Tay Ho Ward: Direct dialogue between Party and government leaders and the people

HNP - On the morning of November 14, Tay Ho ward organized a dialogue conference between the leaders of the Party Committee and the government with the Fatherland Front, socio-political organizations and representatives of the people in the area. This is an annual activity to listen to the thoughts and aspirations of the people and promptly resolve problems arising at the grassroots level.

In his opening speech, Comrade Nguyen Dinh Khuyen - Member of the City Party Committee, Party Secretary, Chairman of the People's Council of Tay Ho Ward emphasized the significance of direct dialogue in improving the effectiveness of the Party's leadership, tightening administrative discipline and strengthening the people's trust in the local government. The Party Secretary of Tay Ho Ward asked the delegates to boldly contribute their opinions in the spirit of "people know - people discuss - people do - people inspect - people supervise - people benefit", focusing on practical issues related to land management, construction order, administrative reform, social security, digital transformation, quality of life of residents and political tasks of the ward.

At the Conference, Vice Chairman of the Ward People's Committee Bui Tuan Duong presented a report summarizing the socio -economic situation in 2025, emphasizing many outstanding results after Tay Ho Ward officially operated under the two-level government model. Administrative reform has made strong progress, public administrative service points operate effectively; budget revenue exceeded 174.27% of the City's assigned estimate; key projects such as land clearance in Tu Lien bridge area, Ngoc Trai Theater project, Dang Thai Mai road were promoted; education quality continues to be among the leading groups in the City; social security is guaranteed; major cultural and commemorative activities are organized solemnly and safely.

The report also clearly stated the results of implementing the conclusions after the 2024 dialogue conference, with 17/24 opinions having been completely resolved, accounting for 70.83%.

The conference atmosphere became lively when 9 delegates representing residential groups directly spoke, focusing on groups of issues: land management, construction order, environmental sanitation, apartment management, security and order, site clearance progress, civil infrastructure and administrative procedure reception and settlement.

All opinions were discussed and answered publicly by Chairman of Tay Ho Ward People's Committee Nguyen Thanh Tinh at the meeting hall, demonstrating the spirit of openness, responsibility and determination to "resolve people's needs and handle people's feedback".

Concluding the Conference, Comrade Nguyen Dinh Khuyen highly appreciated the frankness and enthusiasm of the delegates and requested the specialized departments and offices to review all recommendations and develop a specific handling roadmap.

The Party Secretary of the ward suggested that after this dialogue conference, the leaders of the ward People's Committee direct departments, offices, professional units, and public service units to promptly and effectively resolve the people's legitimate petitions; synthesize issues under the authority of the City, and recommend responsible agencies to consider and resolve them in accordance with their authority, ensuring compliance with legal regulations.

In the coming time, to continue promoting the people's mastery, effectively participating in giving opinions on Party building, building a clean and strong government, promoting socio-economic development, maintaining political security and social order and safety in the area, contributing to enhancing the responsibility of serving the people of the contingent of civil servants and public employees, especially the heads of agencies and units. The Party Secretary of the ward requested that agencies and units continue to uphold the spirit, responsibility and exemplary role of the head, effectively implementing the documents of the Central Committee, the City Party Committee, and the Party Committee related to the implementation of contacts and dialogues.

Continue to seriously implement the Law on Democracy at the Grassroots Level; Directive No. 24-CT/TU, dated August 7, 2023 of the Standing Committee of the Hanoi Party Committee on "Strengthening discipline, discipline and responsibility for handling work in the political system of Hanoi City". Strengthen close contact with the grassroots; focus on organizing conferences to directly dialogue, listen to and absorb comments from the people and party members, especially issues directly related to people's lives to have solutions to remove difficulties and obstacles in the implementation process, thereby creating trust and consensus of the people, officials and party members towards the Party and the government.

Along with that, it is necessary to continue to effectively implement the Grassroots Democracy Charter, promote the people's mastery; create conditions for the Fatherland Front and socio-political organizations to promote their roles and responsibilities in social supervision and criticism, and participate in giving opinions on Party building and building a clean and strong government in the spirit of Decisions No. 217 and 218 of the Politburo.

Effectively implement 03 programs and 02 full-term work plans of the Ward Party Committee for the 2025-2030 term; continue to implement the 2-level local government model in accordance with the authority and responsibilities associated with assigned political tasks.

Regularly and periodically, strictly carry out the reception of citizens, resolve petitions, complaints, denunciations, and recommendations of citizens; consider this a key task, need to be considered, handled promptly, in accordance with regulations, thoroughly, not let it linger for a long time; focus on land management, construction order; issue land use right certificates, site clearance for project implementation; management of apartment buildings; fire prevention and fighting; relic management; religious beliefs, practice civilized lifestyle at places of worship... consider this a key task, regularly need to be resolved by the ward Party Committee and government.

Review the contents of people's comments and recommendations at the annual dialogue conference, develop plans and plans for implementation to ensure compliance with legal regulations; synthesize opinions that are not within the authority, make recommendations and proposals, and advise competent authorities to resolve to ensure people's rights...

Implement administrative reform well, clearly assign people, tasks, and responsibilities; arrange and perfect the organizational apparatus in a streamlined, effective, and efficient manner. Promote the application of information technology and digital transformation in the activities of Party, government, Fatherland Front, and mass organizations; increase the use of electronic documents, digital signatures, management software, and digital platforms of the City. Improve service quality, review, simplify, and shorten the process and time for handling administrative procedures for organizations and individuals coming to contact for work.

The Fatherland Front, socio-political organizations of the ward and grassroots continue to propagate and carry out well the mass mobilization work associated with the implementation of the 2 Codes of Conduct of the City People's Committee; effectively carry out the assessment of people's and organizations' satisfaction with the service of state administrative agencies and the team of civil servants and public employees according to regulations.

Comrade Nguyen Dinh Khuyen requested Party committees and authorities at all levels to continue to effectively implement the Resolution of the Party Congresses at all levels and the Resolution of the first Ward Party Congress, term 2025-2030 to soon put the Resolution into life, contributing to the successful implementation of socio-economic goals, ensuring national defense and security, improving and enhancing people's lives in the ward.
