development and environmental protection.
To overcome the above difficulties and at the same time improve the infrastructure of industrial clusters in the province, Phu Tho identified the need for synchronous coordination from the Central to local levels to resolve policy conflicts and improve infrastructure. The representative of the Department of Industry and Trade of Phu Tho also proposed that all levels clearly stipulate the conditions for establishing industrial clusters, especially the occupancy rate and industrial land fund of the area. The Ministry of Finance is studying to amend the Investment Law in the direction of exempting the approval procedure for industrial cluster infrastructure construction projects, reducing duplication and shortening investment preparation time. Consideration of the mechanism to support investment in centralized wastewater treatment as a mandatory assessment factor for modern, environmentally friendly industrial clusters.
On the local side, the province will continue to improve the quality of infrastructure investor selection, tighten implementation discipline, ensure that industrial clusters develop according to planning, and avoid unfinished investments that cause land waste.
Developing industrial clusters is one of Phu Tho’s orientations to promote rural industrial industrialization. However, if industrial clusters are to truly become “trusted destinations” for businesses, procedural reform, infrastructure investment and governance enhancement must be implemented more quickly and decisively.
