In each residential area, cultural life is not about grand concepts, but is nurtured through simple daily actions. In Thuong Cat 2 residential area, 540 out of 540 households registered to build culturally exemplary families; by the end of the year, 500 households achieved the title, accounting for 92.6%. With the strong involvement of the entire political system, the implementation of civilized lifestyles in weddings and funerals continues to show positive changes. The majority of families have successfully implemented civilized weddings, such as reducing the number of food trays, shortening the number of guests, and holding weddings in just one day. These figures not only reflect achievements but also show the spread of civilized lifestyles in every household.

Significant changes are evident in wedding and funeral practices. Weddings are now simpler, with fewer feasts and shorter ceremonies; funerals are more solemn and civilized, with fewer wreaths, no scattering of paper offerings, and a higher rate of cremation. This demonstrates a shift in perception – as people proactively choose behaviors that are in line with modern lifestyles while still preserving traditional values.
Alongside building a civilized lifestyle, efforts are being made to preserve the living environment. Saturday morning general cleaning sessions, intensive cleaning campaigns in residential areas, and garbage collection at ponds, lakes, and playgrounds have become familiar activities, fostering a sense of community responsibility. Preferential loan programs have also been effectively implemented, helping members develop their businesses and stabilize their lives, thereby strengthening the foundation of social security at the grassroots level.
Mr. Ngo Van Hoa, Head of Thuong Cat 2 Residential Group, said that in addition to movements to build a cultured lifestyle, movements to protect national security, fire prevention and control, culture and arts, physical education and sports, and humanitarian and charitable activities are all actively maintained. The collective contribution of nearly 170 million VND to various funds and the fulfillment of the voluntary blood donation target clearly demonstrate the spirit of sharing and compassion of the community.


In Hoang Lien 3 residential area, the development of specific plans from the beginning of the year, clear assignment of tasks, and high consensus have created an effective operational system. Models such as "Green Sunday," self-managed streets, and litter-free residential areas not only beautify the landscape but also foster a sense of self-awareness among residents. From clean alleyways and shady green trees, a civilized living space is gradually taking shape – where everyone feels a sense of belonging and shared responsibility.
Ms. Nguyen Thi Lan, Party Branch Secretary and Head of Hoang Lien 3 Residential Group, emphasized: “We are always aware that general environmental sanitation contributes to maintaining urban aesthetics, creating a clean and civilized appearance; reducing environmental pollution, preventing diseases, and at the same time raising self-awareness, solidarity, and cohesion within the residential group. This is one of the important contents associated with the 5 criteria for building a civilized urban area.”
The movement to build a cultured way of life is not only fostered in residential areas but also persistently cultivated in the school environment. At Thuong Cat Secondary School, building a cultured workplace lifestyle is identified as a crucial factor in improving the quality of management and education, aiming towards an image of a disciplined and friendly school.
The role of the management team in setting a good example is paramount: strict adherence to schedules, professional communication, and exemplary pedagogical conduct. Regulations regarding dress code, behavior, environmental preservation, and protection of public property are concretized and regularly implemented in all activities. As a result, workplace culture is no longer just a slogan but has become a natural habit in school life.
More importantly, students are encouraged to actively participate in the process of cultivating civilized behavior. From greetings and communication skills to adherence to school rules and respect for teachers and peers – all contribute to shaping character and a beautiful lifestyle from their time in school. These young sprouts are the future of a sustainable cultural community.

In 2025, despite many difficulties, the movement to build a cultured way of life in Thuong Cat still achieved outstanding results. More than 94% of households achieved the title of "cultured family"; all residential areas maintained their titles; the rates of cremation, sports training, and participation in community activities all increased. Environmental sanitation campaigns, removal of illegal advertisements, and the construction of flower-lined streets attracted a large number of people, contributing to creating a more attractive urban appearance.
Social welfare work has been prioritized: creating jobs for thousands of workers, providing loan support, healthcare for students and the elderly, ensuring food safety, and effectively preventing and controlling epidemics. Political security and social order have been maintained; the crime rate has decreased; fire prevention and control, and military recruitment have met their targets.
In particular, administrative reform initiatives, projects celebrating major events, environmental protection models, and codes of conduct in public places have contributed to improving the quality of governance and the spiritual life of the people. Culture, therefore, is not only present in assembly halls or movements, but is deeply ingrained in every daily action.

Entering 2026, Thuong Cat ward has set specific goals: to continue increasing the percentage of culturally exemplary families, maintaining culturally exemplary residential areas, strengthening civilized practices in funeral ceremonies, developing sports and physical education, reducing child malnutrition, expanding health insurance coverage, and creating more jobs for workers. These figures are not merely targets, but commitments to a journey of humane and sustainable development.
Ultimately, building a cultural life at the grassroots level is a journey to improve the quality of life and strengthen national unity. When people are listened to, involved, and work together, all policies have a solid foundation in practice. As the Chairwoman of the Vietnam Fatherland Front Committee of Thuong Cat Ward, Van Thuy Hoa, affirmed: "A cultural life at the grassroots level is not something far-fetched, but begins with very simple things: more polite speech, more appropriate actions, a cleaner alley, a more orderly street, a safer residential area, a more sharing community, and a government that serves the people more wholeheartedly."
Culture is not confined to meeting halls. Culture must live in every home, every street, every way of thinking, and every way of interacting between people. When each individual becomes a "cultural nucleus," each family a "cultural cell," and each residential group a "self-governing fortress," then Thuong Cat will certainly become a civilized, safe, compassionate, and livable ward.
