Implementing the emulation movement "For the poor - Leaving no one behind," Hai Ba Trung ward has consistently focused on effectively carrying out activities to support vulnerable people, those in difficult circumstances, and ensure social security.

327 households are in difficult and extremely difficult circumstances.

Since the implementation of the two-tiered local government model from July 1, 2025, the Standing Committee of the Vietnam Fatherland Front Committee of Hai Ba Trung Ward has reported to the Party Committee and issued a decision to establish the Hai Ba Trung Ward "For the Poor" Fund Mobilization Committee, consisting of 12 members.

In that spirit, the People's Committee and the Vietnam Fatherland Front Committee of Hai Ba Trung ward have developed and issued Joint Plan No. 01/KHLT-UBND-MTTQ dated October 10, 2025, on implementing the "For the Poor" campaign and social welfare in Hai Ba Trung ward, and launching the "For the Poor" Fund campaign in the ward in 2025.

Simultaneously, the Vietnam Fatherland Front Committee of the ward sent an open letter appealing for support for the Fund to departments, organizations, units, businesses, and philanthropists in the ward. With the goal of "leaving no one behind," the People's Committee and the Vietnam Fatherland Front Committee of the ward established working groups to directly review, survey, and record information. Through this, they specifically understood the circumstances, thoughts, and aspirations of each household in order to provide assistance and prevent re-poverty.

According to Nguyen Hien Phuong, Chairwoman of the Vietnam Fatherland Front Committee of Hai Ba Trung Ward, the review revealed a total of 327 households facing difficult and extremely difficult circumstances, categorized into five levels of hardship.

Specifically, level 1 includes households of single-parent, elderly, and infirm individuals who are unable to work, lack support, have no caregivers, and rely on the help of neighbors and the community. These households require immediate and consistent monthly attention and include 5 such households.

Level 2 includes households of single-parent families, elderly people, those who are bedridden or suffering from serious illnesses, unable to work, and orphaned children without caregivers who need regular, monthly assistance; this category comprises 11 households.

Level 3 includes single-parent households, those unable to generate income, orphans, or those with illnesses, who may receive some form of support but it is insignificant and require regular, monthly assistance. This level comprises 71 households.

Level 4 includes households facing extreme hardship, where there are working-age members with low incomes and poor health, or where one worker has to support multiple people, requiring quarterly support to alleviate their difficulties. This category comprises 107 households.

Level 5 households are those facing extreme hardship, including sick family members, low-income workers, elderly people with children who cannot provide much support, orphaned children living with relatives, and those needing support during holidays, Tet (Lunar New Year), and visits during illness. This category comprises 133 households.

"With the above-mentioned classifications, we support disadvantaged households through models such as regular support to prevent re-poverty by providing a subsidy of 1.5 million VND/month, and giving gifts and cash during the peak month of 'For the Poor' from the 'For the Poor' Fund to help households alleviate some of the difficulties in their lives," Comrade Nguyen Hien Phuong shared.

Regarding the results of supporting the "For the Poor" Fund and caring for and assisting people in difficult circumstances in the area in 2025, Vice Chairman of the Vietnam Fatherland Front Committee of Hai Ba Trung Ward, Nguyen Thanh Tu, said that in response to the "For the Poor and Social Security" campaign month in 2025, which will take place from October 17 to November 18, 2025, launched by Hanoi City, the Fatherland Front and the "For the Poor" Fund Campaign Committee of the ward have advised the Ward Party Committee to issue a document to lead, direct, and organize the mobilization of units to strengthen the "For the Poor" Fund at all levels.

This includes encouraging civil servants, public employees, and workers to donate at least one day's salary, and encouraging businesses and residents in the area to donate at least one day's income.

At the event, the organizing committee received support from 25 agencies, businesses, and philanthropists for the model of providing regular assistance to disadvantaged people to prevent re-poverty, totaling over 705 million VND. Simultaneously, they received donations for the "For the Poor" Fund of Hai Ba Trung Ward for 2025 from 34 agencies, organizations, and units, along with residents from 61 residential groups throughout the ward, totaling nearly 720.5 million VND. The total amount pledged to support social welfare activities and the "For the Poor" Fund of Hai Ba Trung Ward to date exceeds 1.42 billion VND.

During the peak month of "For the Poor and Social Welfare," Hai Ba Trung ward allocated funds from the "For the Poor" Fund to provide gifts to 327 out of 327 disadvantaged households, with each gift ranging from 600,000 VND to 1,100,000 VND; and provided support to 5 households facing sudden difficulties, with each household receiving between 500,000 VND and 1,000,000 VND. The total amount of support provided from the Fund was 244.2 million VND.

Simultaneously, in coordination with An Binh Commercial Joint Stock Bank, Tran Khat Chan branch, we donated 30 gifts totaling 12 million VND to 30 underprivileged students with excellent academic achievements at Van Ho Secondary School, Tay Son Primary School, and Ba Trieu Primary School; and in coordination with Hai Ha Transport Investment Joint Stock Company and the Front Committee of residential area No. 10, we supported the donation of a "Great Solidarity" house to the family of Ms. Tran Thi Kim Anh at 289 Le Duan Street, valued at 86.8 million VND.

“My family is very happy and grateful to have received support from the ward leaders and benefactors to build this solidarity house. This house is not just a house, but also represents the kindness and love of the community for us,” said Ms. Tran Thi Kim Anh.

In 2025, the Vietnam Fatherland Front Committee of the ward also coordinated with agencies, businesses, and the people to respond to the call of the Vietnam Fatherland Front Committee of the city, sharing with the people of the provinces affected by typhoons No. 10 and 11, with direct donations to the city's "Relief" Fund account exceeding 1 billion VND.

Responding to the call of the Central Committee of the Vietnam Fatherland Front and the city of Hanoi, the People's Committee and the Vietnam Fatherland Front Committee of the ward coordinated with agencies, organizations, and units to actively support the people of the Central and Central Highlands provinces affected by floods, with a total amount of over 1.8 billion VND as of December 5, 2025. At the same time, they directly assisted people in some deeply flooded villages in Kim Anh commune; and people in Gia Lai province affected by floods.

In particular, the Vietnam Fatherland Front Committee of the ward, in coordination with its member organizations, has implemented the "Effective Mass Mobilization" emulation model: "The Vietnam Fatherland Front Committee of the ward and its member organizations promote the strength of great solidarity, help people in difficult circumstances, and prevent re-poverty."

After nearly a month of campaigning, with the coordination of the People's Committee and the Ward Police, the model has received support from 25 agencies, organizations, businesses, schools, and philanthropists in the ward with a total amount of 705 million VND. This has provided regular support to 15 households, with 1.5 million VND per month each, and one household with 1 million VND per month for the last two months of 2025 and throughout 2026; further efforts are underway to secure resources to support 70 households, with an estimated amount of 1 million VND per month.

The Front Committees also participated in mobilizing benefactors and philanthropists, undertaking regular assistance to particularly disadvantaged cases with amounts ranging from 300,000 to 500,000 VND per month. The total amount of money the Front Committees have given to disadvantaged households and individuals from social mobilization sources is 44.55 million VND.

Nguyen Thanh Tu, Vice Chairman of the Vietnam Fatherland Front Committee of Hai Ba Trung Ward, emphasized: "These are not only material gifts, but also a great source of spiritual encouragement for us to motivate each other to strive, overcome difficulties, and have the means to continue helping those who are more disadvantaged."
