New plan for garbage collection, transportation and treatment

(NLDO)- The collection, transportation and treatment of domestic solid waste must ensure waste security in Ho Chi Minh City.

The Ho Chi Minh City People's Committee has just sent a document to the Department of Natural Resources and Environment (TN-MT); Department of Transport (GTVT); Department of Finance; Department of Justice; Department of Information and Communications (TTTT); City Police; Thu Duc City People's Committee; People's Committees of districts; City Urban Environment One Member Co., Ltd.; Vietstar Joint Stock Company; Tam Sinh Nghia Investment and Development Joint Stock Company; Vietnam Solid Waste Treatment Company Limited on the plan to coordinate the collection, transportation, and treatment of domestic solid waste to ensure waste security in Ho Chi Minh City.

Based on the urgent situation of domestic solid waste treatment and to ensure waste security, the Ho Chi Minh City People's Committee directed the Department of Natural Resources and Environment to request Vietnam Solid Waste Solutions Company Limited (VWS) to clarify the situation of workers stopping work on January 23. If VWS commits not to repeat the incident, the Department of Natural Resources and Environment will coordinate the amount of waste to existing treatment facilities, including Da Phuoc Area, Landfill No. 3 (Northwest Waste Treatment Area, Cu Chi District) and other treatment plants, ensuring safe waste treatment.

In case VWS stops receiving waste at Da Phuoc, the Department of Natural Resources and Environment will coordinate with relevant agencies to collect and treat waste, focusing on promptly resolving urgent situations.

The waste volume will be coordinated to the facilities of Vietstar Company and Tam Sinh Nghia or to locations such as Landfill No. 3 managed by the City Urban Environment Company.

In addition, waste from the area managed by the People's Committee of Thu Duc City and districts will also be reasonably distributed between Da Phuoc and Landfill No. 3.

The City People's Committee requested Vietnam Solid Waste Solutions Company Limited (VWS) to clarify the situation of workers stopping work on January 23.

Accordingly, the Department of Natural Resources and Environment is responsible for supervising transportation, updating data at weighing stations and confirming the processing volume for districts and receiving facilities.

The Ho Chi Minh City People's Committee requested the Department of Transport to allow vehicles transporting domestic solid waste to operate 24/7 from January 24 to the end of February 2025 to collect and transport throughout the city.

At the same time, coordinate with Thu Duc City People's Committee and districts to adjust the route for transporting waste to Landfill No. 3, ensuring traffic safety and compliance with regulations.

Urgently inspect and maintain Provincial Road 8 (Cu Chi overpass to Northwest Waste Treatment Area), Tam Tan Road and Road No. 1 in the treatment complex when necessary.

City police support priority traffic flow so that transport vehicles can operate continuously, promptly deliver waste to landfill No. 3, avoid garbage congestion and ensure urban security.

Localities arrange collection work and effectively connect with treatment facilities at the Northwest Complex to avoid local congestion; assign personnel to coordinate and exchange information promptly.

Propose that the Department of Finance advise the City People's Committee on allocating funds for transporting domestic solid waste to the Thu Duc City People's Committee and districts affected by the coordination of solid waste volume to landfill No. 3 in the current emergency situation.

Accordingly, it is proposed that the City People's Committee adjust and supplement the budget for domestic solid waste treatment for the Department of Natural Resources and Environment, ensuring timely contract payment as committed to environmental sanitation service providers in the area.

In addition, the Department of Justice is requested to support and provide legal guidance to relevant agencies and units in the coordination and treatment of domestic solid waste, ensuring compliance with legal regulations and maintaining urban security in the area.

Propose that the City Urban Environment Company Limited agree to implement preventive solutions to treat the city's domestic solid waste according to the direction of the Party Committee of the City People's Committee.

Put Landfill No. 3 into operation to receive and treat 2,000 - 6,000 tons of domestic solid waste per day; complete related procedures; prepare plans to receive additional waste at Landfills No. 1, 1A and No. 2 in case of emergency to ensure waste treatment security for the city.

Prepare sufficient resources and necessary conditions, including: weighing stations, storage pond systems, leachate treatment, transportation vehicles, operating equipment, and deodorization measures... to ensure effective operation at Landfill No. 3 when having to handle additional large volumes of waste in emergency situations.

Urgently develop a plan to receive and treat domestic solid waste as well as an effective and safe operation plan for Landfill No. 3.

If necessary, supplement collection and transportation vehicles to support localities in handling daily waste to avoid congestion.

The City People's Committee also requested Vietstar Joint Stock Company and Tam Sinh Nghia Investment and Development Joint Stock Company to take the initiative in receiving solid waste from vehicles early to limit congestion at Landfill No. 3.

Coordinate to support the reception of domestic solid waste under the coordination of the City People's Committee if necessary; temporarily stop transporting treated waste (inert waste) to landfill No. 3 under the guidance and coordination of the Department of Natural Resources and Environment.
