
The leaders of Hai Ba Trung ward presided over the third session of the People's Council.
In his opening remarks at the session, Chu Hong Minh, Secretary of the Party Committee and Chairman of the People's Council of Hai Ba Trung Ward, emphasized that this session is of great importance, aiming to comprehensively assess the implementation of tasks in 2025 and determine the direction and key tasks to strive for the completion of the local targets and tasks in 2026.

The comrade urged the People's Council delegates to uphold a high sense of responsibility, carefully study the contents, participate in discussions, contribute many frank and responsible opinions, and make decisions on the contents of the Session.
From July 1, 2025 to the present, the activities of the Ward People's Council, the two People's Council Committees, the People's Council delegate groups, and the ward People's Council delegates have been conducted in accordance with the law and guidelines of higher authorities.

The monitoring and surveying activities of the People's Council, its Standing Committee, and the two Committees of the People's Council of the ward were conducted seriously and in accordance with the procedures stipulated by law. Monitoring was carried out in many aspects and through various forms, such as reviewing work reports, examining the issuance of documents, and establishing monitoring teams.
The monitoring issues were carefully considered, necessary, practical, and met the socio-economic development and security needs of the ward; through monitoring, the responsibilities of agencies and units in correctly implementing legal regulations were clarified, thereby effectively performing their assigned functions and tasks, contributing to promoting the achievement of socio-economic and security targets set forth in the Ward People's Council Resolution.
Regarding the results of implementing socio-economic development, security and defense tasks in 2025 and the direction and tasks for 2026, Vice Chairman of Hai Ba Trung Ward People's Committee Nguyen Tien Quang stated that the socio-economic situation of the ward in 2025 will be basically stable.

Notably, most economic indicators exceeded those of the same period last year, with the completion of 10 out of 10 targets assigned by the City and 19 out of 19 targets approved by the Ward People's Council, including 4 targets exceeding the plan. Budget revenue and expenditure remained balanced; the disbursement of capital for construction investment and land clearance showed improvement; social welfare work, including caring for poor households and policy beneficiaries, continued to receive attention, providing timely support to those in need.
Urban order and construction management have been strengthened; the ward has carried out campaigns to clean up the environment and beautify the urban area.
The People's Committee of the ward has identified 24 key tasks to be implemented in December 2025 and 10 main groups of tasks for 2026 in the fields of socio-economic development and ensuring national security and defense.
Specifically, in 2026, the People's Committee of the ward aims to complete 100% of the socio-economic targets assigned by the City and proposes that the Ward People's Council approve 18 key targets, such as: achieving 100% or more of the City's assigned plan for state budget revenue in the area; reducing the rate of malnutrition among children under 5 years old by 0.1% compared to the previous year; achieving a health insurance coverage rate of 95.8%; maintaining no new poor or near-poor households according to the City's criteria; and achieving a national standard rate of 85.7% for public schools...
Notably, among the main tasks set for the coming year, the ward will simultaneously implement three breakthroughs in socio-economic development: a breakthrough in improving institutions and enhancing the effectiveness and efficiency of state management; a breakthrough in human resource development; and a breakthrough in building and developing a comprehensive and modern infrastructure. At the same time, it will identify fundamental solutions to address five bottlenecks: localized flooding and urban drainage; traffic congestion; urban order and discipline; environmental sanitation and air pollution; and food safety.
