Hai Ba Trung ward leaders chaired the third session of the People's Council.
Speaking at the opening of the session, Party Secretary and Chairman of Hai Ba Trung Ward People's Council Chu Hong Minh emphasized that this session is very important, aiming to comprehensively assess the implementation of tasks in 2025 and determine key directions and tasks to strive to complete the local targets and tasks in 2026.

He requested that the People's Council delegates uphold their sense of responsibility, focus on carefully studying the contents, participate in discussions, contribute many frank and responsible opinions and resolve the contents of the Session.
From July 1, 2025 to present, the activities of the Ward People's Council, 2 People's Council Committees, People's Council Delegation Groups and Ward People's Council delegates have been conducted in accordance with legal regulations and instructions from all levels.

The supervision and survey activities of the People's Council, the Standing Committee and the two Committees of the Ward People's Council are carried out seriously, in accordance with the order and procedures prescribed by the Law. The organization of supervision is carried out in many aspects, in many forms such as reviewing work reports, reviewing the issuance of documents, establishing a supervision team, etc.
All supervision issues are considered, necessary, realistic, and meet the needs of socio-economic development and security and defense of the ward; through supervision, the responsibilities of agencies and units in properly implementing legal regulations have been clarified, thereby effectively performing assigned functions and tasks, contributing to promoting the implementation of socio-economic, security and defense targets set forth in the Resolution of the Ward People's Council.
Informing about the results of the implementation of the socio-economic development, national defense and security tasks in 2025 and the direction and tasks in 2026, Vice Chairman of Hai Ba Trung Ward People's Committee Nguyen Tien Quang said that the socio-economic situation of the ward in 2025 is basically stable.

Notably, most economic targets exceeded the same period last year, with the plan to complete 10/10 targets assigned by the City and 19/19 targets approved by the Ward People's Council, of which 4 targets exceeded the plan. The budget revenue and expenditure situation is balanced; the disbursement results of capital for construction investment and site clearance have changed; social security work, care for poor households and policy families continue to receive attention, timely support for disadvantaged groups.
Urban order and construction order management work is promoted; the ward carries out environmental sanitation and urban beautification campaigns.
The Ward People's Committee identified 24 key tasks to be implemented in December 2025 and 10 main groups of tasks in 2026 in the fields of socio-economic development and ensuring national security and defense.
In particular, in 2026, the Ward People's Committee set a target of completing 100% of the socio-economic targets assigned by the City and proposed the Ward People's Council to approve 18 main targets, such as: State budget revenue in the area completing 100% of the plan assigned by the City or more; reducing the rate of malnourished children under 5 years old compared to the previous year by 0.1%; the rate of population participating in health insurance reaching 95.8%; maintaining no new poor or near-poor households according to the City's criteria; the rate of public schools meeting national standards reaching 85.7%...
Notably, in the main groups of tasks set for next year, the ward will synchronously deploy 3 breakthroughs in socio-economic development including: breakthrough in perfecting institutions and improving the effectiveness and efficiency of state management; breakthrough in human resource development; breakthrough in building and developing synchronous and modern infrastructure. At the same time, identify fundamental solutions to 5 bottlenecks, which are: local flooding, urban drainage; traffic congestion; urban order, urban discipline; environmental sanitation, air pollution; food safety.
