327 households in difficult and extremely difficult circumstances
Since implementing the two-level local government model from July 1, 2025, the Standing Committee of the Vietnam Fatherland Front Committee of Hai Ba Trung Ward has reported to the Party Committee and decided to establish the "For the Poor" Fund Mobilization Committee of Hai Ba Trung Ward, consisting of 12 members.
In that spirit, the People's Committee - Vietnam Fatherland Front Committee of the ward has developed and issued Joint Plan No. 01/KHLT-UBND-MTTQ dated October 10, 2025 on implementing the "For the Poor" Peak Month and social security in Hai Ba Trung ward, deploying the mobilization of the "For the Poor" Fund of the ward in 2025.

At the same time, the Vietnam Fatherland Front Committee of the ward sent an Open Letter to call for support for the Fund to departments, branches, organizations, units, businesses, and philanthropists in the ward. With the goal of "leaving no one behind", the People's Committee - Vietnam Fatherland Front Committee of the ward has established working groups to directly review, survey, and make records. Thereby, grasping the specific circumstances, thoughts, and aspirations of each household to have measures to help and prevent re-poverty.
Chairman of the Vietnam Fatherland Front Committee of Hai Ba Trung Ward Nguyen Hien Phuong said that the screening results show a total of 327 households in difficult and extremely difficult circumstances, classified into 5 levels of difficulty.
Specifically, level 1 is for households that are single, elderly, unable to work, have no source of support, have no caregiver, must rely on the help of neighbors and the community, and need immediate and regular attention, including 5 households per month.
Level 2 is for households with single parents, the elderly, bedridden or seriously ill, unable to work, orphans without caregivers who need regular, monthly assistance, including 11 households.
Level 3 is single-parent households, unable to generate income, orphans, sick, may have support but not significant, need regular, monthly help, including 71 households.
Level 4 is a particularly difficult household, with a person in the household still of working age but with low income, poor health, or one worker having to support many people, needing quarterly support to reduce difficulties, including 107 households.
Level 5 is a particularly difficult household, with sick people, low-income workers, elderly people with children who cannot provide much support, orphans living with relatives, needing support during holidays, Tet, and visits when sick, including 133 households.
“By dividing into the above levels, we support poor households through models such as regular support to prevent re-poverty by subsidizing 1.5 million VND/month, then giving gifts and cash during the "For the Poor" Peak Month from the "For the Poor" Fund to help households ease some of the difficulties in life", comrade Nguyen Hien Phuong shared.
Leaving no one behind

Regarding the results of supporting the "For the Poor" Fund and caring for and supporting people in difficult circumstances in the area in 2025, Vice Chairman of the Vietnam Fatherland Front Committee of Hai Ba Trung Ward Nguyen Thanh Tu said that in response to the Peak Month "For the Poor and Social Security" in 2025 taking place from October 17 to November 18, 2025 launched by Hanoi City, the Fatherland Front and the "For the Poor" Fund Mobilization Committee of the ward advised the Ward Party Committee to issue documents to lead, direct, and organize the launching of units to promote the mobilization of building the "For the Poor" Fund at all levels.
In which, mobilize civil servants, public employees and workers to support at least 1 day's salary and business households and local people to support at least 1 day's income.
At the program, the Organizing Committee received support for the model of regular support for people in difficult circumstances to prevent re-poverty from 25 agencies, businesses, and philanthropists, with a total amount of more than 705 million VND. At the same time, it received support for the "For the Poor" Fund of Hai Ba Trung Ward in 2025 from 34 agencies, organizations, units, and people of 61 residential groups in the whole ward with a total amount of nearly 720.5 million VND. The total amount of money registered to support social security activities and the "For the Poor" Fund of Hai Ba Trung Ward to date is more than 1.42 billion VND.
On the occasion of the peak month of "For the poor and social security", Hai Ba Trung ward has taken from the "For the poor" Fund to give gifts to 327/327 households in difficult circumstances, each gift from 600 thousand VND to 1.1 million VND; supported 5 households in sudden difficulty each from 500 thousand VND to 1 million VND. The total amount of support from the Fund is 244.2 million VND.
At the same time, in coordination with An Binh Commercial Joint Stock Bank, Tran Khat Chan branch, we donated 30 gifts worth 12 million VND in total to 30 students who overcame difficulties and studied well at Van Ho Secondary School, Tay Son Primary School, and Ba Trieu Primary School; in coordination with Hai Ha Transport Investment Joint Stock Company and the Front Work Committee of Residential Group No. 10, we supported the donation of a Great Solidarity house to the family of Ms. Tran Thi Kim Anh at 289 Le Duan, worth 86.8 million VND.
“My family is very happy and pleased to receive support from ward leaders and benefactors to build a solidarity house. This house is not just a home, but also the whole heart and love of the community for us,” said Ms. Tran Thi Kim Anh.
In 2025, the Vietnam Fatherland Front Committee of the ward also coordinated to mobilize agencies, businesses and people to respond to the call of the Vietnam Fatherland Front Committee of the city, sharing with people in the provinces affected by storms No. 10 and 11, with the amount of money directly donated to the city's "Relief" Fund account of over 1 billion VND.

In response to the call of the Central Committee of the Vietnam Fatherland Front and Hanoi City, the People's Committee - Vietnam Fatherland Front Committee of the ward has coordinated to mobilize agencies, organizations and units to actively respond to support people in the Central and Central Highlands provinces affected by floods with a total amount of more than 1.8 billion VND as of December 5, 2025. At the same time, directly support people in some deeply flooded villages in Kim Anh commune; people in Gia Lai province affected by floods.
In particular, the Vietnam Fatherland Front Committee of the ward presides over and coordinates with member organizations to implement the emulation model of skillful mass mobilization "Vietnam Fatherland Front Committee of the ward and member organizations promote the strength of great solidarity, help people in difficult circumstances, and fight against re-poverty".
After nearly 1 month of mobilization, with the coordination of the leaders of the People's Committee and the Ward Police, the model has received support from 25 agencies, organizations, businesses, schools, and philanthropists in the ward with a total amount of 705 million VND, regularly supporting 15 households, 1.5 million VND per month and 1 household 1 million VND per month in the last 2 months of 2025 and the whole year of 2026; continue to mobilize to have resources to support 70 households with an estimated level of 1 million VND/month.
The Front Working Committees also participated in mobilizing benefactors and philanthropists to regularly help especially difficult cases with amounts from 300,000 VND to 500,000 VND/month. The total amount of money that the Front Working Committees gave to households and people in difficulty from socialized sources was 44.55 million VND.
Vice Chairman of the Vietnam Fatherland Front Committee of Hai Ba Trung Ward Nguyen Thanh Tu emphasized: "These are not only material gifts, but also a great source of spiritual encouragement for us to encourage each other to strive to overcome difficulties and have the conditions to continue helping those in more difficult circumstances."
