In recent times, Phuong Liet ward has had many positive changes in ensuring social security and sustainable poverty reduction through mobilizing social resources and promoting the role of the community in taking care of people's lives.

The ward has always paid attention to and implemented the work of taking care of social security beneficiaries in full and in accordance with regulations. Every year, the ward organizes a review of the list of poor and near-poor households to have timely support measures; at the same time, mobilizes organizations, businesses, and philanthropists to participate in giving Tet gifts, supporting livelihoods, and distributing necessities to disadvantaged households. These activities not only have practical meaning but also demonstrate the spirit of solidarity and "helping each other" of the community.

In particular, mobilizing community resources does not only stop at material things but also spreads the spirit of solidarity, mutual love and mutual assistance - a traditional beauty that is always preserved and promoted by Phuong Liet people.

By mobilizing resources well, the ward has implemented social security policies well, providing comprehensive care for target groups. Every year, the ward reviews and updates data on poor and near-poor households according to new standards; from there, it develops support plans suitable for each target group.

The ward has proactively connected with businesses and charitable organizations to carry out activities such as: Giving savings books to families with special difficulties; supporting electricity and water bills for poor households; giving bicycles to poor students who have overcome difficulties; giving livelihoods to single women and poor households in need of economic development.

In particular, the implementation of the new model has created an important shift in the organization and operation methods of the Ward People's Committee.

Thanks to strong decentralization, the Ward People's Committee is proactive in processing records, resolving work more quickly and accurately. The "electronic one-stop" system is applied synchronously, helping to reduce time and costs for people. The rate of records resolved on time and before the deadline has increased; many procedures are performed completely online; publicity and transparency are enhanced, paperwork and intermediate steps are minimized; people's satisfaction with the ward administrative apparatus has improved significantly.

With a streamlined apparatus, each cadre and civil servant is assigned clear tasks, linking responsibility with work efficiency. Supervision from the district level is enhanced, creating positive pressure for innovation in the style of serving the people.

According to Vice Chairman of Phuong Liet Ward People's Committee Ngo Minh Hong, a clear advantage of the urban government model is the ward's ability to respond quickly when implementing social security policies and handling situations more effectively. Thereby, people clearly feel the change towards being closer to the people and serving them better.

Notably, the ward has increased socialization along with digital transformation. Specifically, the ward has proactively connected with businesses to mobilize more resources in infrastructure construction, alley renovation, security camera installation, and support for schools and medical stations.

Along with that, the coordination between the ward police, residential groups and the Fatherland Front has become more rhythmic and unified. Many self-management models of security and order such as "Security Camera", "Electronic Residential Group", "Civilized Street" continue to be maintained and expanded, contributing to maintaining security and creating a solid foundation for socio-economic development.

It can be affirmed that the work of socialization and ensuring social security in Phuong Liet ward in recent years has achieved many positive results, especially since the implementation of the 2-level urban government model. Mobilizing the strength of the entire people, combined with a streamlined and effective administrative apparatus, has created a clear change in the quality of service to the people, strengthening people's trust in the grassroots government.
