Phu Tho accelerates to finish in the first year after merger

In the last days of 2025, Phu Tho urgently entered the decisive acceleration phase, when the socio-economic indicators after 11 months all showed a remarkable effort in the first year of merging and operating the 2-level local government. Production recovered strongly, services were vibrant, budget revenue far exceeded estimates, investment attraction made a breakthrough... creating momentum for the growth target of over 10.3% for the whole year.

Strong economic recovery

Immediately after July 1, 2025, the unified provincial apparatus quickly stabilized, departments, branches and localities in the province basically operated smoothly, creating a premise for economic growth in the last months of the year.

The socio-economic picture for the first 11 months shows many highlights. Industry continues to be the main driving force with the IIP index increasing by 27.4% over the same period; the processing and manufacturing industries operate stably, especially laptop products increasing by 78.54%, air conditioners increasing by 40.91%, steel increasing by 37.14%, and cement increasing by 34.64%. Although the automobile and motorbike industries have declined due to competition and weak demand, the overall picture still shows a clear recovery trend.

Meanwhile, agriculture overcame natural disasters, storms and epidemics to maintain growth. Food output reached nearly 1.145 million tons, up 3% over the same period; poultry farming was stable, aquaculture increased by 5.4% despite a decrease in farming area; forestry continued to be a bright spot as the area of ​​newly planted forests increased by 2.6%, reaching 128% of the yearly plan.

Services continued to be vibrant, with total retail sales of goods and service revenue increasing by 15.3% after 11 months, reaching 177.4 trillion VND. Tourism recovered strongly with more than 13.8 trillion VND in revenue; transportation increased by nearly 12% over the same period. Prices were controlled, goods were abundant, and the market was stable in the context of high consumer demand at the end of the year.

Credit sources expanded, outstanding loans reached 355.9 trillion VND, up 18.02%; bad debt decreased sharply to 0.44%. State budget revenue was a special bright spot: in 11 months it reached 53.98 trillion VND, equal to 133.6% of the central budget estimate and 119.8% of the provincial budget estimate. Domestic revenue reached nearly 48 trillion VND, a sharp increase over the same period.

Highlights from the new apparatus and attractive investment environment

2025 is the first year after the merger, Phu Tho implements a series of major resolutions of the Central Government. Strong reforms in administrative procedures, organizational structure, decentralization and delegation of power have created a flexible and unified operating environment, reducing the time to process administrative procedures by at least 30% and 100% of online public services are deployed according to a model independent of administrative boundaries.

The public service apparatus has been streamlined, reducing 369 units; most communes and wards have stably operated the new model, ensuring smoothness in state management and serving the people.

Tourism services bring important revenue to the provincial budget in 2025

The investment environment has improved significantly. As of November 20, 2025, the province has attracted 1.51 billion USD in FDI, more than double the same period and exceeding the annual target by 42.6%. DDI capital reached 63.6 trillion VND, nearly 3 times higher than the same period. The number of newly established enterprises increased by 84.5%, reaching 4.3 thousand enterprises, far exceeding the set target; the number of enterprises returning to operation reached 925, up 28%.

This is the result of a series of resolute measures to remove difficulties, support investors, promote domestic and foreign investment, improve business environment indicators and industrial infrastructure quality.

Along with that, the fields of culture, education, health and social security continued to maintain stability and improve. Phu Tho education ranked 5th out of 34 provinces and cities nationwide in terms of quality; health deployed more than 5,300 new techniques and expanded electronic medical records; more than 59,000 people were employed, reaching 115.8% of the plan; social security was taken care of promptly with thousands of poor households and meritorious people receiving timely support.

Accelerating to the finish line with double-digit growth target

In the final months of the year, the province set a target of GRDP growth rate of over 11.5% in the fourth quarter to ensure the whole year reaches 10.3% or more - higher than the target assigned by the Government. This is not only an administrative target, but also a measure of determination in the first year after the merger, opening the foundation for a new development phase.

To achieve that goal, the province is focusing on a series of key tasks. The review and improvement of institutions in the spirit of Resolution 66-NQ/TW continues to be promoted, ensuring synchronization in local governance. Planning work is accelerated, especially the planning of industrial parks and clusters, development axes along Lo River, Red River, and Da River.

Disbursement of public investment capital is being further promoted, striving to complete the annual plan, focusing on key projects such as the Viet Tri - Hoa Binh Expressway, Ring Road 5, expanding Tam Nong connecting routes, industrial parks and social housing. Commercial housing projects must complete 20% of the social housing portion by 2025 according to new regulations. These are projects that play a key role in creating growth momentum and attracting investment in the coming years.

Along with that are solutions to stimulate consumption, stabilize the market, increase purchasing power, ensure the supply of goods for Tet, fight against smuggling and trade fraud. The labor, education, health and culture sectors continue to be implemented synchronously to improve the quality of human resources, social welfare and people's living standards.

The first year after the merger is also an important time to prepare conditions for the election of deputies to the 16th National Assembly and People's Councils at all levels. Agencies and units are proactively operating information systems, applying technology and ensuring security and order, creating the foundation for a democratic, safe and effective election.

The end of the year is approaching, the spirit of "accelerating to the finish line" is spreading in every agency, unit, project, and production line. The first year of the merged province ended with impressive figures and new momentum. From that foundation, Phu Tho enters 2026 with confidence in a stronger, more sustainable and breakthrough development journey.
